Accordingly, the People's Committee of Kon Tum province requested the People's Committees of districts and cities to direct the People's Committees of communes, wards and towns to review and report on cases of no residential land, agricultural land; lack of residential land, agricultural land as of December 31, 2024 in the area (the basis for determining the lack of land is implemented according to Article 4 of Resolution No. 82/2024/NQ-HDND dated November 12, 2024 of the Provincial People's Council).

Develop a land support plan for ethnic minority individuals in the area. The plan must clearly state the cases to be supported, the supported area, the form of support, the expected land fund for support (including existing land fund, expected land fund to be created); the funding needs for support (including existing funding, funding proposed for support from the higher level budget).

Submit to the Provincial People's Committee for decision on land allocation and land lease areas to implement land support policies for ethnic minority individuals in accordance with the actual situation of local land funds as prescribed in Clause 5, Article 16, Land Law 2024... The Provincial People's Committee also requests relevant departments and branches, based on their functions and tasks, to calculate the funding needs to implement land policies for ethnic minority people in the area; report to the Ministry of Finance to submit to the Prime Minister for consideration and decision to support the remaining funding. Propose and establish projects to create land funds to solve residential land and production land for ethnic minority people who are beneficiaries of the policy. Advise the Provincial People's Committee to add investment projects to create land funds to solve land for ethnic minority people into the medium-term investment plan and annual public investment. Integrate National Target Programs into land support plans for ethnic minority people and ethnic minority individuals in the area.
