On the evening of October 3, 2023, at the Vietnam-Soviet Friendship Cultural Palace, the People's Committee - Vietnam Fatherland Front Committee (VFF) of Hanoi City jointly organized the Launching Ceremony of the Peak Month "For the Poor" and Social Security of Hanoi City in 2023. Attending the program were: Comrade Dinh Tien Dung - Member of the Politburo, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hanoi City; Comrade Nguyen Thi Tuyen - Member of the Party Central Committee, Permanent Deputy Secretary of the Hanoi City Party Committee; Comrade Tran Sy Thanh - Member of the Party Central Committee, Chairman of the Hanoi People's Committee; Comrade Nguyen Lan Huong - Chairman of the Vietnam Fatherland Front Committee of Hanoi City along with units, localities, agencies, enterprises, and philanthropists in the city. On the side of the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank), there was Comrade Hong Quang - Member of the Board of Directors and Director of Human Resources, Chairman of the Trade Union and representatives of a number of TSC departments.

Speaking at the launch of the "For the Poor" and Social Security Month in 2023, Chairman of the City People's Committee Tran Sy Thanh shared: Ensuring social security and implementing the goal of sustainable poverty reduction is a consistent and continuous policy of the Party and State. To implement that policy, Hanoi has focused on building sustainable social policies; placing social policies on par with economic policies and implementing them synchronously with economic development, in accordance with the level and capacity of the capital's resources in each period. The Hanoi Party Committee has issued Program No. 08-CTr/TU on "Developing the social security system, improving social welfare and quality of life of the people of the capital in the period of 2021-2025". The People's Council and the City People's Committee have issued many resolutions and decisions on specific policies to implement the goal of sustainable poverty reduction in Hanoi in the period of 2022-2025; Issue regulations on social assistance standards and social protection objects of the city,...

Up to now, according to Hanoi's multidimensional poverty standards for the period 2022-2025, the city still has 2,134 poor households (accounting for 0.095% of the total number of households) and 22,263 near-poor households (accounting for 0.99% of the total number of households). Hanoi sets an annual target of reducing the number of poor households by 25% to 30% and the number of near-poor households by 10%. By the end of 2025, the city strives to have basically no poor households. Responding to the launch of the "For the Poor" Peak Month and Hanoi's social security in 2023, at the ceremony, the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) donated 10 billion VND. On this occasion, the People's Committee and the Vietnam Fatherland Front Committee of Hanoi commended and honored Vietcombank and 32 outstanding collectives and units that have made positive contributions to the city's poverty reduction and social security work.
