On the occasion of the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day, on the afternoon of December 18, Prime Minister Pham Minh Chinh visited and worked with the Military Technical Academy; emphasizing that the Academy needs to promote dual-purpose training to effectively serve the cause of building and defending the Fatherland in the new situation.

Lieutenant General Le Minh Thai, Director of the Military Technical Academy, said that the Military Technical Academy has the function of advising and proposing to the Central Military Commission and the Ministry of National Defense on strategies for training scientific and technological cadres at all levels, scientific research, technology transfer; international cooperation and integration.

Carrying out the mission of training high-quality human resources, research and development, trial production, advanced technology transfer and international integration, effectively contributing to the cause of national construction and defense, and developing Vietnam's military science and technology, the Military Technical Academy aims to become a top research university in science, technology and engineering in the country by 2030, with fields equivalent to major universities in the region and international integration, in the top 700 advanced and leading universities in the world; by 2045, in the top 500 advanced and leading universities in the world.

Currently, the Academy has the task of training all three levels: undergraduate, master, doctorate. Of which, training military engineers with 15 majors, 50 majors; training masters with 17 majors, 28 majors; training doctors with 15 majors, 23 majors.

The Academy has been training students from several countries at all three levels: undergraduate, master's, and doctoral; training mid-level and division-level Logistics-Technical Managers; and training short-term classes to supplement knowledge.

From 2021-2024, the Academy has trained 7,000 students at all levels for the Army; 5,000 students in the civilian system and hundreds of engineers for the Armies of various countries. During that process, the Academy has won hundreds of national and international awards; thousands of articles and scientific reports. The Academy has cooperative relations with 180 partners from 80 countries around the world.

In particular, the Academy is actively preparing to effectively implement Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo and Directives and Decisions of the Prime Minister on training human resources in the semiconductor industry, artificial intelligence, cloud computing and emerging industries; dual-use industries that society needs to serve the cause of industrialization and modernization of the country.

Speaking to the cadres, lecturers, staff, students and soldiers of the Military Technical Academy, emphasizing the role of science and technology in the country's industrialization and modernization, Prime Minister Pham Minh Chinh said that the Vietnam People's Army is always a pioneer in innovation, creativity, science and technology, including the Military Technical Academy.

Reviewing the arduous struggle for national independence and development, Prime Minister Pham Minh Chinh affirmed that over the past 80 years, under the absolute and direct leadership in all aspects of the Party; with the love and protection of the people, and the help of international friends, the Vietnam People's Army has achieved many glorious feats and great victories, built a heroic tradition, a glorious career, and glorified the history of building and defending the country of our people; worthy of being the heroic Army of the heroic Vietnamese people as President Ho Chi Minh said: "Our Army is loyal to the Party, filial to the people, ready to fight and sacrifice for the independence and freedom of the Fatherland, for socialism. Every mission is completed, every difficulty is overcome, every enemy is defeated."

Emphasizing that our Army is truly a “Fighting Army,” “Working Army,” “Production Labor Army,” always a pioneering, exemplary force, leading in difficulties and hardships, making important contributions to the achievements of national construction and development; enhancing the position and prestige of Vietnam in the international arena, the Prime Minister assessed that in nearly 60 years of construction and development, the Military Technical Academy has always promoted the nature and tradition of the heroic, united, creative, self-reliant, and self-reliant Vietnam People's Army to excellently complete all tasks; has made many contributions to the common achievements of the Army, the cause of national construction and defense.

According to the Prime Minister, the above impressive results have affirmed the position, role and stature of the Military Technical Academy in education, training, scientific research and international cooperation; at the same time, clearly demonstrating the mettle, responsibility, innovation and determination of the Party Committee, Board of Directors and the will, determination, responsibility and great efforts of all cadres, lecturers, students, staff and soldiers of the Academy.

Warmly congratulating and praising the achievements and efforts of the cadres, lecturers, students, staff and soldiers of the Military Technical Academy in recent years, Prime Minister Pham Minh Chinh said that in the coming time, the world and regional situation is forecast to continue to develop in a complex and unpredictable manner.

In that context, Vietnam implements 6 key policies on foreign affairs; national defense; economic development; building an advanced culture imbued with national identity; Party building; ensuring social security... on 3 pillars: socialist democracy, socialist rule of law state and socialist-oriented market economy; taking people as the center, subject, driving force and resource of development; not sacrificing fairness, social security, environment for economic growth alone.

Prime Minister Pham Minh Chinh pointed out that with the mission of training high-quality human resources, research and development, trial production, transfer of advanced technology and international integration, and development of military science and technology, the Military Technical Academy plays an important role, directly contributing to the successful implementation of the task of building the Army and the cause of industrialization and modernization of the country.

Requiring the promotion of innovation, science and technology, digital transformation so that in the next 10 years the Academy must affirm its brand in the region and in the next 20 years have a brand in the world and with the viewpoint of "looking far, looking wide, thinking deeply; innovating to fly high, being creative to reach far, integrating to develop," the Prime Minister directed that the Academy focus on thoroughly grasping and seriously and effectively implementing the Party's guidelines, policies, and viewpoints, the State's legal policies on military, national defense and education and training; continuing to innovate, improve the quality of education, training and scientific research; innovating training content and programs, ensuring effectiveness, closeness to reality, modernizing the Army, and international integration; focusing on training a team of highly qualified military science and technology cadres; promoting dual-use training.

In particular, it is necessary to focus on building and updating training programs, directing research to new issues such as artificial intelligence (AI), semiconductor technology, Internet of Things, databases, big data, etc.; actively participate in the Program "Developing human resources for the semiconductor industry to 2030, with a vision to 2050"; pay attention to training a team of design engineers, chief engineers, and general engineers to serve the development of the defense industry.

Pointing out the potential for exploiting and developing outer space, sea space and underground space, the head of the Government requested the Academy to promote scientific research, closely following the scientific and technological orientation of the State, the Ministry of National Defense, the practical needs of the unit and society; invest in technological research on weapons and equipment deployed in recent wars; harmoniously combine basic research and applied research; focus on researching and applying new scientific and technological advances in mastering new generation weapons and technical equipment.

Along with that, strengthen cooperation within and outside the industry, cooperate with businesses; promote international cooperation, cooperate with countries with source technology in weapons, military equipment, and have the ability to transfer technology; expand international cooperation in training and scientific research to improve the qualifications of cadres and lecturers.

Building a team of cadres and lecturers with political will, moral qualities, professional expertise, and foreign languages; developing a team of cadres and lecturers in new fields and sectors; researching and proposing policies for training, developing, and promoting excellent scientists, teachers, experts, and leading scientists.

The Academy must research and propose the construction of facilities and technical equipment to ensure teaching, research and development in the new period; pay attention to and take care of material and spiritual life, create a favorable environment for scientists to be passionate about research and creativity; build clean, strong and united Party organizations at all levels; improve the leadership capacity and fighting strength of Party organizations and Party members; promote the study and following of Ho Chi Minh's ideology, morality and lifestyle.

Emphasizing the need to promote solidarity, passion, self-reliance, and respect for intelligence, time, and decisiveness, Prime Minister Pham Minh Chinh expects and believes that, with the honor and pride of the glorious tradition and valuable experiences accumulated over nearly 60 years of construction and development of the Heroic Unit of the People's Armed Forces, in the coming time, the Military Technical Academy will continue to strive, achieve more achievements, excellently complete all assigned tasks, contributing with the entire Party, the entire people and the entire army to successfully carry out the task of building and defending the Fatherland in the new situation./.
