In recent times, in line with the spirit of the revolution to streamline the organizational apparatus and reorganize administrative units nationwide, Quang Ninh has also been promoting, urgently and seriously implementing effectively Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.

During the implementation of the province's streamlining and reorganization project, it has received high consensus and support from cadres, party members, armed forces and people of all ethnic groups in the province. In particular, many cadres, party members, civil servants and public employees have upheld the spirit of setting an example, taking the lead, and voluntarily writing applications for early retirement to contribute to building a truly streamlined and efficient organizational apparatus.

As in Van Don district - a future special economic zone of Quang Ninh province, 42 officials and civil servants of Van Don district People's Committee have just submitted applications for early retirement and resignation. After receiving comments from representatives of relevant units on the cases of early retirement, Van Don district People's Committee unanimously agreed to allow the above cases to retire early according to their personal wishes. Van Don district People's Committee assigned the Department of Home Affairs, Finance - Planning, People's Committees of communes and towns based on their functions and tasks to advise the district People's Committee to complete the components of the dossier and procedures for cases of early retirement according to their wishes and regulations of law.

According to the Project on rearranging commune-level administrative units of Quang Ninh province, Van Don district will become a special economic zone. Therefore, in order for Van Don to develop commensurate with its stature and scale, especially in attracting investment and developing the socio -economy, a streamlined, efficient, effective and efficient operating apparatus is needed so that Van Don can develop even more strongly in the coming time. Therefore, the officials, civil servants and public employees who voluntarily resigned have received the welcome and appreciation of the majority of people in the area.

Following Van Don district, Cam Pha city also has dozens of cadres and civil servants applying for early retirement and resignation. The whole city has 57 cases of early retirement and 15 cases of resignation according to policy. Of which, there are 4 cadres and civil servants at the city level; 7 officials of public service units; 57 cadres and civil servants at the commune level; 4 labor contracts. During the appraisal process, all cases of resignation ensure the conditions according to Decree 178/2024/ND-CP and Decree 67/2025/ND-CP of the Government. Currently, Cam Pha City People's Committee is assigning the City's Department of Internal Affairs to complete the dossier according to regulations to report to competent authorities.

Previously, Ha Long City had 12 cadres under the management of the Standing Committee of the Ha Long City Party Committee who applied for early retirement according to the policy of reorganizing and streamlining the apparatus of the Central Government, the province and Ha Long City. Meanwhile, Quang Ninh Provincial Police had 10 cadres and department-level leaders who voluntarily submitted applications for early retirement to facilitate the reorganization and streamlining of the Provincial Police's apparatus.

It can be seen that the great policy, the great revolution of the country on streamlining the apparatus, rearranging administrative units at all levels is receiving high support and consensus from the people of the whole country, especially those involved. The proof is that in all provinces and cities in the whole country in general, Quang Ninh in particular, there have been and continue to be many cadres, civil servants, public employees, and workers voluntarily asking for early retirement, in order to create conditions for streamlining the apparatus. This is one of the advantages for the revolution to streamline the apparatus, rearrange administrative units to surely succeed.
