Mr. Pham Chanh Truc - former Standing Deputy Secretary of the Ho Chi Minh City Party Committee said that President Ho Chi Minh was the one who started the era of independence, nationhood associated with socialism and we have continued to do so for hundreds of years.
Mr. Truc raised the question of whether the new era is the era for us to overcome the middle-income trap and move forward to achieve the goal of the 13th Congress of becoming a developed industrial country with high income by 2045, or is this the era of the 4th industrial revolution in Vietnam. Identify these focuses to have appropriate implementation directions.

In the process of achieving those goals, Mr. Pham Chanh Truc said that Ho Chi Minh City must quickly resolve its recent major bottlenecks, such as urban traffic, waste, and housing for residents. According to him, a megacity with more than 10 million people cannot have motorbikes as the main means of transportation. “We criticize people for driving on the sidewalk, but because there is no road, they drive on the sidewalk. Leaders must solve this problem…”, Mr. Truc suggested.
On the other hand, Mr. Truc also said that the city must develop public transport, limit motorbikes, develop railways, and have solutions to support people to use public transport.
Regarding the economy, Mr. Truc said that Ho Chi Minh City's promotion of economic restructuring towards increasing trade and services like developed countries while failing to overcome the middle-income trap is against the law of development and not suitable to the actual context.
According to this person, Ho Chi Minh City, as an industrial center and economic locomotive, needs to quickly fix this problem and enter industry 4.0 instead of introducing textile and garment products from the traditional industrial stage of decades ago.
Development must be clearly reflected in economic growth.
Dr. Tran Du Lich - Chairman of the Advisory Council for the implementation of Resolution 98 - acknowledged that in the new era, the economy needs to develop prosperously with a strong increase in production. For its part, Ho Chi Minh City needs to strongly increase the manufacturing industry, participate in the global value chain, expand the domestic and international market, take the lead in developing the digital economy, green economy, and comprehensively improve people's lives. Along with that, strong investment in education and research creates high-quality human resources, adapting to global development trends.

Mr. Lich emphasized that the most important thing is that by 2045, Vietnam will become a developed country with a different quality, following the direction of a fair, democratic, and civilized society, not just based on GDP per capita.
“To truly enter a new era, Ho Chi Minh City needs to be the place with the highest economic activity and market value in the country. The city’s development must be clearly demonstrated through economic growth, people’s welfare and environmental issues,” Mr. Lich suggested.
According to Dr. Truong Minh Huy Vu, Director of the Ho Chi Minh City Institute for Development Studies, with the preparation for its transportation system, in the next 5 years, Ho Chi Minh City will have a relatively complete and operational Ring Road system 2, 3, 4. "In the next 5-10 years, Ring Road 3 may open up a land fund of more than 2,000 hectares for TOD, creating a new urban space for the city...", Mr. Vu said.
Previously, in his opening speech, Associate Professor Dr. Nguyen Tan Phat, Director of the Ho Chi Minh City Academy of Officials, said that on the afternoon of November 25, at the Ho Chi Minh National Academy of Politics, General Secretary To Lam discussed the topic "New era of development, the era of rising up of the Vietnamese nation". The General Secretary discussed and analyzed some basic contents about the new era, the era of rising up of the Vietnamese nation; the arguments to establish the goal of bringing the country into a new era. In addition, General Secretary To Lam also thoroughly grasped the strategic orientations to bring the country into a new era and the things that need to be done immediately.
Mr. Phat expressed that the thematic content that General Secretary To Lam had given, those important instructions were the basis for localities, agencies, and units to determine goals, tasks, and solutions to position themselves, set goals along with appropriate roadmaps and solutions to develop, contribute, and integrate into the common development of the country in the new era, the era of national growth.
