According to the report at the monitoring session, after the Prime Minister signed and issued Decision No. 1719/QD-TTg, dated October 14, 2021, approving the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030, phase I: from 2021 to 2025, Ba Thuoc district has proactively and actively implemented synchronous solutions to implement the program.

In particular, the district has made the transition from the mechanism of planning the implementation of national target programs on an annual basis to the mechanism of planning for the medium-term period of 5 years. At the same time, it focuses on information and communication solutions; strengthens monitoring, inspection and supervision of the program implementation process in depth, focusing on quality and efficiency.... Therefore, Program 1719 has been effectively implemented, making an important contribution to the results of socio-economic development.

As of December 31, 2023, out of a total of 14 targets assigned by the Provincial People's Committee to implement Program 1719, the district has completed 8 targets and is continuing to strive to complete 6 targets. It is expected that by 2025, Ba Thuoc district will have 12 targets completed as planned; 2 targets are expected to require utmost efforts to be completed, including the target on the average income growth rate of ethnic minority people and the rate of communes and villages out of extremely difficult areas.

Regarding capital disbursement progress, from 2021 to 2023, Ba Thuoc district was allocated 94.61 billion VND, of which development investment capital was 46.46 billion VND and career capital was 48.14 billion VND. By the end of 2023, the district had disbursed 79.56 billion VND, reaching 84.1% of the allocated capital, of which the disbursement rate of development investment capital reached 95.7%.

However, in the process of implementing Program 1719, Ba Thuoc district still encountered some difficulties and problems. Specifically, this program has many new contents, mechanisms and implementation methods compared to the previous stage, while the issuance of documents from the Central Government was not timely, some contents after 2 years of implementation had to be adjusted and revised, leading to local confusion in the implementation process; many contents, although capital had been allocated, could not be implemented, had to be adjusted, or were slow to disburse...

From the practical implementation of Program 1719, Ba Thuoc district proposed that the Central Government should have a policy to support communes and villages that have just escaped from the status of being in extremely difficult circumstances. Because in reality, these communes and villages are still facing many difficulties, especially in terms of socio-economic infrastructure. Without support, they will easily become extremely difficult communes and villages again.

Ba Thuoc District also proposed that the Central Government increase the housing support level under Project 1 of Program 1719 from 40 million VND to 80 million VND/household; increase the support level for investment in essential infrastructure for especially disadvantaged villages and communes...

In addition, the district proposed that the province continue to pay attention to and organize training courses to improve the capacity of officials at all levels to implement Program 1719. Consider and support funding for the district to complete the system of cultural and sports facilities, including items such as building a multi-purpose gymnasium and a district-level stadium...
