Dear Comrade Do Trong Hung, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the People's Council of Thanh Hoa province,

Dear leaders, former leaders of Thanh Hoa province, distinguished guests and all delegates attending the meeting,

Dear voters and people of Thanh Hoa province,

Today, I am very pleased to attend the 20th Session of the 18th Thanh Hoa Provincial People's Council, term 2021 - 2026. Coming to Thanh Hoa means coming to the land of " spiritual land, talented people, and gathering of elites" , the homeland of many famous heroes, heroes, patriots, and writers. On behalf of the National Assembly Standing Committee, I would like to send my warmest greetings and best wishes to the leaders and former leaders of Thanh Hoa province, distinguished guests, National Assembly deputies, People's Council deputies, voters, and people of Thanh Hoa province.

Dear delegates,

Thanh Hoa is the 5th largest province in terms of natural area and population of over 4 million people, the 3rd largest in the country; it is a province with a particularly important strategic position in terms of socio-economics, national defense and security; it plays a role in connecting the Red River Delta, the Northwest and the North Central Coast. Thanh Hoa converges all 3 geographical regions, types of transportation, along with the advantage of "silver sea, golden forest", so it is very favorable for multi-sector and multi-sector economic development. Thanh Hoa province has been issued many policies, mechanisms and support policies by the Politburo, the Secretariat, the National Assembly and the Government to promote all potentials and advantages for development, including Resolution No. 58 dated August 5, 2020 of the Politburo on building and developing Thanh Hoa province to 2030, with a vision to 2045; Resolution No. 37 dated November 13, 2021 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Thanh Hoa province; The Government has approved the Thanh Hoa Provincial Planning for the 2021-2030 period, with a vision to 2045 and the Thanh Hoa Urban Master Plan, Thanh Hoa Province to 2040. This is considered an important "key", creating a premise for Thanh Hoa to make a breakthrough in the future; at the same time, continuing to affirm the trust and expectations of the Politburo, the Secretariat, the National Assembly, and the Government for Thanh Hoa province.

Dear delegates,

In the first six months of 2024, the international and domestic situation continued to have many complicated and unpredictable developments, but with the synchronous participation of the entire political system; the efforts and struggles of the entire Party, people, army and business community, the economy has recovered to the level before the COVID-19 pandemic and continued the positive trend, each month higher than the previous month, each quarter better than the previous quarter; higher than the same period in most areas; national defense, security, order and social security were ensured; foreign affairs and international integration were strengthened. The work of preventing and combating corruption and negativity achieved positive results. GDP growth increased by 6.42%. Total state budget revenue reached more than 1,020 trillion VND, up 15.7% over the same period last year. Total import and export turnover of goods reached 368.53 billion USD, up 15.7% over the same period last year. Foreign direct investment attraction increased significantly, with newly registered capital the highest compared to the same period in the past 5 years.

For our Thanh Hoa province, with the efforts of the Party Committee, the government, the Fatherland Front, organizations, armed forces and the people in the province, quite comprehensive results have been achieved. The province has started, inaugurated and put into operation many new, large-scale projects, including many important traffic projects; the urban appearance and rural infrastructure of Thanh Hoa province have been changed towards civilization and modernity; a number of specific policies and mechanisms have come into life and achieved many important results.

In the first 6 months of 2024, the economic growth rate is estimated at 11.5%, ranking 3rd in the country (after Bac Giang and Khanh Hoa); 1,364 new enterprises were established, ranking 8th in the country and leading the North Central provinces. The rate of public investment disbursement is the highest in the country; the total state budget revenue in the province is 29,670 billion VND.

In that general achievement, there is an important contribution of the People's Council of Thanh Hoa province. The activities of the People's Council of Thanh Hoa province have had many innovations and creativity, improving the quality of activities in the direction of becoming more substantial, professional and effective; strengthening democracy, closely following the Party's guidelines and policies, the State's policies and laws, practical situations and the Resolution of the Provincial Party Committee, and performing well the functions and tasks according to the law. The People's Council of Thanh Hoa province has selected and considered many important and urgent issues in a timely, correct and accurate manner to decide and promulgate practical and feasible mechanisms, policies and measures.

On behalf of the National Assembly Standing Committee, I acknowledge, appreciate and commend the results achieved by the Party Committee, government, Fatherland Front, organizations, sectors, levels, armed forces and people of all ethnic groups in Thanh Hoa province in the first 6 months of 2024.

Dear delegates,

I agree with the frank assessments of the limitations in the activities of the People's Council, the difficulties and limitations in socio-economic development in the report of the Provincial People's Committee; at the same time, I also agree with the key tasks and solutions of the People's Council and the socio-economic development tasks for the last 6 months of 2024 of the province. In the coming time, the international situation may continue to develop complicatedly and unpredictably; our country, in addition to opportunities and advantages, continues to face many new difficulties and challenges. I suggest that the Party committees, authorities and Fatherland Front of Thanh Hoa province focus on implementing well a number of key tasks as follows:

First: Continue to thoroughly grasp and effectively implement the Resolutions of the Party Central Committee, Politburo, Secretariat, National Assembly, Government and the Resolution of the 19th Thanh Hoa Provincial Party Congress.

