Accordingly, Lam Dong Provincial People's Committee directed units to urgently complete documents and approve the investment policy decision for Sao Nam social housing project (Ward 11, Da Lat City). At the same time, take steps to soon implement Kim Dong social housing project (Ward 6, Da Lat City).
Also related to the above-mentioned social housing projects, according to a recent report by the Department of Construction of Lam Dong province at the end of August 2023, the Sao Nam social housing project, previously invested by Binh An Housing Investment Joint Stock Company, has completed the investment policy approval dossier.
In July 2023, Lam Dong Provincial People's Committee approved the boundary and land area for the implementation of Sao Nam social housing project. The investor also submitted a request for approval of the investment policy expected in August 2023. Currently, the Department of Planning and Investment (DPI) is reviewing the documents.
In the period of 2021-2025, Lam Dong province plans to implement 12 social housing projects.
As for the Kim Dong social housing project, in July 2023, 3 investors registered to implement the project. Currently, the Department of Planning and Investment is appraising and will soon submit to the Provincial People's Committee for approval the preliminary assessment results of the capacity and experience of the investors.
In addition, in Lam Dong province, there are two more projects being implemented, the first is the housing project for workers and laborers in Phu Hoi Industrial Park, Duc Trong district, invested by Binh An House Investment Joint Stock Company. This project started construction in June 2023 and is expected to be completed in 2025.
However, according to the new regulations, investors building social housing with non-budgetary capital for lease, lease-purchase, or sale are not entitled to the incentive of reserving 20% of the total land area of the project with invested infrastructure for commercial housing investment. Therefore, investors must redo the application according to the new regulations.
The last project is NOXH Planning Area 5B-CC5 (in Wards 3 and 4, Da Lat City) which was also approved by the Provincial People's Committee for the project investor selection plan and assigned to the Da Lat City People's Committee to be responsible for selecting investors in August 2023.
Regarding the existing difficulties, the Department of Construction said that the current legal regulations on investment, bidding, and land in selecting investors for social housing projects are still overlapping and inconsistent. This leads to the selection of investors being quite complicated, prolonged, and slowing down the project progress. This step usually takes at least 60 - 135 days.
In addition, compensation and site clearance work at social housing projects is still prolonged due to the lack of timely budget allocation. Many procedures cannot be shortened due to the minimum time regulations, for example, posting project interest documents is 30 days; posting project bidding documents is 60 days...
