On September 24, speaking with Thanh Nien Newspaper, an administrator of Nguyen Thuong Hien High School said that for many years, this school has banned students from using cell phones on school grounds. However, the previous regulations were stricter than now - completely prohibiting students from bringing cell phones into school.
"From 2018-2019 onwards, the school does not prohibit students from bringing cell phones to school. They have the right to bring them, but are prohibited from using them without permission," said this manager.

"We met, discussed thoroughly and reached an agreement in the pedagogical council and came to this decision (the decision to allow students to bring cell phones into school - PV). At that time, I asked a teacher in charge of student management how many students in the school had cell phones, she said about 70-80%, almost universal cell phones. So we do not prohibit students from bringing them into school, we only prohibit their use. Because cell phones are their property. Then when they step out of the school gate, they can take them out and use them normally," this management officer added.
The representative of the board of directors of Nguyen Thuong Hien High School also emphasized: "Students are only allowed to use cell phones in class when the teacher allows it. In any class where the teacher allows students to use cell phones for learning purposes, the teacher must clearly write on the board "this class allows cell phone use" so that supervisors and board members can easily manage when going around to check. If there is no such line on the board, and a student is seen secretly using a cell phone, that student will be caught and charged immediately."

How to handle students using cell phones in school without permission? Nguyen Thuong Hien High School said that first, it will record the student's mistake and notify the parents that the student violated the rules of using cell phones at school. Then, at the end of the semester, this mistake will be used as a basis for evaluating the student's training results. If a student violates once, but then actively and enthusiastically participates in school activities, studies hard, trains... and is recognized by the homeroom teacher, the school's emulation council will ignore that mistake.
However, if the student still deliberately repeats the violation, after reporting to the parents but still violating the second or third time, the student's conduct will be downgraded by one level, for example from good to fair. At the same time, the school informs the parents that the above training results are due to the student using a mobile phone many times, and there are reminders but no change. "However, this number is very limited, because the majority of the school's students are good, have a very high sense of self-awareness, and are very scared after being caught once," the school representative shared.
