Many good models and creative ways appear

Reporting on the implementation of Resolution 09-NQ/TU, dated February 27, 2012 of the Standing Committee of the City Party Committee on "Strengthening the work of building the Party and people's organizations in state-owned enterprises in Hanoi", Deputy Head of the Organization Committee of the City Party Committee Trieu Thi Ngoc said that immediately after Resolution 09-NQ/TU was issued, the Standing Committee of the Hanoi Party Committee established the City Steering Committee for building the Party and people's organizations in state-owned enterprises in Hanoi on the basis of consolidating the Steering Committee for building the Party and people's organizations in private enterprises, limited liability companies and foreign-invested enterprises (since the Politburo (VIII tenure) issued Directive No. 07-CT/TW dated November 23, 1996 on "Strengthening the work of building the Party and people's organizations in private enterprises, limited liability companies, private joint stock companies and foreign-invested enterprises").

Every year, the City Steering Committee has directed the standing agency and the sectors to coordinate in organizing conferences to meet and commend business owners and collectives and individuals with outstanding achievements in implementing the resolution. In 2022, 35 outstanding business owners were commended; in 2023, 33 business owners were commended; in 2024, 70 outstanding business owners were commended in conjunction with the 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024).

From 2012 to 2024, 28 inspection teams were established to inspect the implementation of the Resolution in 30 district, town and city Party Committees; the Party Committee of Hanoi Industrial and Export Processing Zones and the Party Committees of Corporations directly under the City Party Committee; directly attended Party cell activities at many Party cells in state-owned enterprises. District, town and city Party Committees have established and completed the model of Party Committees of affiliated Enterprises. Up to now, 30/30 district, town and city Party Committees have established Party Committees of Enterprises, 30 Party Committees of Enterprises in districts, towns and city Party Committees have 1,502 Party cells with 15,538 Party members.

A number of good models, creative and effective ways of implementing Resolution No. 09-NQ/TU have been deployed and applied effectively by many Party committees and organizations; the models implemented meet the requirements set out in practice. Before the City Party Committee issued Resolution No. 09-NQ/TU, the whole city had 117,740 foreign-invested enterprises registered to operate, including 633 party organizations with a total of 18,593 party members; 2,301 grassroots trade unions with a total of 203,503 union members; 653 Youth Union - Youth Union bases with 9,262 union members, 11,920 members; 132 Women's Union organizations with 2,779 members.

Up to now, Hanoi has established 1,931 Party organizations in state-owned enterprises; admitted 12,717 new Party members, of which 67 private business owners were admitted to the Party. Established 8,655 trade union and youth union organizations and admitted 587,258 union members and members to participate in mass organizations. In the first 9 months of 2024 alone, the whole city established 86/90 Party organizations (reaching 95.6%), admitted 732/903 new Party members (reaching 81.1%). Of which, 4 new business owners were admitted to the Party. Socio-political organizations have established 477/550 union organizations, with 26,313/35,000 union members and members.

The City Steering Committee has proactively submitted to the Standing Committee of the City Party Committee to promulgate mechanisms and policies to support the development of Party organizations and mass organizations in state-owned enterprises. After more than 10 years of implementing Resolution No. 09, continuing to invest the city budget to support Party organizations and socio-political organizations in state-owned enterprises in Hanoi is a necessary need, contributing significantly to the implementation of political tasks, supporting the work of building the Party and socio-political organizations in state-owned enterprises...

New development target of about 1.215 million square meters of social housing floor

Reporting on the leadership and direction of the development of social housing and workers' housing in Hanoi, Vice Chairman of the Hanoi People's Committee Ha Minh Hai said that, based on the National Housing Development Strategy for the period 2021-2030, with a vision to 2045, the Hanoi People's Committee approved the Hanoi Housing Development Program for the period 2021-2030 and determined the target of developing new social housing by 2025 of about 1.25 million square meters of floor space, and by 2030 of about 2.5 million square meters of floor space.

Based on the approved City Housing Development Program, to meet the huge demand for social housing (about 6.8 million m2 of floor space after 2020), the City People's Committee has approved the issuance of the Hanoi City Housing Development Plan for the period 2021-2025 and the Hanoi City Social Housing Development Plan for the period 2021-2025, in which the new development target of about 1.215 million m2 of social housing floor space is determined.

