To effectively implement Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo, Resolution No. 35/2023/NQ-UBTVQH15 dated July 12, 2023 of the National Assembly Standing Committee, Resolution No. 117/NQ-CP dated July 30, 2023 of the Government on implementing the arrangement of administrative units at district and commune levels to ensure regulations and suitability with local practices, the Provincial Party Standing Committee requests Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations to focus on leading, directing and effectively implementing the following contents:
1. Organize widespread dissemination and propaganda so that cadres, party members and people are clearly aware of the viewpoints, goals, principles and roadmap for the arrangement of district and commune-level administrative units in the 2023-2030 period according to Conclusion No. 48-KL/TW of the Politburo, Resolution No. 35/2023/NQ-UBTVQH15 of the National Assembly Standing Committee and Resolution No. 117/NQ-CP of the Government.
2. District, city and town Party Committees focus on leading and directing the implementation of the arrangement of administrative units at district and commune levels in localities according to the regulations and instructions of the Central Government and the Directives and Plans of the province.
Agencies and units shall develop implementation plans in accordance with the functions and tasks of the sector, agency, and unit; promptly propose and remove difficulties for localities in the process of implementing the arrangement of administrative units at district and commune levels.
The Standing Committee of Ha Tinh Provincial Party Committee directed in the immediate future, promptly promulgated and directed the implementation of the Arrangement Plan for the period 2023 - 2025.
3. The Party Executive Committee of the Provincial People's Committee leads and directs the Provincial People's Committee to: a) Promptly review and submit to competent authorities for approval or approve under its authority provincial planning, urban planning, rural planning and other related planning to ensure consistency with the implementation of the arrangement of district and commune-level administrative units for the period 2023 - 2025 and the period 2026 - 2030 as prescribed in Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee. b) Organize the development of a master plan and project to arrange district and commune-level administrative units; organize to collect voters' opinions on the project; approve the project as prescribed. Submit to the Provincial People's Council for promulgation a resolution on the arrangement of district and commune-level administrative units.
In the immediate future, promptly issue and direct the implementation of the Arrangement Plan for the 2023 - 2025 period, including specific requirements on the roadmap, progress, and responsibilities of agencies and localities; the arrangement plan must be comprehensively studied, reviewed, and evaluated to ensure continuity between the two periods 2023 - 2025 and 2026 - 2030, ensuring stable lives of local people, ensuring national defense, security, and socio-economic development in the locality.
c) Directing the review, assessment and advising on the settlement of surplus and backlog of commune-level cadres and civil servants in terms of assets, offices, schools, medical stations and new rural standards... after the rearrangement of commune-level administrative units in the 2019-2021 period.
d) Arrange and perfect the organization, staff, civil servants, public employees and workers of the local government sector to ensure compliance with regulations and practicality; ensure funding sources to implement the arrangement of administrative units at district and commune levels according to regulations.
e) Direct the Department of Home Affairs to receive, synthesize, and advise on handling issues related to the arrangement of administrative units at the district and commune levels; promptly guide and remove obstacles and difficulties for localities when implementing the arrangement of administrative units at the district and commune levels; report and recommend to competent authorities necessary measures to ensure the synchronous and effective implementation of the arrangement of administrative units, ensuring compliance with central regulations and local practices. Advise on the preliminary and final review of the implementation of the arrangement of administrative units at the district and commune levels for the period 2023 - 2025 and the period 2026 - 2030.
Arrange and perfect the organization, staff, civil servants, public employees and workers of the local government sector to ensure compliance with regulations and practice.
4. The Provincial People's Council Party Delegation leads and directs the Provincial People's Council to promptly amend, supplement and issue documents within its authority to organize the implementation of the arrangement of district and commune-level administrative units; promptly consider and issue resolutions on the arrangement of district and commune-level administrative units at the request of the Provincial People's Committee and supervise the implementation.
5. The Provincial Party Committee's Organizing Committee shall preside over reviewing, evaluating and advising on resolving the backlog of Party cadres, the Fatherland Front and socio-political organizations at the commune level after the reorganization of commune-level administrative units in the 2019-2021 period; preside over advising the Provincial Party Committee's Standing Committee on appraising the overall plan and project for the reorganization of district- and commune-level administrative units; guide the preparation for the congress for the 2025-2030 term for administrative units subject to reorganization; direct, guide and appraise the projects of district, city and town Party Committees on the arrangement and consolidation of the apparatus, cadres, civil servants, public employees, workers and resolving the regimes and policies for redundant people of agencies and units under the Party, Fatherland Front and socio-political organizations in district- and commune-level administrative units when implementing the reorganization. Preside over and coordinate with Party committees, Inspection Committee, Provincial Party Committee Office to monitor, urge, and inspect the implementation of the Directive, periodically summarize and report the results to the Provincial Party Committee Standing Committee every quarter.
6. The Provincial Party Committee's Propaganda Department directs the province's media agencies to strengthen information, propaganda, and dissemination of policies and purposes of the arrangement of administrative units at district and commune levels so that cadres, party members, and people can agree and implement them.
7. The Provincial Party Committee of the Fatherland Front and provincial socio-political organizations direct and guide the arrangement and consolidation of the apparatus, cadres, civil servants, non-professional workers and the settlement of regimes and policies for redundant people of the Fatherland Front and socio-political organizations at district and commune-level administrative units after the arrangement; develop programs and plans to propagate and mobilize union members, association members and people of all walks of life to create consensus and unity in awareness and action when implementing the arrangement of district and commune-level administrative units; organize supervision of the implementation process.
8. The working groups of the Provincial Party Committee Standing Committee direct, inspect and supervise at the local level, directing districts, cities and towns to reorganize administrative units at the district and commune levels to ensure compliance with regulations, roadmaps and practicality. The Standing Committees of the district, city and town Party Committees focus on leading and directing the reorganization of administrative units at the district and commune levels to ensure timeliness, seriousness and compliance with regulations.
The directive was thoroughly disseminated to party members and widely disseminated among the people.
