Revolutionary tradition - Pride of Gia Phong people

Introducing to us the historical relics in the area that are recognized as historical and cultural relics at the provincial and national levels, Mr. Nguyen Danh Phuong, 88 years old, 60 years of Party membership in Hamlet 3 Ngoc Dong, proudly mentioned the revolutionary tradition of his hometown. Ngoc Thuong communal house, Am Trach pagoda, Loi Son pagoda, Danh Dong communal house... are all places associated with the history of revolutionary struggles of the locality as well as Gia Vien district.

Introducing the book History of Gia Phong Commune Party Committee, Mr. Nguyen Danh Phuong joined us in "going back" in history to learn more about the revolutionary struggle of a locality with many difficulties in the lowland area.

It is a place where the revolutionary movement developed very early, and is located in the Quynh Luu Revolutionary Base - the center of Quang Trung War Zone (in March 1945, the Quynh Luu Revolutionary Base was expanded to Sinh Duoc, Loi Son, etc.). In 1927, comrade Nguyen Van Hoan - a cadre of the Northern Regional Party Committee came to Lu Phong village - Quynh Luu commune to propagate revolutionary enlightenment. In September 1927, in Lu Phong village, the first Vietnam Revolutionary Youth Party Cell in Ninh Binh was established. Comrade Luong Van Thang was appointed as the first Party Cell Secretary of Ninh Binh province. This event not only spoke of the patriotism and revolutionary enlightenment of the local people but also marked a glorious historical milestone for the Party Committee and the people in the commune.

From here, the Party Committee and people of Gia Phong united to stand up under the revolutionary flag, always maintaining revolutionary spirit, protecting cadres and bases of the Party and the revolution. Traffic and communication work was always maintained, ensuring safety and secrecy in transporting superior cadres back to work. The revolutionary movement was maintained and increasingly developed...

Gia Phong commune is adjacent to Son Lai commune and Son Thanh commune (Nho Quan) - a safe zone commune during the resistance war against French colonialism. Gia Phong commune is a land with interwoven rivers and mountains suitable for security and defense. Therefore, during the resistance war against French colonialism, Gia Phong commune was chosen by Inter-zone 3 to build Quang Trung war zone (Hoa-Ninh-Thanh).

In the two resistance wars against France and the US, Gia Phong commune was awarded many noble prizes by the Party and the State. In 2002, the President awarded the title "Hero of the People's Armed Forces" to the people of Gia Phong commune. Up to now, Gia Phong commune has 2 national historical relics; 89 revolutionary veterans; 29 pre-uprising cadres; 16 families with meritorious services to the country; 22 Vietnamese Heroic Mothers, 152 martyrs.

On September 15, 2023, the Prime Minister issued Decision No. 1079/QD-TTg recognizing Gia Phong commune as a Safe Zone commune. This is a recognition of the great contributions of the Gia Phong people in the two resistance wars, a gratitude to many generations who fought and sacrificed heroically on this land, demonstrating the nation's morality of "When drinking water, remember its source"...

In the story about the historical tradition of his hometown, Mr. Nguyen Danh Phuong emotionally shared: Proud to be a son of Gia Phong, a hometown with a rich revolutionary tradition, I have constantly strived to study and work. Working for many years in the education sector as a teacher and then Principal of Gia Vien C High School, I always focused on educating students about the historical tradition of my hometown and country, arousing in them the awareness of training and studying to contribute to building my hometown. After retiring in the locality, I actively participated in activities and movements in residential areas. My family always strictly followed the policies of the Party and the State, local regulations, and taught our children to be obedient and study well. My family has 2 sons who are electrical engineers, 2 daughters, 2 daughters-in-law all working in the education sector, and all of my grandchildren are in university...

Colonel Nguyen Nam Long, working at the General Department of Politics of the Vietnam People's Army, a son of Gia Phong, also shared: Born and raised in Gia Phong, with pride in my hometown, I always remind myself to actively study, work, and contribute to building my hometown. I myself always educate my children about the revolutionary traditions of my hometown so that they do not forget their roots and build a serious attitude towards learning...

