Speaking at the opening of the meeting, National Assembly Chairman Vuong Dinh Hue said that the regular session in April 2024, the 32nd meeting of the National Assembly Standing Committee, is expected to take place over 4 working days to give opinions on 18 contents and 3 contents for written opinions.
In the first group of issues, the National Assembly Standing Committee continued to give opinions on the contents submitted to the National Assembly at the 7th Session (May 2024), including: the expected Law and Ordinance Development Program for 2025, adjustments to the Law and Ordinance Development Program for 2024; draft laws expected to be submitted to the National Assembly for the first discussion at the 7th Session, including 5 draft laws: the Draft Law on amending and supplementing a number of articles of the Law on Pharmacy; Draft Law on Cultural Heritage (amended); Draft Law on Juvenile Justice; Draft Law on Value Added Tax (amended); Draft Law on Urban and Rural Planning.
Regarding the groups of supervision issues, the National Assembly Standing Committee gave opinions on the report on the results of the implementation of the 2023 Supervision Program and the first months of 2024, the planned 2025 Supervision Program of the National Assembly and the National Assembly Standing Committee; reviewed the results of the supervision of the National Assembly's Supervision Delegation on "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023". At the same time, gave initial opinions on the draft Report on the results of thematic supervision "Implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023".
Regarding the group of important national issues, the National Assembly Chairman said that the National Assembly Standing Committee will give opinions on the Report on the proposal to adjust the investment policy of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2023 period; Report No. 112/TTr-CP dated March 28, 2024 of the Government on the Pre-Feasibility Study Report on the Investment Project to Build the Western North-South Expressway, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section. The National Assembly Standing Committee will give opinions on the preparation for the 7th Session.
Regarding the contents under the authority of the National Assembly Standing Committee, including: reviewing the summary report on the results of monitoring legal documents in the fields under the responsibility of the Ethnic Council and the Committees of the National Assembly in 2023; giving opinions on Report No. 01/TT-CTN dated March 1, 2024 of the President on signing the Loan Agreement between the Socialist Republic of Vietnam and the International Bank for Reconstruction and Development (IBRD) for the Priority Infrastructure and Urban Development Project adapting to climate change in Vinh city, Nghe An province; reviewing Report No. 71/BC-CP of the Government on a number of contents proposed to be amended and supplemented in Decree No. 08/2019/ND-CP dated January 23, 2019 stipulating a number of regimes for members of Vietnamese agencies abroad. At the same time, give opinions on the reorganization of the Information Technology Center into the Department of Information Technology and Audit Data under the State Audit; review the report on the National Assembly's public petition work in March 2024.
After the opening speech of the National Assembly Chairman, the National Assembly Standing Committee considered the Government's Submission on the Law and Ordinance Development Program for 2025, adjusting the Law and Ordinance Development Program for 2024, in which it gave opinions within its authority to immediately add a number of draft laws to the Law and Ordinance Development Program for consideration and comments at the upcoming 7th Session.