Regarding the implementation of social housing projects, the total number of projects that have been and are being implemented in the city is 69 projects. Regarding investment projects to build workers' housing, according to the City's Housing Development Plan, there are currently 7 workers' housing projects, of which 1 project has been completed with about 0.13 million m2 of floor space, about 1,170 apartments; 6 projects with about 0.31 million m2 of floor space with nearly 8,000 workers' housing apartments are carrying out planning and investment procedures.

According to the report of the Management Board of Industrial and Export Processing Zones of Hanoi, there are currently 10 industrial zones in operation in the city, of which 4 worker housing areas have been and are under construction with a total designed capacity of 22,420 places; 8,388 places have been completed and 8,082 places have been arranged for workers to rent, 1 project is implementing planning procedures.

Building harmonious and progressive labor relations in enterprises

Reporting on the work of building harmonious, stable and progressive labor relations in enterprises in Hanoi, Chairman of the Hanoi Labor Federation Pham Quang Thanh said that the Hanoi Labor Federation is currently managing and directly directing the activities of 45 grassroots trade unions with a total of 9,898 grassroots trade unions and 750,862 union members; of which, state-owned enterprises have 5,946 grassroots trade unions (accounting for 60%), with 563,462 union members (accounting for 75%).

In recent years, the City's Trade Unions at all levels have effectively implemented the work of developing union members and establishing grassroots trade unions in foreign-invested enterprises. At the same time, they have directed grassroots trade unions to build harmonious, stable and progressive labor relations in enterprises, contributing to economic development and stabilizing security and order in the city.

With many drastic solutions, from 2012 to 2024, the capital's trade unions at all levels have always exceeded the targets of developing union members and establishing grassroots unions assigned by the Hanoi Party Committee. Specifically, from 2012 to 2024, 6,900/5,274 grassroots unions were newly established (reaching 130.8%), and 655,226/379,238 union members were developed (reaching 172.7%). Of which, 6,342/6,900 grassroots unions were established (reaching 91.9%) with 582,058/655,226 union members (reaching 88.9%) in the State-owned enterprises, especially the rate of developing union members and establishing grassroots unions has increased rapidly in recent years.

Every year, the City Labor Federation has coordinated with the City People's Committee to organize a dialogue conference between the Chairman of the Hanoi People's Committee and union officials and workers in the area. Directing and guiding grassroots unions to promote coordination in organizing negotiations and signing collective labor agreements. As of October 30, 2024, 4,285 enterprises had signed collective labor agreements (reaching 76.21%). In 2024 alone, 1,350 new collective labor agreements were signed (reaching 225% of the target assigned by the General Confederation). Organizing 123,256 dialogues and providing legal advice to 416,480 workers.

Regarding the care for union members and workers, in the period of 2020 - 2024, from the union budget, the "Union Social Fund" and socialized sources, the city's trade unions at all levels have provided support for 1.26 million union members and workers, with a total amount of 592.7 billion VND. In early 2023, facing the situation of businesses having their orders cut, workers being underemployed and losing their jobs, the City Labor Federation quickly deployed a support package with an amount of 1.5 billion VND.

In addition, the City Labor Federation has directed the Capital Assistance Fund to disburse VND 364.5 billion to poor and low-income workers in the capital. Appraised 12,964 loan applications and approved 12,100 loan applications for union members, workers and civil servants with qualified loan applications at 773 grassroots unions...

Mobilizing the participation of the entire political system

At the conference, representatives of the two sides exchanged and shared experiences in developing Party organizations in industrial parks and export processing zones; developing Party organizations as well as improving the quality of Party activities in state-owned enterprises. Speaking at the conference, Head of the Hanoi Party Committee's Organizing Committee Vu Duc Bao said that in recent times, Hanoi and Ho Chi Minh City have effectively implemented many cooperation programs related to Party building, including Party building organization. In recent times, the Steering Committee for the implementation of Resolution No. 09-NQ/TU of the City has always focused on the development of the Party and socio-political organizations in state-owned enterprises.

In particular, the experience of the Steering Committee is to closely follow the direction of the Central Committee and the City Party Committee to implement the Resolution creatively and resolutely, focusing on difficult tasks and breakthroughs. At the same time, mobilize the participation of the entire political system, related management units in the area; the responsibility of the head and the role of the Steering Committee and Party committees at all levels in leading and directing the development of party organizations and people's organizations in state-owned enterprises.

Emphasizing the importance of developing Party organizations in state-owned enterprises, the Head of the City Party Committee's Organization Board said that maintaining and improving the quality of Party organization activities requires the participation of the entire political system, especially the role of the Party Committee of the bloc and the grassroots political system.
