At the conference, the Provincial Party Committee's Organizing Committee submitted to the Provincial Party Committee's Standing Committee a Report on the Project to end the activities of the Provincial Party Committee of the Provincial Agencies and Enterprises and to arrange and assign cadres and civil servants of the Provincial Party Committee of the Provincial Agencies and Enterprises; Project to establish Party Committees of provincial Party agencies and the Provincial People's Committee Party Committee; Report on the Project to streamline the organization of the Thanh Hoa Provincial Trade Union; Report on the proposal to end the implementation of the model of the Head of the Mass Mobilization Committee concurrently being the Chairman of the Provincial and District Fatherland Front Committees; Draft Decision to end the activities of the Provincial Party Delegation and Party Executive Committee (11 organizations); Draft Decision to establish the Provincial Steering Committee on Science and Technology Development, Innovation and Digital Transformation in Thanh Hoa Province; Regulations on the functions, tasks, powers, working regime, and working relationships of the Steering Committee; Assignment of tasks to members of the Steering Committee.

After listening to the opinions and concluding remarks of the Deputy Secretaries of the Provincial Party Committee and members of the Standing Committee of the Provincial Party Committee, Secretary of the Provincial Party Committee Nguyen Doan Anh basically agreed with the contents presented by the Provincial Party Committee's Organizing Committee at the conference and requested the Provincial Party Committee's Organizing Committee to continue updating the orientation of the Central Party Committee to advise the Standing Committee of the Provincial Party Committee to consider and decide in accordance with the Central Party Committee's direction.

Regarding the decision to establish the Provincial Steering Committee on Science, Technology, Innovation and Digital Transformation Development in Thanh Hoa Province; Regulations on functions, tasks, powers, working regime, working relations of the Steering Committee; Assignment of tasks to members of the Steering Committee, Secretary of the Provincial Party Committee Nguyen Doan Anh agreed with the content presented at the conference and proposed to study the establishment of the National Digital Data Center of the province. Allocate resources to implement Resolution No. 57 of the Politburo. At the same time, relevant agencies need to develop an implementation plan in accordance with the direction of the Central Government. The Provincial Steering Committee on Science, Technology, Innovation and Digital Transformation in Thanh Hoa Province is headed by Secretary of the Provincial Party Committee Nguyen Doan Anh; Deputy Secretary of the Provincial Party Committee Trinh Tuan Sinh is Deputy Head of the Standing Committee of the Provincial Steering Committee.

Also at the conference, the Deputy Secretaries of the Provincial Party Committee and members of the Standing Committee of the Provincial Party Committee gave their opinions on the contents of the report of the Party Committee of the Provincial People's Committee on the Project on rearranging specialized agencies at the provincial and district levels; agencies under the Provincial People's Committee, public service units under the Provincial People's Committee; Draft Action Program of the Standing Committee of the Provincial Party Committee on implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo "On breakthroughs in science and technology development, innovation and national digital transformation".

Concluding this content, Secretary of the Provincial Party Committee Nguyen Doan Anh stated: The arrangement of the apparatus of the political system to be streamlined, operate effectively and efficiently according to Resolution No. 18-NQ/TW and the breakthrough in science and technology development, innovation and national digital transformation according to Resolution No. 57-NQ/TW are major policies that are being directed very strongly by the Politburo. Therefore, the Party Committee of the Provincial People's Committee needs to carefully study and update the latest documents of the Central Committee so that the construction of the Project to arrange specialized agencies at the provincial and district levels; agencies under the Provincial People's Committee, and public service units under the Provincial People's Committee is effective in accordance with the orientation and direction of the Central Committee. Regarding the action program to implement Resolution No. 57-NQ/TW of the Provincial Party Committee Standing Committee, the Party Committee of the Provincial People's Committee also needs to study the Government's action program to supplement the program, clearly showing the tasks that need to be done, close to the practical situation of the province.

Provincial Party Secretary Nguyen Doan Anh requested the Provincial Party Committee's Propaganda Department to do a good job of widely disseminating Resolution No. 18-NQ/TW and Resolution No. 57-NQ/TW to cadres, party members, civil servants, public employees and the people, creating consensus in implementation.

At the conference, the Provincial Party Committee Office also asked for opinions on the Draft Plan to organize the collection of comments on the draft Political Report to be submitted to the 20th Provincial Party Congress, term 2025-2030.
