On the afternoon of April 19, the National Assembly's Defense and Security Committee delegation led by Lieutenant General Nguyen Minh Duc, Deputy Chairman of the Defense and Security Committee, had a working session with Thua Thien-Hue province on a survey to serve the reception and revision of the draft road law and the law on traffic order and safety.
The delegation of the National Assembly's Committee on National Defense and Security worked with the People's Committee of Thua Thien-Hue province.
According to the report at the meeting, Thua Thien-Hue province currently has 11,033 road routes with a total length of 8,480km. Including the Cam Lo - La Son expressway, the Ho Chi Minh road section La Son - Tuy Loan with a length of 97km (accounting for 2%); 4 national highways passing through the area with a total length of 485.26km (accounting for 5%). The province's road traffic system is relatively diverse, connected, interconnected, and has many important traffic hubs.
Thua Thien-Hue province has done a good job in ensuring traffic order and safety; the leadership, direction and coordination between agencies and localities in ensuring traffic order and safety have been focused on. The propaganda and dissemination of road traffic laws have been promoted and achieved positive results.

Also at the meeting, leaders of Thua Thien-Hue province had some discussions on the contents related to the road law, during the implementation process, some problems arose.
Specifically, the legal document on compensation, support and resettlement policies, although newly issued, still has many shortcomings and is not close to reality; the compensation price of architectural assets, trees and crops is not suitable for the care, especially for perennial trees with high economic income.
Accordingly, the compensation price for land, especially residential land and production forest land, although the land price coefficient has been adjusted annually, the compensation price is still much lower than the market price. This leads to Mobilizing and explaining to people affected by land acquisition and resettlement is very difficult.
In addition, land management and construction management over many periods have been lax, land management and construction records over many periods are incomplete, lost, and previously issued land use right certificates have many errors, leading to difficulties in confirming the time of construction and the origin of land use of communes and wards.
On the morning of April 19, the National Assembly's Defense and Security Committee delegation conducted a field survey of the Cam Lo - La Son Expressway Project intersection, through Phong Dien district (Thua Thien-Hue).
Participating in giving comments on the draft road law, the People's Committee of Thua Thien-Hue province also gave comments on some contents related to the interpretation of terms in Article 3; Road traffic development policy in Article 6 and Investment in road construction in Article 28.
Commenting on the Law on Road Traffic Order and Safety, the People's Committee of Thua Thien-Hue province also made recommendations to improve the provisions in the draft Law, especially those on prohibited acts, protection of children participating in road traffic, license plate auctions, driver's license classification, driver's license points, funds to minimize traffic accident damage and other provisions.
Regarding the 2023 draft, on August 8, 2023, after studying, the People's Committee of Thua Thien-Hue province stated that, compared to the draft Law submitted to the National Assembly at the 6th Session, the draft Law has been revised by 9 chapters and 89 articles, the number of chapters remains the same and 8 articles are increased due to the addition of 5 new articles and the separation and merger of articles to ensure consistency with the content and scope of regulation. At the same time, it is recognized that these are contents of interest to society; the addition and adjustment of these contents to the draft law is completely consistent with objective reality and scientific basis, contributing to the completion of the draft law. Therefore, the draft Law after being received and revised achieved consensus between the reviewing agency and the drafting agency.
On behalf of the provincial leaders, Mr. Phan Quy Phuong, Vice Chairman of the People's Committee of Thua Thien-Hue province, also discussed and clarified the difficulties, obstacles, proposals of the province and the contents as requested by the working delegation.
Regarding the shortcomings on the Cam Lo - La Son expressway, the Vice Chairman of the People's Committee of Thua Thien-Hue province said that this is a key traffic route, a national artery, vehicles from 63 provinces and cities traveling North-South all pass through here, very different from the expressways within the province, between 2 or 3 provinces, so it is necessary to soon complete investment according to the planning - worthy of being a national arterial traffic axis, first of all, 4 lanes, with a hard median strip, an emergency lane and synchronous expressway management institutions, such as: speed monitoring cameras, lighting, telecommunications waves...
Concluding the working session, on behalf of the working delegation, Lieutenant General Nguyen Minh Duc highly appreciated the work of ensuring traffic order and safety in Thua Thien-Hue province in the past time; acknowledged the province's careful preparation for the working session with the delegation and affirmed that the opinions and recommendations of the province were appropriate and close to reality, helping the working delegation supplement and contribute to the draft laws. For some remaining contents, the delegation requested relevant departments and branches to continue to supplement in writing through the provincial National Assembly delegation to complete the draft laws.
