(QNO) - This afternoon, January 12, the Provincial People's Committee Office held a conference to summarize and evaluate the work of receiving and handling administrative procedures (AP) in the province in 2023 and deploy key tasks in 2024.

In the past time, the one-stop department at all levels has strived to fulfill its tasks well, creating peace of mind and satisfaction for organizations and individuals when coming to carry out administrative procedures.
The total number of administrative procedure records received at the provincial level was 90,010 records, at the district level 136,350 records, and at the commune level 187,299 records. The rate of timely settlement of records at the provincial level was 99.8%, at the district level 82.92%, and at the commune level 97.5%. The total number of records received and processed online at the provincial level accounted for 80.6%, at the district level 32.3%, and at the commune level 66.1%.

Implementing Decision No. 2114 of the Provincial People's Committee, up to now, Quang Nam Post Office has arranged 17 employees to replace 24 civil servants to receive 1,381 administrative procedures (reaching 100% of the total number of administrative procedures received at the Provincial Public Administration Service Center).
At the district level, the post office arranged 44 replacement staff to support 150 civil servants at the one-stop-shop departments of 18 districts, towns and cities. At the commune level, the post office arranged 20 staff to receive documents at 19 People's Committees of communes, wards and towns.
To date, 11 district-level localities have transferred 100% of administrative procedures through public postal services, including: Nong Son, Phuoc Son, Nam Tra My, Bac Tra My, Dong Giang, Tay Giang, Thang Binh, Tam Ky, Nam Giang, Duy Xuyen, and Que Son.
The Provincial People's Committee Office said that the reception and settlement of administrative procedures in 2023 still has some limitations. Notably, the situation of overdue records is still common, especially for district and commune-level records, mainly concentrated in the land sector such as procedures for registration of changes, issuance of certificates, registration and cancellation of mortgage registration, etc.

The rate of online application submission at the district and commune one-stop-shops is still low compared to the number of applications received; people are not yet in the habit of submitting administrative procedures online. Some localities have not yet transferred some public administrative tasks to public postal service providers.
Regarding software, the Provincial People's Committee Office said that many features and interfaces of the Administrative Procedures Information System are not convenient for users and individuals directly involved in the file processing process.
Some administrative procedures have a high rate of generating records but have not been provided at the level of full-process online public services or integrated, synchronous data sharing. The work of connecting, sharing, and synchronizing data of public service systems is still incomplete...
