Attending the conference at the District People's Committee bridge were leaders of the District Party Committee - People's Council - District People's Committee; Party building committees of the District Party Committee; Vietnam Fatherland Front Committee and mass organizations; officials and civil servants working in the field of natural resources and environment, agencies and units under the District People's Committee; representatives of enterprises and cooperatives operating in the district.
The bridge points of communes and towns have leaders of the Party Committee - People's Council - People's Committee of the commune, civil servants related to the field of natural resources and environment, village heads, heads of residential groups and representatives of the People in the area.

At the conference, delegates were informed by the reporter about the basic contents of the 2024 Land Law. Accordingly, the Law consists of 16 chapters and 260 articles; amending and supplementing 180/212 articles of the 2013 Land Law and adding 78 new articles. The 2024 Land Law has new points related to the contents of land policies for ethnic minorities; regulations on land use planning and plans; land allocation, land lease, conversion of land use purposes; land recovery, compensation, resettlement support; land finance, land prices; land use regime, rights and obligations of land users, etc.
In particular, the new point that localities and people are interested in is land recovery for socio-economic development. The 2024 Land Law stipulates 32 specific cases of land recovery by the State with many groups of criteria and new points, ensuring democracy, objectivity, fairness and transparency. The Law also specifically stipulates compensation, support and resettlement when the State recovers land. At the same time, amend and supplement the compensation principles towards diversifying forms of compensation. Notably, the regulation on compensation by land with the same purpose as the recovered land or by money, other land or housing.
In addition, the 2024 Land Law has removed the Government's regulations on land price framework; specified principles, bases, and methods for land valuation and stipulated that the land price list is built annually. Thereby, creating favorable conditions for localities to effectively use land resources for socio-economic development.
The 2024 Land Law was passed by the National Assembly with many new points to comprehensively institutionalize the Party's guidelines and policies, the National Assembly's resolutions, and at the same time remove obstacles drawn from the practical summary of the implementation of the 2013 Land Law and legalize regulations that have been proven to be appropriate, contributing to unlocking land resources for national development.
