19 provinces "ignore" the Ministry of Education and Training's request to report on extra teaching and learning

On the afternoon of March 28, the Ministry of Education and Training held an online conference to deploy the work of enrolling students at the beginning of the school year, organizing high school graduation exams and evaluating the implementation of Circular 29 of 2024 on the management of extra teaching and learning (DTHT).

Speaking at the conference, Mr. Thai Van Tai, Director of the Department of General Education, Ministry of Education and Training, said that through practical inspections in a number of localities and synthesizing reports from the Departments of Education and Training, the Ministry of Education and Training found that the implementation of Circular No. 29 has not been effective in a number of localities.

The first reason is that some places have loosened management, leading to widespread DTHT, and have not properly implemented the regulations in Circular 17/2012/TT-BGDĐT on DTHT management.

Second, the organization of teaching 2 sessions/day has not been seriously implemented, in accordance with regulations, and the facilities and teaching staff assigned to the school have not been fully exploited and utilized to carry out the main teaching contents, and resources have not been fully exploited to teach according to learners' needs as prescribed.

In addition, the Official Dispatch guiding teaching 2 sessions/day does not meet the requirements of the 2018 General Education Program and needs to be changed and adjusted.

The Ministry of Education and Training also pointed out that some localities are still slow in issuing guidance documents and issuing local regulations, leading to confusion in implementation. Coordination between departments and sectors in implementing regulations on extra-curricular teaching in some places is not timely, so some teachers who need extra teaching are confused and worried.

The direction for educational institutions to adjust their school education plans to comply with the provisions of the Circular in some places was not timely and ready from the time the Circular was issued.

There are still some managers and teachers who do not fully understand the regulations and spirit of Circular No. 29.

Objective issues such as lack of school facilities; parents relying on schools and teachers because parents do not have enough time and knowledge to tutor their children; high expectations for their children's academic performance; high pressure from exams; students not being truly proactive in learning and not being able to self-study... also create concerns when Circular No. 29 is implemented.

Mr. Thai Van Tai also pointed out a series of solutions that need to be strengthened in the coming time.

That is to continue to strengthen direction and implementation of propaganda work. on the content and meaning of Circular No. 29. Improve the effectiveness of professional work , innovate methods, diversify forms of teaching organization, especially focus on innovation and diversification of forms of testing and assessment of learners' qualities and abilities, do not evaluate beyond the requirements of the program, do not put pressure on scores.

Direct general education institutions to develop enrollment plans for grades 1, 6 and 10 to ensure they are consistent with local realities and current regulations, reduce pressure, reduce costs, and contribute to reducing illegal enrollment.

Increase investment in facilities to ensure 2 sessions/day . Increase mobilization of social resources to build enough schools and classrooms and ensure quality so that all students of universal education age can go to school, reducing pressure on enrollment...

Immediately propose solutions for students to review for grade 9 and 12 exams to avoid disruption of teaching at schools.

Mr. Thai Van Tai said that although the Ministry of Education and Training has requested the Departments of Education and Training to report on the implementation of Circular 29, there are still 19 provinces/cities that have not sent reports, including: An Giang, Ba Ria-Vung Tau, Bac Ninh, Binh Duong, Binh Thuan, Dak Lak, Dong Nai, Ha Nam, Hai Duong, Hoa Binh, Kon Tum, Lam Dong, Quang Binh, Quang Ngai, Son La, Tay Ninh, Thai Nguyen, Tuyen Quang, Vinh Phuc.

According to Mr. Thai Van Tai, these localities need to be strictly reminded.
