Synchronously deploy many solutions to build a modern, dual-use Defense Industry

The Party Committee of the General Department of Defense Industry has led the General Department to proactively, promptly, and excellently complete the tasks of strategic consulting, planning guidelines, mechanisms, and policies, creating a legal corridor, and proposing and implementing programs, projects, and plans to develop the national potential of the defense industry. Party and political activities have been comprehensively implemented with many innovations, creativity, and effectiveness in all tasks (defense production, research, testing, and trial testing of new weapons, prevention and control of natural disasters, epidemics, rescue, and relief...).

The work of ensuring technical and technological aspects for production, finance, materials, logistics and other aspects of work were comprehensively led and directed, with many progressive changes. The quality of training, education, building a regular system, and enforcing discipline were improved... contributing to building a strong and comprehensive General Department, "exemplary and typical", and the Party Committee of the General Department was strong in politics, ideology, ethics, organization and staff.

The General Department has successfully completed the goals and targets set out in the 2020-2025 term resolution, with many tasks being excellently completed. Notably, many new technologies have been applied to research and production, product quality and production line capacity have been improved; the capacity for research, design, manufacture, production and repair of weapons and technical equipment (VKTBKT) has developed in both breadth and depth, successfully researching, designing, manufacturing and producing many types of modern, smart, strategically significant weapons and technical equipment; ensuring good VKTBKT for the Army.

The Party Committee of the General Department has issued and resolutely implemented specialized resolutions to lead the implementation of the task of promoting the development of economic production and export; proactively and actively promoting the strengths of defense production lines and technologies for economic production; focusing on promoting the development of a number of key industries and fields with strengths, reaching advanced levels, with high technology content and added value, deeply participating in the domestic product supply chain, creating new breakthroughs, opening up the premise for strong development in economic production and export.

Leading and directing the comprehensive and synchronous implementation of solutions to remove difficulties and obstacles in science and technology (S&T) work; mastering technology, researching, designing and successfully manufacturing many types of new, modern, and strategically significant weapons and equipment products. During the term, more than 300 S&T topics and tasks were implemented (an increase of 10.1% compared to the previous term), including nearly 30 national-level topics and tasks, more than 100 ministerial-level topics and tasks and nearly 200 General Department-level topics and tasks; of which, nearly 100 weapons and technical equipment products are the research results of the topics and tasks that have been applied to mass production of "0", mass production and first major repairs... Thanks to that, production and business exceeded the set targets and increased compared to previous periods, employment and income of workers were improved.

Thoroughly grasping the guidelines, viewpoints and directions of the Party, the State, the Central Military Commission, the Ministry of National Defense and the tasks of building and developing the defense industry, in response to the requirements of the tasks in the new situation, the Party Committee of the General Department continues to strengthen its leadership in implementing well the work of building and rectifying the Party. Directing well the work of political and ideological education, closely combining the promotion of studying and following Ho Chi Minh's thought, morality and style with the building and rectification of the Party and the political system. Strengthening the work of educating morality, lifestyle, working style, seriously self-examining, self-correcting, self-cultivation and training; strictly implementing the revolutionary ethical standards and promoting the qualities of Uncle Ho's soldiers, the image of "Military Weapons - Defense Industry Soldiers" for the contingent of cadres, party members and the masses in the entire General Department.

The Party Committee of the General Department continues to thoroughly grasp and seriously implement the policies, Resolutions and Conclusions of the Central Committee and the Central Military Commission on building and developing the defense industry; especially Resolution No. 08-NQ/TW dated January 26, 2022 of the Politburo on promoting the development of the defense industry to 2030 and the following years; Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and Resolution No. 3488/NQ-QUTW dated January 29, 2025 of the Central Military Commission on breakthroughs in science and technology development, innovation and digital transformation in the Army,... focusing on leading the General Department to perform well its advisory function with the Central Military Commission and the Ministry of National Defense in State management of the defense industry. Mobilizing national industrial potential to participate in the development of the defense industry.

Building and developing high-quality human resources, leading experts, scientists, and general engineers of defense industry; focusing on researching, designing, manufacturing, and producing new, modern, and strategically significant military equipment and technology; building the organization and force, arranging and improving the capacity and operational efficiency of enterprises. Being proactive, creative, and improving defense production capacity.

Expanding the search for partners to transfer technology and cooperate in research and manufacturing of defense industry products; focusing on the goal of dual-use, modern investment, aiming to build specialized, intelligent defense industry facilities. Promoting the development and application of science and technology, innovation; improving competitiveness, boosting economic production and export, focusing on exporting defense products with brands and values... contributing to building a proactive, self-reliant, self-reliant, dual-use, modern defense industry, closely linked and becoming the spearhead of the national industry; making important contributions to the socio-economic development of the country, meeting the requirements of the task of building the Vietnam People's Army "Revolutionary, disciplined, elite, modern".
