The conference was attended by more than 200 delegates representing departments, branches, members of the Human Rights Steering Committee and representatives of the police force in the province.

Speaking at the opening of the Conference, Colonel Ha Phuc Thinh, Deputy Director of the Provincial Police Department, Deputy Head of the Standing Committee of the Provincial Human Rights Steering Committee, said that the world and regional situation has many complicated developments, directly affecting the political security and foreign affairs of countries. Hostile forces have not given up their plot to eliminate the leadership role of the Party and the socialist political system in Vietnam, increasing pressure on democracy and human rights to create factors and seeds of instability from within.

Some countries and international organizations have made incorrect and biased assessments of the situation of democracy, human rights, ethnicity and religion in Vietnam. Most of the issues raised in these reports are biased and lack objectivity regarding information and the situation of human rights, ethnicity and religion in Vietnam, including the work of fighting and eliminating the activities of the "illegal organization Duong Van Minh" in Tuyen Quang province.

In Tuyen Quang province, the work of ensuring and fighting for human rights has been directed and unifiedly implemented by Party committees, authorities, agencies, departments and branches at all levels, and especially the Tuyen Quang Provincial Human Rights Steering Committee; thereby contributing to more clearly defining the position, role, importance and improving the quality of human rights work in the area.

In the first 9 months of 2024, the GRDP growth rate of the whole province reached 9.14% over the same period in 2023; 22,553 people received job training, reaching 100% of the plan and 8.7% higher than the same period; legal aid and social security work were ensured.

There have been no complicated incidents regarding security and order in the province and no situations have arisen that have had a negative impact on the struggle to protect human rights in the country and the locality. The fight to eliminate all types of heresy and strange religions has been carried out synchronously and resolutely, especially by June 14, 2024, 12/12 types of heresy and strange religions in the province have been completely eliminated, completed 76 days ahead of schedule, and have been recognized and highly appreciated by local Party committees, authorities and the Ministry of Public Security.

Besides the positive aspects, the work of ensuring human rights in the province still has certain shortcomings and limitations such as the exchange and coordination in implementing the work is limited in quantity and not diverse in form; the implementation of the periodic reporting regime in some units has not been seriously implemented, leading to difficulties in synthesizing and advising to serve the work of leadership and direction...

The above-mentioned shortcomings and limitations stem from many objective and subjective causes. One of the main causes that strongly affects and influences the effective implementation of human rights work is that the understanding of a number of Party committees, leaders, cadres and Party members about the situation of human rights work in the new situation is still limited, not keeping up with the rapid and unpredictable developments of the world situation, thus affecting the ability to "correctly and accurately" forecast the situation in the coming time, as a premise and basis for timely implementation of measures in the struggle for and protection of human rights.

At the conference, Colonel Nguyen Thi Thanh Huong, Head of the Human Rights Section, Government Standing Office for Human Rights, said that in the coming time, the world and regional situation will continue to develop in a complex and unpredictable manner. Democracy, human rights, ethnicity, and religion are still the main directions that reactionary and hostile forces exploit to exert pressure and incite opposition groups.

Therefore, the work of ensuring human rights and combating the sabotage activities of hostile and reactionary forces is a regular, continuous, long-term task and requires the joint efforts of the entire political system at all levels.

Human rights work must closely combine "building" and "fighting", on the basis of best ensuring people's rights, especially in the mid-term period of 2023 - 2025 as a member of the United Nations Human Rights Council (UNHRC). Vietnam will continue to participate more deeply in promoting dialogue and cooperation on human rights, promoting commitments to re-run for membership of the UNHRC for the 2026 - 2028 term.

At the training conference, delegates listened to the reporters present two topics: Human rights work in the new situation; and Ensuring freedom of belief and religion, identifying activities that take advantage of freedom of belief and religion to sabotage Vietnam.

In his closing speech at the Conference, Colonel Ha Phuc Thinh, Deputy Director of the Provincial Police Department and Deputy Head of the Provincial Human Rights Steering Committee, affirmed that the Conference provided practical information, updated the latest situation on human rights work, and provided guidance to help staff directly working on ensuring human rights, especially in advising on concretizing policies and solutions to effectively direct the implementation of work to ensure, fight for and protect human rights.

Colonel Ha Phuc Thinh suggested that in the coming time, it is necessary to focus on performing tasks.

Firstly , review the system of legal documents to propose the development of new, supplementary, and revised documents on ensuring human rights and promoting people's mastery; effectively implement legal aid work; promote administrative reform, judicial reform, and strictly implement grassroots democracy regulations.

Second, effectively implement socio-economic development programs and plans, especially policies on labor, employment, and policies for vulnerable groups in society; constantly improve the material and spiritual life of the people.

Third , further promote and enhance propaganda work on achievements in ensuring human rights of the country and localities; fight against and refute erroneous and hostile viewpoints.

Fourth , proactively detect and promptly prevent plots and intentions to take advantage of democracy and human rights issues to conduct activities against the Party and State.

On that basis, the members of the Steering Committee for Human Rights at the provincial, district and city levels, based on their functions and tasks, proactively maximize their capacity in performing assigned tasks in ensuring and fighting for human rights in the province.
