The Asian Development Bank (ADB) has appointed Scott Morris, a specialist in development finance and debt budgeting, as Vice President in charge of managing operations of ADB's East Asia, Southeast Asia, and Pacific Departments for a three-year term.
With over 25 years of experience in international economic research and policymaking, Mr. Morris is currently a senior fellow at the Center for Global Development (CGD) in Washington DC.
Mr. Scott Morris is an expert in development finance and debt policy with over 25 years of experience in international economic research and policy making.
At CGD, he led work on multilateral and bilateral development finance, including the role of concessional finance in supporting low-income and climate-vulnerable countries.
In addition, he serves as Director of the U.S. Development Policy Program and Co-Director of the Sustainable Development Finance Program.
Previously, Mr. Morris served as Deputy Assistant Secretary for Development Finance and Debt at the U.S. Department of the Treasury. He worked closely with senior government officials across Asia and the Pacific, as well as with various non-governmental organizations.
His primary responsibility is to oversee US participation in multilateral institutions, including the ADB, the African Development Bank, the European Bank for Reconstruction and Development, the Inter-American Development Bank, and the World Bank.
Mr. Morris also served as a senior staff member on the House Financial Services Committee and as an advisor to the Chairman of the Committee on International Economic and Financial Affairs. He oversaw committee issues related to international financial institutions and the U.S. Export-Import Bank, international investment, exchange rates, monetary policy, and trade in financial services .