Rising in the new era

Comrade Dinh Huy Lua, Chairman of Gia Phong Commune People's Committee, said: Gia Phong's starting point is a low-lying commune with many difficulties, often suffering from natural disasters, significantly affecting people's lives as well as the local socio-economic development. The local Party Committee and government have strengthened coordination with the Vietnam Fatherland Front and socio-political organizations in building and promoting emulation movements and campaigns, creating consensus in society, promoting the combined strength of the entire political system in implementing local political, economic and social tasks.

In 2018, the commune was recognized as meeting the new rural standards. This is a "push" for the Party Committee, government and people in the commune to continue to make efforts and actively respond to campaigns and emulation movements, including the movement "All people join hands to build new rural areas", and work to maintain the criteria and strive to reach a new milestone of meeting the standards of an advanced, exemplary new rural commune.

In agricultural production, the commune has shifted its production structure towards commodity production, promoted the application of scientific and technological advances, introduced new varieties with high productivity and quality into mass production, and promoted the strengths of the lowland areas. The total rice growing area in 2023 of the whole commune is more than 312 hectares, of which the fish-rice model is 84.7 hectares; implemented the production of a rice-rice model combined with aquaculture; converted 10.54 hectares of rice cultivation to native lotus cultivation. This is a direction that brings high efficiency in agricultural production, suitable for local reality and market demand, bringing much higher income than traditional farming in the past.

Along with agricultural production, the commune has strongly developed industries and services. In particular, in terms of water transport, the commune is maintaining the operation of 104 ships, creating stable income for hundreds of workers. Secondary jobs such as construction workers have regular jobs and good income. Dinh Chung market, a trading point in Hamlet 1 Ngoc Dong is managed and operates regularly, meeting the people's demand for trading goods...

If 2018 was the year the commune was recognized as meeting new rural standards, with an average income of 33.2 million VND/person/year, by the end of 2023, this income level would reach 60 million VND/person/year. After 6 years, the income of Gia Phong people has nearly doubled.

In carrying out the task of socio-economic development, Gia Phong commune always pays attention to implementing well policies for people with meritorious services, policy families, poor households... Implementing the plan to support the construction and repair of houses for poor households according to Resolution No. 43/2023/NQ-HDND dated March 10, 2023 of the Provincial People's Council, the whole commune has 3 households supported with funding for new construction and repair of 250 million VND. The commune's Gratitude and Social Security Fund has a final balance of more than 115 million VND, has been spent to support poor households to build houses, visit and give gifts to people in difficulty... With many synchronous solutions in economic development and poverty reduction, by the end of 2023, the rate of poor households in the whole commune will be 2.67%, near-poor households will be 1.24%, and households working in agriculture, forestry and fishery will have an average living standard of 36.49%.

The economic development upturn is an important premise for the commune to gradually complete the criteria for building model new rural residential areas. The commune's unions have promoted propaganda work among cadres and members to actively participate in ensuring environmental sanitation and home decoration. The models of "Clean house, beautiful garden", "Beautiful from house to alley" ... have attracted a large number of members and union members to participate, bringing a new look to the new rural area of ​​Gia Phong. In 2023, Loi Son Hamlet 1 and Ngoc Dong Hamlet 2 were recognized by the district as model new rural residential areas. The commune is continuing to guide Loi Son Hamlet 3 and Ngoc Dong Hamlet 3 to implement the criteria for reaching the finish line of model new rural residential areas.

Proud of their homeland's revolutionary tradition, Gia Phong people are striving every day, every hour to overcome difficulties, bringing positive changes to the appearance of the countryside. In particular, the Prime Minister's Decision to recognize the commune as a Safe Zone has created many opportunities for the commune to invest, develop the socio-economy, and improve the material and spiritual life of the people.
