Total domestic budget revenue of the province in 2023 reaches 9,362 billion VND

BTO-On January 10, the Provincial Tax Department held a conference to review tax work in 2023 and deploy tax work tasks in 2024. Attending and directing the conference were Mr. Phan Van Dang - Permanent Vice Chairman of the Provincial People's Committee, Mr. Mai Son - Deputy General Director of the General Department of Taxation.

In 2023, the total domestic budget revenue of the province reached 9,362 billion VND, equal to 108.8% of the estimate, equal to 92.8% over the same period. Of which, tax, fee and other budget revenues reached 8,532 billion VND, equal to 115.2% of the estimate; revenue from housing and land reached 829.9 billion VND, equal to 69.1% of the estimate. 11/18 regions, revenue items, and tax types reached and exceeded the estimate. 10/10 districts, towns, and cities completed and exceeded the assigned estimate, of which 3 localities had revenue growth over the same period.

The Provincial Tax Department promptly implemented tax exemption, reduction and extension policies issued by the National Assembly and the Government with the total amount of tax and land rent subject to extension and exemption of about VND 1,577 billion. The tax authority strengthened the implementation of debt management and collection solutions with a total amount of VND 428.6 billion; the total amount of tax debt managed by the tax sector by the end of December 2023 was VND 1,073.1 billion.

Currently, the whole province has 6,625/6,951 enterprises and units operating using electronic tax declaration services. The whole province has 72 units (56 enterprises and 16 business households) registered to use electronic invoices generated from cash registers, reaching 141% of the target assigned by the General Department of Taxation...

In 2024, the Provincial Tax Department was assigned by the Government, the Provincial People's Council and the Provincial People's Committee a domestic revenue estimate of VND 9,005 billion, of which domestic revenue is VND 6,000 billion; land use fee collection is VND 1,200 billion, lottery is VND 1,800 billion and the remaining profit is VND 5 billion. The Tax sector has proposed many groups of solutions to carry out the task of collecting the State budget and performing tax management functions.

Attending the conference, the Deputy Director General of the General Department of Taxation commended the results of the State budget collection of Binh Thuan province in 2023; at the same time, he noted that some taxes and economic sectors are still low. In 2024, the Deputy Director General of the General Department of Taxation requested the tax sector to analyze and evaluate the results achieved last year to determine the causes and issues related to business difficulties in order to have support policies, especially tax exemption, reduction and extension policies issued by the National Assembly and the Government; monitor the situation of businesses in the area to make timely recommendations to the General Department of Taxation; diversify forms of propaganda for taxpayers...

Directing at the Conference, the Standing Vice Chairman of the Provincial People's Committee assessed: Binh Thuan implemented the socio-economic development tasks in 2023 in difficult conditions but also had basic advantages. Notably, many positive factors, organizing a series of events, activities of the National Tourism Year 2023 "Binh Thuan - Green Convergence" and 2 expressways Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay put into operation... The province's economy grew quite well, the gross domestic product (GRDP) is estimated to increase by 8.1%. The total state budget revenue of the province in 2023 exceeded the estimate, which is the effort of the entire political system, including the great efforts of the Tax sector.

The Standing Vice Chairman of the Provincial People's Committee frankly pointed out the remaining problems in tax collection in the area that need attention and reflection. That is, although the total revenue of the provincial state budget exceeded the estimate, it decreased compared to the same period; the rate of lottery revenue and land revenue is still quite high in the revenue structure, which has not yet created a large and stable source of revenue; the total amount of tax arrears is still quite high.

To continue completing the 2024 budget collection task, the Standing Vice Chairman of the Provincial People's Committee requested the Tax sector to propose the best solution to strive to complete the 2024 state budget revenue estimate; strive to reduce the amount of tax arrears to the lowest level to increase the total state budget revenue. Step up propaganda and dissemination of new tax policies, tax support solutions to create favorable conditions for enterprises in production and business activities, contributing to creating stable revenue sources. Strengthen collection management, collect correctly, fully and promptly, strengthen the fight against tax losses for e-commerce business activities, business on digital platforms, business activities, real estate transfers... Closely monitor the budget collection progress, evaluate and analyze each locality, each region, each tax; identify potential revenue sources, fields, and types of taxes with revenue losses to promptly propose effective management solutions. Promoting digital transformation, modernizing the tax system, enhancing the application of information technology in all stages of tax management...

On this occasion, the Chairman of the Provincial People's Committee awarded Certificates of Merit to 4 enterprises with outstanding achievements in tax payment, contributing to the socio-economic development of the locality in 2023; awarded certificates of merit from the General Department of Taxation and the Provincial Tax Department to enterprises that have well implemented tax policies and laws in the province in 2022 and awarded emulation titles of the Ministry of Finance and the General Department of Taxation to collectives and individuals.
