Effectiveness of resolutions
In recent times, many resolutions of the People's Council after each session have been disseminated, specified and implemented flexibly by the People's Committees at all levels, sectors and localities, in accordance with the conditions of each locality, achieving high efficiency, creating consensus among the community in implementation. Many practical resolutions have received public attention, especially resolutions related to policies to support people in economic development, rural infrastructure construction, social security policies, education, etc.
Resolution No. 03/NQ-HDND on policies to support the development of agricultural, forestry and fishery production; OCOP products and new rural construction in the province has inherited and integrated many previously issued resolutions, creating a strong impetus for agricultural and rural development. The resolution has helped people overcome difficulties in investment capital and expand production scale towards commodity production. If in the past, Shan Tuyet tea trees in Na Hang district were only scattered trees growing in the forest, thanks to the province's support policies, Shan Tuyet tea trees have now become a valuable commodity, bringing significant income to the people in the highlands.

As one of the cooperatives benefiting from the support policy of the Provincial People's Council, Mr. Dang Ngoc Pho, Director of Son Tra Cooperative (Na Hang) said that from the initial support from the province, Son Tra Cooperative has expanded production and business according to the value chain. The Cooperative has invested in modern machinery and equipment such as Taiwanese technology roasting machines, rolling machines, screening machines, and vacuum packaging machines. The cooperative's tea products have met the standards for export to European countries (EU).
Resolution 55/NQ-HDND approving the Project on Concreting Rural Roads and Building Bridges on Rural Roads, phase 2021 - 2025, has extended over 700 km of rural concrete roads and built 116/200 new bridges on rural roads. Through meetings with voters of People's Council delegates at all levels in localities, many voters expressed their joy at the great changes in rural infrastructure thanks to the state's support policies through resolutions of the Provincial People's Council. Mr. Nguyen Van Khuynh, Hung Long village, Thanh Long commune (Ham Yen) happily shared: The completion of the O Ro bridge across the stream is a joy for the people, fulfilling their wish of having a bridge across the stream, which has now come true. From now on, my people do not have to worry every time it rains heavily.
Resolution No. 88/NQ-HDND on approving the Project to build cultural houses in villages and residential groups attached to sports grounds and campuses in Tuyen Quang province, period 2021 - 2025 has contributed to increasing the number of 1,680/1,733 villages and residential groups with cultural houses, of which 81% of cultural houses meet standards. Remove the “bottlenecks”
It can be affirmed that the impact of the resolutions is very large on all aspects of social life, promoting the development of economic sectors, especially creating more valuable products, contributing significantly to the construction of new rural areas, improving all aspects of people's lives. However, in the process of implementing the resolutions of the Provincial People's Council, there are still many "bottlenecks" at times and in some places, the dissemination and implementation of some resolutions of the Provincial People's Council is still limited.
In some localities, many people do not understand the resolutions, especially some policies to support the development of agricultural, forestry and fishery production; OCOP products and new rural construction according to Resolution 03. Policies to support the collective economy, focusing on cooperatives, have not yet been effective, so the rural economy is still fragmented and does not have many unique products. The delay in issuing some People's Council resolutions in some localities has caused support policies to not reach the beneficiaries.
Comrade Dam Thanh Huong, Delegate Group of People's Council of Na Hang - Lam Binh district, said that in reality, in some localities, the professional team and village cadres do not have a selective content, so the transmission to the people is still limited. For example, in the implementation of Resolution 09/NQ-HDND stipulating a number of policies to support tourism development in the province, there are still difficulties in the implementation, so in 2022, Na Hang district cannot disburse money to support households investing in homestay services.

