The importance of scientific research and innovation cooperation
Vietnam and the Czech Republic are both deeply aware that science, technology and innovation play a key role in the process of economic and social development and enhancing national competitiveness. The meeting not only addressed research cooperation policies but also emphasized the role of innovation in creating economic value, sustainable growth and addressing global challenges such as climate change, energy security, and high-tech development.
Deputy Minister Bui Hoang Phuong expressed his special interest in learning from the Czech Republic's policies and mechanisms for developing scientific research and innovation, with a focus on applying research results to practical production and business. The Deputy Minister emphasized that technology transfer and commercialization are decisive factors in increasing added value and promoting sustainable economic development.
The Deputy Minister also affirmed the importance of international cooperation programs, especially when Vietnam is actively implementing its national digital transformation strategy. Vietnam is focusing on developing foundational technologies such as artificial intelligence (AI), blockchain and biotechnology, and close cooperation with experienced countries such as the Czech Republic will help promote the application and development of these technologies effectively and sustainably.
Regarding the draft amendment to the Law on Research and Innovation and the evaluation criteria from 2017, Deputy Minister Bui Hoang Phuong asked the Czech Republic to share its experiences to help Vietnam build appropriate and highly applicable policies.

At the meeting, the Ministry of Science, Research and Innovation of the Czech Republic said that the Ministry is currently applying a strong innovation research mechanism, focusing on the connection between research institutions and businesses. The Ministry is responsible for allocating resources for research and development programs, and is striving to improve the legal system to promote technology transfer from research institutes and universities to businesses.
Potential areas of cooperation
Within the framework of the working session, the Czech Republic introduced a number of its outstanding cooperation programs implemented by the Czech Ministry of Industry and Trade, focusing on advanced technology fields such as AI , semiconductors and quantum . In particular, biotechnology has long been a focus of development in the Czech Republic and is currently one of the key areas in the national research and innovation strategy.
The Vietnamese side also shared specific wishes in learning from the Czech Republic's experience, especially in establishing policy mechanisms to encourage businesses to participate in research, create open research platforms, and promote technology transfer.
