In order to concretize the Action Programs of the Provincial Party Committee, the Resolutions of the Provincial People's Council, and the Decisions of the Provincial People's Committee in implementing the goals of building new rural areas in the province. By 2025, Yen Bai province strives for the whole province to have 9 or more communes meeting new rural standards; 8 or more communes meeting advanced new rural standards; 3 communes meeting model new rural standards. The whole province strives to have 15 more villages recognized as meeting new rural standards and 77 more villages meeting model new rural standards.

The total expected resources to implement the National Target Program on New Rural Construction in 2025 are 19,006,948 million VND, including: Central budget capital is 193,910 million VND (development investment capital is 152,180 million VND; public service capital is 41,730 million VND). Local budget capital is 1,364,353 million VND (provincial budget capital is 980,747 million VND; district budget capital is 383,606 million VND).

Capital from integrated programs and projects: 1,502,685 million VND. Credit capital: 15,800,000 million VND. Capital from enterprises, organizations and individuals: 71,000 million VND. Capital mobilized from voluntary contributions from people, communities and other legal sources: 75,000 million VND.

To achieve the above goal, Yen Bai province mobilizes the participation of the entire political system, in which the Party Committee and the government play the role of leadership, direction and management; mobilizes the whole society to participate; well implements the democratic regulations at the grassroots level, people promote their role as subjects; continues to review, maintain, consolidate and improve the quality of criteria for communes that have been recognized as new rural areas.

Deploy and implement synchronous solutions; integrate and effectively use resources, especially local resources, to build new rural areas, ensuring practicality and effectiveness; at the same time, link the implementation of the new rural area building program with the effective implementation of the agricultural restructuring project.

Clearly define responsibilities, especially those of leaders; ensure close coordination between agencies, departments, branches and organizations.

Focus on leadership, direction, and management in a proactive, flexible, creative, and effective manner, promptly resolving newly arising issues, creating a long-term foundation for sustainable development. Proactively adapt to practical situations; in which, one must be steadfast and consistent in goals, while being able to flexibly adjust and have feasible measures to ensure the completion of set goals.

Yen Bai province also directed localities to focus on reviewing and developing specific plans and roadmaps for each commune; balancing and mobilizing resources to implement criteria to ensure completion in 2025. Speeding up the completion of infrastructure works in the commune; focusing on directing the development of production and rural industries; building cooperation models according to value chains to create jobs and increase sustainable income for people.
