Income is one of the important criteria, positively affecting the effectiveness of implementing other criteria in the national criteria set for new rural construction. Clearly identifying this, local Party committees and authorities have not only proactively innovated propaganda work, but also implemented many appropriate solutions, encouraging people to change crops and increase income.

In the construction of new rural areas, Quang Ninh always identifies: The income criterion is considered the most difficult criterion to implement compared to other criteria. Because before, the province always devoted a lot of resources through Resolutions focusing on agricultural, farmer and rural development; many mechanisms, policies, and support from the state for the development of economic models, chain linkages... However, in reality, in many localities, there have been many economic models that were implemented when the state supported them, but after the support for the land was over, it was abandoned, leading to many communes and villages, especially in remote areas, areas with a large number of ethnic minorities; the rate of poor and near-poor households reached nearly 80%.

From the above situation, when implementing the new rural construction program, Quang Ninh has deployed it simultaneously in all communes and villages in the province; clearly setting goals and time to complete criteria and targets for each stage; in which, taking income criteria as a pillar for implementing other criteria and targets. At the same time, the province directed localities to step up propaganda and mobilization work towards raising farmers' awareness of self-proactivity in changing the structure of varieties and crops.

Mr. Nguyen Van Hoa, village 4, Quang Minh commune, Hai Ha district, said: 3 years ago, the commune and village officials came to propagate and mobilize families to change the structure of crop varieties, and the commune created conditions for them to participate in peach tree care transfer courses opened by the district. My family decided to try planting peach trees on a small area. But after only 2 years, I saw that the economic efficiency was dozens of times higher than growing rice and other crops, so now my family decided to expand the peach tree growing area to serve the market demand during Tet. I am very happy, each year I have an income of nearly 500 million VND.

Being not only the largest village but also the most complex in terrain compared to the other 13 villages of the commune, Na Bap village, Don Dac commune before entering the new rural construction had a poverty and near-poverty rate of over 90%. Therefore, the income criteria have been implemented by the commune with many synchronous solutions, propaganda work has been strengthened and innovated to suit the practical conditions of the locality. At the same time, the commune assigns and assigns responsibility to each mass organization and cadre in charge of the village to propagate and mobilize people to actively change the structure of crops and livestock. And with that approach, households in Don Dac commune (Ba Che district) in general and Mr. Trieu Duc Sinh's family, Na Bap village in particular, since being mobilized by the commune to change the structure of crop varieties, and receiving capital support for the model of growing medicinal plants under the forest canopy, Mr. Trieu Duc Sinh's family has boldly renovated more than half a hectare of forest land previously planted with acacia to grow medicinal plants.

Mr. Luu Minh Thang, Party Secretary - Chairman of the People's Council of Don Dac Commune, Ba Che District, said: Through actual inspection at Mr. Sinh's medicinal plant garden, the medicinal plant Cat Sam is growing very well. Although it has only been planted for 2 years, each Cat Sam root has reached 2 kg and with the current growth rate, when harvested, each root will reach 5 to 6 kg. Thus, according to the current market price of 180 thousand VND/kg, Mr. Sinh's family will have a revenue of over 1.5 billion VND.

It can be seen that from the synchronous solutions that have been and are being implemented by Party committees and authorities from the province to the localities, the income criteria of farmers have continuously increased. The average income per capita in rural areas of Quang Ninh province by December 31, 2024 is estimated to reach over 80 million VND/person/year.
