To ensure strict and synchronous inspection and control with coordination between functional forces and localities; to avoid overlapping and duplication of inspections causing inconvenience to enterprises, production and business establishments and hindering the circulation of legal goods, the Provincial Steering Committee 389/DP assigned the Market Management Department (the standing agency of the Provincial Steering Committee 389/DP) to identify key subjects, routes and areas; strengthen inspections on National Highway 1, National Highway 27; wholesale markets, supermarkets, traditional markets; clearly assign responsibilities for management and control of areas to each affiliated unit; develop plans to organize forces, means, professional measures, promptly combat and prevent smuggling, trade fraud and counterfeit goods, especially for banned goods, counterfeit goods, poor quality goods, goods violating intellectual property rights, food, foodstuffs, essential consumer goods during the Lunar New Year; Violations in the field of trade promotion, buying and selling, exchanging goods on e-commerce transactions, social networking sites...; violations in price listing, hoarding.

Chairing the interdisciplinary inspection team, coordinating with functional forces such as: Police, customs, border guards and specialized inspection agencies to promptly deploy tasks assigned by Steering Committee 389/DP to ensure synchronization, creating a combined strength in the fight against smuggling, trade fraud and counterfeit goods. Strengthening the dissemination of laws on anti-smuggling, trade fraud, counterfeit goods and the results of detecting and handling violations to local businesses and people so that they do not participate in or assist smugglers; actively participating in denouncing crimes, joining hands with functional forces in the fight against smuggling, trade fraud and counterfeit goods in the area effectively and practically.
Assign the Provincial Police to direct functional units to proactively grasp the crime situation, do a good job of basic professional work, promptly detect, organize the fight, and destroy smuggling, trade fraud, and counterfeit goods lines and gangs, focusing on prohibited goods such as: Drugs, firecrackers, explosives, smuggled cigarettes, wild animals...; goods violating intellectual property rights, essential goods for production, consumer goods for the Lunar New Year such as gasoline, minerals, precious metals, foreign currencies, electronics, phones, high-end garments and fashion, alcohol, beer, cigarettes, new generation cigarettes, confectionery, food, pharmaceuticals, medicinal herbs, cosmetics, functional foods, livestock, poultry...; goods with fraudulent origin such as sugar, wood products, electronic components, steel, aluminum, solar panels... Directing traffic police forces to coordinate with market management forces in stopping vehicles transporting goods on national highways showing signs of violating the law.
The Department of Industry and Trade focuses on monitoring and evaluating the supply and demand of goods, especially essential goods, goods with high demand or with high price fluctuations in the area in recent times to proactively develop plans or propose to competent authorities measures to ensure balance of supply and demand, stabilize the market, avoid shortages, interruptions in the supply of goods causing sudden price increases during the end of the year and Lunar New Year; proactively advise the Provincial People's Committee on plans to prepare supply and reserve essential goods for the Lunar New Year; deploy market stabilization measures according to the provisions of law; coordinate with the Provincial Market Management Department to strengthen inspection, control and market supervision in the areas of prices, product quality, regulations on food safety, acts of speculation, hoarding, and illegal price increases in the area.
Departments, branches and units: Department of Science and Technology, Department of Agriculture and Rural Development, Department of Health, Provincial Tax Department, Department of Finance, Department of Transport, Department of Culture, Sports and Tourism, based on their assigned functions and tasks, proactively organize forces, means and measures to combat and have appropriate solutions to effectively inspect, control, arrest and handle acts of smuggling, trade fraud, production, transportation and trading of prohibited and counterfeit goods in their fields and areas of management and responsibility.
The Department of Information and Communications directs news agencies, newspapers, and television to closely coordinate with functional forces to promptly report news and articles reflecting the situation and results of the work against smuggling, trade fraud, and counterfeit goods; reflect negative manifestations, cover-up, abetment, protection, or direct participation in smuggling, trade fraud, and counterfeit goods in the public service activities of functional agencies; and at the same time, do a good job of disseminating policies and laws.
Ninh Thuan Radio and Television Station, Ninh Thuan Newspaper closely coordinate with the standing agency of Steering Committee 389/DP (Market Management Department) and relevant agencies to increase the duration and improve the quality of reports, news and articles; exchange, share and promptly report news and articles publicly reflecting the developments of cases, results of detection, arrest and handling of smuggling, trade fraud, production, trading, transportation of prohibited goods, counterfeit goods, poor quality goods, goods violating intellectual property rights...; propagate policies and laws; promptly propagate advanced models, good people, good deeds; propagate and mobilize people not to participate in or assist in smuggling, trade fraud and counterfeit goods.
The Provincial Border Guard Command strengthens the work of collecting information, grasping the situation, patrolling and strictly controlling the maritime border area and sea areas; develops and deploys plans to increase forces, means and professional measures to combat, prevent and destroy, not allowing the formation of warehouses, gathering places and storage of smuggled goods in the maritime border area; presides over and coordinates with functional forces to develop plans, increase patrol and control forces at key routes that subjects often take advantage of to smuggle, trade, store and transport prohibited goods such as drugs, firecrackers, explosives, smuggled cigarettes, etc.; closely coordinates with functional forces, local Party committees and authorities, promotes propaganda and mobilization work, mobilizing people to strictly comply with the provisions of the law, not to participate, assist and actively fight and denounce crimes, smuggling and illegal transportation of goods in the maritime border area.
The Customs Branch grasps the situation, patrols and controls in the management area; develops and deploys plans to strengthen forces, means and professional measures to combat and promptly prevent smuggling, trade fraud and counterfeit goods, focusing on prohibited goods (drugs, weapons, firecrackers, explosives, smuggled cigarettes, wild animals, etc.) and goods that affect security, order and social safety, counterfeit goods, fraudulent origin, violations of intellectual property rights, etc. (petrol, minerals, precious metals, foreign currencies, electronics, phones, high-end garments and fashion, alcohol, beer, cigarettes, new generation cigarettes, confectionery, food, pharmaceuticals, medicinal herbs, cosmetics, functional foods, livestock, poultry, etc.).
For the People's Committees of districts and cities, direct specialized departments and offices, People's Committees of communes, wards and towns to proactively coordinate with functional forces to strengthen inspection and handling of acts of production and trading of smuggled goods, goods of unknown origin, counterfeit goods, goods violating intellectual property rights, poor quality goods and violations of price listing; pay special attention to food items, foodstuffs, consumer goods consumed a lot during Tet such as food, meat of livestock and poultry, alcohol, beer, cigarettes, confectionery, fruits, electronics, cosmetics, ready-made clothes, etc., in order to provide enough sources of consumer goods to ensure quality and safety for people during the Lunar New Year of Giap Thin 2024.
