Benefits of converting toll collection account to traffic account

Before October 1, 2025, car owners must convert their current toll collection accounts to traffic accounts connected to non-cash payment means. If they do not do so, their vehicles will not be able to pass through the ETC toll booth.

Implemented before 10/1/2025

Decree No. 119, dated September 30, 2024 of the Government stipulates that before October 1, 2025, vehicle owners must complete the conversion of their current toll collection accounts to traffic accounts connected to non-cash payment means; otherwise, the vehicle will not be allowed to circulate through ETC toll stations (non-stop electronic toll collection).

Specifically, vehicle owners are obliged to coordinate with road use payment service providers to convert existing toll collection accounts according to Decision No. 19, dated June 17, 2020 of the Prime Minister to traffic accounts and connect non-cash payment means with traffic accounts.

According to the Ministry of Construction , Decree No. 119/2024 allows one year (October 1, 2024 to October 1, 2025) for vehicle owners and toll service providers to convert toll collection accounts to traffic accounts connecting non-cash payment means. Thus, before October 1, 2025, car owners must convert their current toll collection accounts to traffic accounts connecting non-cash payment means.

However, through actual surveys, there are still many drivers who do not understand this regulation.

Driver Tran Duc Anh, who specializes in driving container trucks to Tien Sa port, said: "I have only heard about this issue, but have not yet made the conversion, so I have to ask someone who is knowledgeable about technology or go to a unit that provides this service to implement it."

Sharing the same opinion, technology-based driver Nguyen Thien Thuat expressed: “We need specific instructions, or a list of service providers to make the transition more convenient”…

Fast and convenient process

According to service providers, the process of converting from a toll account to a traffic account only takes about 5-10 minutes on the toll service provider's application.

And not only used to pay road fees, in the near future the non-stop electronic toll collection system will be expanded to be used for many services, traffic accounts will be used to pay for other services such as parking, registration fees, gasoline, and electric vehicle charging.

It is known that currently, non-stop toll collection service providers have cashless payment methods such as: ePass with Viettel Money, MoMo, Visa wallets; VETC has VETC wallet... And these will also be the providers of traffic accounts connecting cashless payment methods.

The Ministry of Construction and the Vietnam Road Administration have directed toll collection service providers to disseminate information to vehicle owners through mass media and text messages to inform and implement the regulations. At the same time, they have directed providers to create the most favorable and fastest conditions for vehicle owners when converting accounts.

According to the Vietnam Road Administration, money in the traffic account connecting non-cash payment means will be charged interest, unlike the current toll accounts that businesses and individuals are using.

Meanwhile, the connection between toll collection accounts and non-cash payment methods is still limited, not creating convenience for people and businesses, especially large transport businesses with many vehicles, having to deposit a large amount of money into toll collection accounts.

Therefore, Decree No. 119/2024 has unified the management method of separating toll collection accounts into traffic accounts connected to non-cash payment means such as e-wallets or bank accounts, credit cards...

The whole country currently has 6.3 million vehicles using non-stop automatic toll collection service, reaching nearly 100% of the total number of vehicles in the country.

Meanwhile, statistics show that the rate of vehicles converting accounts is currently very low, only reaching about 30% of the total number of vehicles nationwide. The main reason is that vehicle owners do not know about this new regulation.

The conversion of accounts aims to separate State management. The Ministry of Construction specializes in managing traffic accounts for non-stop electronic toll collection. The State Bank manages non-cash payment methods, ensuring legality and greater safety of payment methods for people and businesses.

More importantly, money held in the means of payment will earn interest.

The diversity of payment methods will facilitate vehicle owners, especially large-scale transport businesses.

Article 31 of Decree No. 119/2024/ND-CP of the Government regulating electronic payment for road traffic stipulates the rights and obligations of vehicle owners as follows: Coordinate with road use payment service providers to convert existing toll collection accounts according to Decision No. 19/2020 of the Prime Minister to traffic accounts and connect non-cash payment means with traffic accounts before October 1, 2025.

Decree No. 119/2014/ND-CP allows one year (October 1, 2024 to October 1, 2025) for vehicle owners and toll service providers to convert toll collection accounts to traffic accounts connecting non-cash payment means.
