Develop and complete the Decree replacing Decree No. 45/2010/ND-CP dated April 21, 2010 of the Government regulating the organization, operation and management of associations and Decree No. 33/2012/ND-CP dated April 13, 2012 amending and supplementing Decree No. 45/2010/ND-CP; improve the effectiveness and efficiency of state management and overcome existing problems and difficulties related to mechanisms and policies for associations assigned by the Party and the State, including the Vietnam Red Cross Society, ensuring consistency and creating conditions for the Association to operate effectively in the new situation.

Actively transform digitally, improve the quality of operations of the Association's specialized agencies, gradually become financially autonomous through performing "ordering" tasks and carrying out humanitarian activities according to the provisions of law. At the same time, strengthen exchanges and expand international cooperation in the humanitarian field.

Carry out the responsibilities and tasks of managing the press agency under the Association according to the regulations of the Party and the State.

Organize humanitarian activities well, improve the quality of activities in response and assistance to emergency situations, prevention of natural disasters, fires, climate change, epidemics and force majeure.
