According to the special correspondent of VNA, on the occasion of the successful conclusion of the State visit to the Republic of Angola by President Luong Cuong and his wife and the high-ranking Vietnamese delegation at the invitation of President João Manuel Gonçalves Lourenço and his wife, the two sides issued a Joint Statement. VNA respectfully introduces the full text below:
1. At the invitation of the President of the Republic of Angola João Manuel Gonçalves Lourenço and his wife, President of the Socialist Republic of Vietnam Luong Cuong and his wife paid a State visit to the Republic of Angola from August 6 to 8, 2025.
2. The visit takes place in the context of the two countries celebrating important historical events: 50 years of the establishment of Vietnam-Angola diplomatic relations (November 12, 2025); 80 years of National Day of the Socialist Republic of Vietnam (September 2, 2025); 50 years of Angola's Independence Day (November 11, 2025).
3. President Luong Cuong held talks with Angolan President João Manuel Gonçalves Lourenço; met with National Assembly President Carolina Cerqueira and delivered a policy speech at a special plenary session of the Angolan National Assembly.
President Luong Cuong laid flowers at Ho Chi Minh Avenue and the Monument to the Unknown Soldiers of Angola; attended the ceremony to celebrate the 50th anniversary of the establishment of Vietnam-Angola diplomatic relations with senior leaders of the Angolan State, National Assembly and the Vietnamese community in Angola; and visited the Angolan Military History Museum.
4. The talks and meetings took place in an atmosphere of friendship, sincerity and trust. The President of Vietnam and the President of Angola had in-depth and comprehensive discussions on bilateral, regional and international issues of mutual concern.

The two sides welcomed the positive developments in bilateral relations since the establishment of diplomatic relations exactly 50 years ago. President Luong Cuong highly appreciated the socio-economic achievements that Angola has achieved under the leadership of President João Manuel Gonçalves Lourenço; congratulated the President on being elected as the Chair of the African Union in 2025, and congratulated Angola on successfully organizing the US-Africa Business Summit, bringing many opportunities for economic development, trade and investment to Africa in general and Angola in particular.
President João Manuel Gonçalves Lourenço congratulated Vietnam on its important achievements after nearly 40 years of Doi Moi; highly appreciated Vietnam's increasingly important role in the region and the world; and expressed his belief that Vietnam will successfully realize its aspirations and development goals by 2030 and 2045.
5. Over the past 50 years, thanks to the efforts of many generations of leaders and people of the two countries, the relationship between Vietnam and Angola has built a solid foundation of historical political relations, trust, mutual support between the two States, solidarity, attachment and mutual understanding between the overseas Vietnamese community and people of the two countries.
6. The achievements of 50 years of Vietnam-Angola cooperation are a solid foundation and driving force for both sides to consolidate, expand and bring the bilateral cooperation into a new stage of development.
The two sides are determined to take advantage of the potential, advantages and available opportunities to build a cooperative partnership for mutual development, making the bilateral relationship a model for South-South cooperation, practically serving the development needs and interests of the two countries.
7. During the visit, the two sides signed 8 agreements and arrangements to enhance cooperation between ministries, branches and enterprises of the two sides in many fields, specifically:
(i) Agreement on the transfer of sentenced persons between the Socialist Republic of Vietnam and the Republic of Angola;
(ii) Agreement on mutual legal assistance in criminal matters between the Socialist Republic of Vietnam and the Republic of Angola;
(iii) Letter of Intent on promoting defense cooperation between the Ministry of National Defense of Vietnam and the Ministry of Defense and Veterans of Angola;
(iv) Action Plan on Agricultural Cooperation for the 2025-2030 Period between the Ministry of Agriculture and Environment of Vietnam and the Ministry of Agriculture and Forestry of Angola;
(v) Memorandum of Understanding on Cooperation between the Supreme People's Procuracy of Vietnam and the Attorney General's Office of Angola;
(vi) Cooperation agreement between Vietnam Television and Angola National Television;
(vii) Memorandum of Understanding on cooperation between the Vietnam Federation of Commerce and Industry and the Angolan Chamber of Commerce and Industry;
(viii) Memorandum of Understanding on oil and gas cooperation between Vietnam Oil and Gas Exploration and Production Corporation (PVEP) and Sonangol E&P Angola Group.

8. The two sides agreed to promote negotiations, aiming to soon sign important and fundamental cooperation documents such as the Agreement on Investment Promotion and Protection, the Agreement on Avoidance of Double Taxation and other documents in the coming time.
9. The two sides agreed to assign ministries and sectors of the two countries to continue implementing comprehensive cooperation in all aspects: politics-diplomacy, security-defense, law, justice, economy, trade, two-way investment, business cooperation, expert cooperation, education-training, energy, health, agriculture, information and communication... on the basis of the results of the visit and the Minutes of the 7th Session of the Vietnam-Angola Intergovernmental Committee (March 2024).
10. The two sides shared views on regional and international issues of mutual concern; emphasized the importance of respecting international law and the United Nations Charter; agreed to strengthen coordination and support each other's stance on regional and international issues, contributing to peace, stability and cooperation in each region and in the world.
11. The two sides commit to creating favorable conditions for citizens of one country to live, work and study in the other country.
The two sides also pledged to support the active role and create favorable conditions for the Vietnamese community in Angola and the Angolan community in Vietnam to live and work stably and safely, and actively foster solidarity between the people of the two countries.
12. Emphasizing the important historical significance of the first State visit by a Vietnamese President in 23 years, the two sides believe that the results achieved during the visit will strengthen the traditional friendship, creating momentum to bring the cooperative relationship between the two countries to new heights, for the development and prosperity of the two countries, meeting the interests of the two peoples, for peace, stability and development of each region and the world.
President Luong Cuong and his wife thanked President João Manuel Gonçalves Lourenço and his wife, the leaders and people of Angola for the warm welcome they gave to the President, his wife and the high-ranking delegation of Vietnam and invited the President and his wife to visit Vietnam at a convenient time. The President of Angola respectfully thanked the invitation and suggested that the two sides make arrangements through diplomatic channels.
