Replacing the 2017 circular with the same content , this draft circular adds some content to clarify quality commitments and quality assurance conditions ; financial revenue and expenditure... so that lecturers, students , families and society know and participate in monitoring.

This is also one of the bases for state management agencies to inspect and examine the implementation of responsibilities and accountability of educational institutions.

Revenue and expenditure for students

Financial revenue and expenditure issues must also be made public, including Quarterly and annual financial reports ; revenues and collection levels for students (including tuition, fees, all revenues and collection levels other than tuition and fees) during the school year and forecast for each following school year .

Educational institutions must also publish total expenditures and the structure of expenditures for human resources, expenditures for learners (scholarships, learner support) , professional activity expenditures and investment in facilities (construction investment, asset purchase).

According to Associate Professor, Dr. Huynh Van Chuong, Director of the Department of Quality Management of the Ministry of Education and Training, if educational institutions do not publicly comply with the provisions of the circular, they will be sanctioned according to Decree 04 (2021) regulating administrative sanctions in the field of education and the Decree amending and supplementing a number of articles of Decree 04 regulating administrative sanctions in the field of education.