Through inspection, it was found that the propaganda and guidance work for people to implement the prescribed conditions to enjoy the regimes according to the resolution has not been thorough. Even the requirement for households to purchase equipment requires invoices, but people do not clearly understand how to implement it. In supporting agriculture with high-quality seedlings in the area, it is difficult to apply because acacia trees are not suitable for Na Hang and Lam Binh.
Mr. Nong Van Luan, Na Thai village, Thuong Giap commune (Na Hang) shared that because he did not understand the specific policy on supporting high-quality forestry seedlings, he had to search for seed sources to plant 2 hectares of forest with a large initial capital outlay, and he had to borrow more. Being slow to grasp not only did he not receive seed support but the self-purchased seeds also did not ensure quality.
Through the thematic monitoring report of the Provincial People's Council on forestry development, it shows that the dissemination and implementation of central and provincial policies are sometimes and in some places still limited, some people have not been able to access, participate in and fully benefit from forestry development policies such as afforestation with high-quality forestry seedlings, converting small timber plantations to large timber plantations, developing indigenous forestry trees, and non-timber forest products with economic value. Typically, in Chiem Hoa district, the area of forest planted with high-quality forestry seedlings is lower than the area registered to be eligible for support.
Comrade Tran Van Tu, the delegation of the People's Council of Chiem Hoa district, said that Resolution 03 of the Provincial People's Council alone combines many previous resolutions into one resolution, so there are up to 23 different policies, each policy has its own content. In propaganda work, cadres often do not specify each policy, while each household only receives one of the 23 support policies stipulated in the resolution. For example, if support for building a Biogas tank is received, then the support policy for renovating fruit orchards is no longer supported. Therefore, bringing support policies to the right subjects is also a difficult and limited problem.

Mr. Dang Van Dau, Director of Son Trang Agricultural Service Cooperative in Phia Chang village, Son Phu commune, said that nearly 40 hectares of tea of the people are in great need of irrigation water in the dry season. If there is guaranteed irrigation water, the yield and quality of tea will be much higher. However, when asked, Mr. Dau did not know about Resolution 03 stipulating a support level of up to 40 million VND/ha if the cooperative invests in an irrigation system according to prescribed standards.
According to comrade Nguyen Van Loi, Head of the Economic - Budget Committee, Provincial People's Council, in order to effectively implement the resolution and organize its implementation, it is necessary to first of all raise the responsibility of departments, branches, local authorities at all levels, and socio-political organizations. The communication of the People's Council's resolutions must be extensive, timely, and targeted, and the strengths of the media must be promoted. The dissemination and implementation of the Provincial People's Council's resolutions must be carried out regularly, periodically, and flexibly in many different forms, with attention paid to promoting the application of information technology to be able to convey them to each citizen.
Therefore, it is necessary to strengthen the training of village and residential group cadres, because these are the people who directly approach the subjects affected by the policy, helping them quickly grasp the contents of the resolution to convey to the people via social networks such as Zalo and Facebook. At the same time, explain and mobilize people to accept and proactively and voluntarily implement it.

Create the best conditions for people to enjoy
To promote production development, the province has issued many mechanisms and policies to support organizations, individuals and households. However, the coverage of some mechanisms and policies is still limited, while the capital demand among the people is still very high. I think that in order for the mechanisms and policies to come into life, local Party committees and authorities need to further strengthen information, propaganda and dissemination work on loudspeaker systems, conferences, association activities; and propaganda on social networks about policies to support agricultural development such as seedlings, livestock, production water, etc. to members and all classes of people. Local authorities need to arrange staff to guide and support organizations and households in need to complete procedures and documents so that they can quickly access preferential capital sources and invest in production development.

Removing obstacles in accessing the mechanism
In order to help people fully access mechanisms and policies, all resolutions issued by the Provincial People's Council are fully posted on the Provincial People's Council's Electronic Information Page and Internal Newsletter. Along with that, resolutions, mechanisms and policies are posted by the provincial press agencies for people to access. However, through practical supervision at the grassroots level, many people still do not understand many support mechanisms and policies issued by the Provincial People's Council. To remove obstacles in accessing mechanisms and policies; all levels and sectors need to strengthen inspection and supervision of the implementation of resolutions at the grassroots level; have specific assessments and promptly make recommendations to amend and supplement some contents to suit the actual conditions in the locality. The People's Committees of districts, cities, communes, wards and towns shall strengthen the propaganda, dissemination and implementation of the resolution in a practical, effective and timely manner so that people can understand and grasp the incentive mechanisms and policies of the province and actively participate in implementation.

Proactively research and grasp policies
According to Resolution 03/2021/NQ-HDND on policies to support the development of agricultural, forestry, fishery production, OCOP products and new rural construction in Tuyen Quang province, period 2021 - 2025, people are supported to graft and renovate fruit orchards, with a one-time cost support of 50,000 VND/tree. Due to not knowing about the policy, my family lost the opportunity to receive support and had to take care of the costs to renovate the citrus orchard. From this, I think that, in addition to receiving information support from the authorities, each person needs to raise awareness to learn and research mechanisms and policies, especially newly issued policies directly related to their rights to avoid disadvantages, better grasp investment opportunities in production to improve their lives.