It is necessary to be persistent and determined in leadership, direction, focus on breakthroughs, key tasks, remove bottlenecks, obstacles, promote the potential and advantages of the province in conjunction with mobilizing the strength of all the people of the province. At the 7th session, the National Assembly passed the Resolution on the National Marine Spatial Planning for the period 2021 - 2030, with a vision to 2050. This is the first planning built according to the Law on Planning, which will create a legal basis to maximize the potential and advantages of Vietnam's seas and islands, including 18,000 ^km2 of sea area belonging to our Thanh Hoa province.

Second: Continue to evaluate, study and review the implementation of the Central Government's policies; promptly remove difficulties and obstacles in the implementation process, including Resolution No. 37 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Thanh Hoa province. In addition, the province has effectively implemented 10 Laws that took effect from July 1, 2024, including many regulations directly related to the people such as: Law on Identification; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Law on Electronic Transactions; Law on Protection of Consumer Rights; Law on Civil Defense... promptly deploy regulations on comprehensive reform of wage policies; adjust pensions, social insurance benefits, monthly allowances, preferential allowances for meritorious people and a number of social security policies currently linked to the basic salary, effective from July 1, 2024.

Third: Continue to effectively implement solutions to exploit potentials and advantages, promote economic growth. The focus is on effectively implementing solutions to develop agricultural, forestry, fishery and commodity production, associated with new rural construction, focusing on developing high-tech agriculture, shifting thinking from agricultural production to agricultural economy. Focus on building and managing green industrial parks and industrial clusters, developing industry in depth; synchronously implementing solutions to develop tourism into a spearhead economic sector of the province.

Strengthening the mobilization, allocation and effective use of resources; promoting investment in the construction of transport and socio-economic infrastructure, especially key and important projects, creating interconnected and synchronous connections; promoting digital transformation and green transformation, mobilizing resources to invest in and upgrade digital infrastructure. Strengthening administrative reform, simplifying administrative procedures, ensuring publicity and transparency; implementing solutions for the most effective management and use of public investment capital; strengthening the management and effective use of natural resources, protecting the environment.

Fourth: Closely combine economic, cultural and social development with ensuring national defense, security and foreign affairs, contributing to firmly protecting sovereignty and border security; building a strong national defense, building a solid and comprehensive defense zone and a border area of ​​peace, friendship, cooperation and sustainable development. Caring for the material and spiritual life of the people, especially ethnic minorities in localities; doing a good job of social security and welfare, caring for people with revolutionary contributions.

Fifth: Continue to promote the sense of responsibility of the team of civil servants and public employees, especially the responsibility of the leaders, to make efforts, be truly determined; truly united and unified; be democratic, impartial; above all, first of all for the people, for the country, for the rapid and sustainable development of the province. Proactively and resolutely fight against corruption and negativity. Build the political system at all levels in the province to be increasingly clean and strong, meeting the requirements of current tasks; do not allow the situation of avoiding or pushing work; effectively implement the policy of encouraging and protecting cadres with the spirit of innovation, daring to think, daring to do, daring to take responsibility for the common good.

Sixth: For the People's Council, the motto of operation is "Responsibility, innovation, professionalism, efficiency" ; however, when considering and evaluating the specific quality and efficiency of operations, we look at specific tasks such as: preparation for meetings; quality of inspection activities; quality of activities at meetings; quality of supervision activities, thematic surveys; contact with voters, citizen reception; and we hope that comrades will focus on substantive coordination with the People's Committee, the Vietnam Fatherland Front Committee and relevant agencies and organizations. And so, first of all, we need the People's Council delegates to be dedicated, responsible, qualified, experienced, prestigious, intelligent, and courageous in their work; proactive, positive, scientific, methodical, close to reality, "right role, right lesson" of the Standing Committee, Committees and People's Council delegations. In the immediate future, at this session, I hope that the People's Council delegates will conduct democratic, enthusiastic, and frank discussions, and make correct decisions on the contents to be submitted to the People's Council according to the session's agenda; conduct questions and answers to ensure democracy, bringing about practical results.

Promoting the glorious revolutionary tradition and the spirit of creativity and pioneering in the national renewal of Thanh Hoa province, I believe that the Party Committee, Government and People of Thanh Hoa province will continue to " unite within the Party, unite within the political system, unite the entire people", overcome all difficulties and challenges, realize the goal by 2030 of "being a rich, civilized and modern province", "being a new growth pole in the North of the Fatherland", by 2045 "being a comprehensively developed and exemplary province of the whole country", Thanh Hoa province will become increasingly rich, civilized, the people's lives will become increasingly prosperous and happy.

Returning to Thanh Hoa to attend the Provincial People's Council meeting on the occasion of the 77th anniversary of War Invalids and Martyrs Day, July 27.
