Over the past years, the financial sector has been leading in the administrative reform index and digital transformation in the government ministries and agencies. The Ministry of Finance has deployed many information technology applications, building a modern digital financial foundation. The sector has provided more than 990 online public services, information technology applications have facilitated people and businesses in the process of implementing administrative procedures such as eTax Mobile; electronic invoices, digital customs, container scanners, cashless payments, etc.
Entering 2025, the Ministry of Finance issued Decision No. 1754/QD-BTC on promulgating the Ministry of Finance's Digital Transformation Plan for 2025.
Accordingly, by 2025, strive to reduce at least 30% of administrative procedure processing time; reduce at least 30% of business costs; abolish at least 30% of unnecessary business conditions; all procedures related to enterprises must be performed online smoothly, seamlessly and effectively, ensuring transparency, minimizing paperwork; 100% of administrative procedures are performed regardless of administrative boundaries within the province level...
Along with that, allocate at least 3% of the total annual budget expenditure for science , technology development, innovation, national digital transformation and gradually increase according to development requirements.
To assess the actual results of digital transformation according to the set plan, the Minister of Finance has just signed Decision No. 2825/QD-BTC promulgating the Digital Transformation Assessment Index. This index will measure the annual digital transformation effectiveness of the Ministry and its affiliated units, in line with the goal of building a digital government, digital economy and digital society by 2030.
The index set includes 7 main indexes divided into a group of common foundation indexes and a group of activity indexes. The group of common foundation indexes includes 6 main indexes: Digital awareness; Digital institutions; Digital infrastructure; Database development (public service units do not evaluate this index); Digital human resources; Network information security.
Regarding the evaluation method, the scores of the component indicators are evaluated similarly between the contents, the evaluation includes levels of 5, 10, 15, 20, 40, 50 points depending on the importance of the index; the main index score is calculated by the total score of the component indicators. The units are ranked from high to low, the unit score is the total score of the common platform index group and the Digital Transformation Activity index.
Regarding the maximum score for each assessment object, the administrative organization group fully assessed 7 main indicators with 39 component indicators, 47 criteria, with a total score of 1,000 points. The career organization group under the Ministry fully assessed 6 main indicators with 27 component indicators, 31 criteria, with a total score of 500 points.
