On the afternoon of September 11, Prime Minister Pham Minh Chinh chaired the Government Standing Committee Conference on law making.
Attending the meeting were Deputy Prime Minister Ho Duc Phoc; Ministers, Heads of ministerial-level agencies; leaders of relevant ministries, branches and agencies.
Before entering the meeting, it was reported that as of 3 p.m. on September 11, 296 people had died or gone missing due to storm No. 3, floods and landslides. The Prime Minister conveyed the condolences of General Secretary and President To Lam and other Party and State leaders to families, agencies, units and localities that suffered damage and loss of life and property caused by storm No. 3.
According to forecasts, the flood situation is still complicated in the northern provinces and cities from Thanh Hoa onwards; with the spirit of "putting people's health and lives first and foremost," "not letting anyone go hungry, cold, or homeless," the Prime Minister requested ministries, branches, and localities to mobilize the entire political system, with the viewpoint of "the Party leads, the State manages, and the people are the masters," implementing all measures to respond to and overcome the consequences, especially floods and landslides caused by storm circulation.
Requesting ministries, branches, agencies and localities to organize 24/7 on-call duty to respond to and resolve urgent issues, the Prime Minister directed the Ministry of National Defense, the Ministry of Public Security and agencies, units and localities not affected by storm No. 3 to concentrate forces and support localities, agencies and people suffering damage, in the spirit of "those who have money help those who have merit, those who have little help little, those who have much help much," "the whole leaves cover the torn leaves," "mutual love and affection"; responding to the call of the Central Committee of the Vietnam Fatherland Front, the whole community joins hands to overcome the consequences of storm No. 3 and the floods and landslides caused by the storm's circulation.

The Prime Minister has assigned Deputy Prime Ministers and a number of Ministers to go to localities to directly direct the response and overcoming of the consequences of storm No. 3 and floods and landslides.

Along with that, we need to prepare biological products and medicines to restore the environment, prevent environmental pollution, and prevent epidemics, especially in flooded and isolated areas; in places where the situation has stabilized, we need to promptly welcome children back to school; have policies to defer debt, extend debt, provide loans, and support people and private enterprises to restore production and business, stabilize production and life.
The Prime Minister requested to closely inspect and monitor the situation of dykes, reservoirs and dams; closely assess and forecast the situation to have appropriate handling plans; closely inspect, review and monitor areas at risk of landslides, flash floods and flash floods; urgently evacuate people from high-risk areas to safe places.
Along with that, promote the supply of equipment, materials, and fuels for industrial production and business; control the market, provide enough goods for people's lives, avoid shortages, avoid hoarding and price hikes; prepare seeds and have policies to support the recovery of agricultural production.

Agencies, units and localities review and summarize damages; reduce administrative procedures, urgently allocate reserves to support people, agencies and localities in responding to and overcoming the consequences of storms and floods; guide procurement procedures in emergency conditions so that agencies and localities have equipment, technical means, supplies and goods to respond to and overcome the consequences of storm No. 3 and floods and landslides caused by storm circulation; strictly control and avoid negativity.
The Prime Minister requested the media to update the situation of rain and floods, increase information, recommendations and provide skills for people to prevent, cope with, adapt to, overcome the consequences of storms and floods and restore life, production and business.
The Ministry of Planning and Investment develops a program to overcome the consequences of storm No. 3 and floods, landslides, and inundation. It proposes mechanisms and policies to support people, private enterprises, individual business households, and cooperatives to restore production and business; mechanisms and policies for affected agencies and localities; policies to restore infrastructure damaged by storms, floods, landslides, etc.; in particular, mechanisms to mobilize maximum resources from the State, people, businesses, and the whole society to overcome the consequences of storm No. 3 and floods, landslides, and inundation caused by the storm's circulation./.
