On the afternoon of May 26, Prime Minister Pham Minh Chinh sent a letter praising the brave action of rescuing victims trapped in a fire on Trung Kinh Street, Cau Giay District, Hanoi.
In the letter, the Prime Minister expressed his great emotion when learning that in the extremely serious, heartbreaking and regrettable fire on Trung Kinh Street, Pham Quoc Luat, Nguyen Kim Long, Hoang Anh Tuan and Dong Van Tuan were brave, not afraid of difficulties and dangers, using ladders to climb to high floors and using sledgehammers to break down walls to promptly rescue the victims of the fire.
On behalf of the Government, the Prime Minister acknowledged, appreciated, commended and praised your intelligent and brave actions.

"This is a shining example of the bravery, chivalry, and love of the Vietnamese people, demonstrating the noble gesture and humane tradition of our nation, as the folk song says: 'Even building nine levels of a stupa is not as good as saving one person'," said the head of the Government.
He requested the Ministry of Public Security, Hanoi People's Committee and relevant agencies to have appropriate and worthy policies, regimes and forms of commendation and rewards for citizens who have made outstanding achievements in saving people in the fire.
On the other hand, the Prime Minister called on each citizen to actively enhance their initiative in ensuring fire prevention, fighting, and rescue, and to calmly handle and help each other when incidents occur.
Cau Giay District People's Committee unexpectedly rewarded 4 citizens who risked their lives to rescue victims of a fire in Trung Kinh.
Requiring strict implementation of legal regulations on fire and explosion prevention and control, the Prime Minister directed the Ministry of Public Security to coordinate with ministries, branches and local authorities to focus on building and developing mass movements and replicating models of ensuring fire and explosion prevention and control safety in the direction of voluntariness, self-prevention and self-management.
Besides, there is a policy of timely and appropriate rewards and incentives to encourage and motivate people to participate, minimize fire and explosion incidents; build a safe and healthy society, for the peaceful and happy life of the people.

The fire broke out at 0:46 on May 24, at house number 1, alley 31, lane 98, lane 43 Trung Kinh street, Trung Hoa ward, Cau Giay district, Hanoi, which is a family home, rented out for living and repairing electric bicycles.
The house is located in a small alley about 2m wide, about 200m from Trung Kinh street, causing 14 deaths; 6 injured people were taken to the emergency room.
Discovering the fire, regardless of the danger, Mr. Pham Quoc Luat, an aluminum and glass worker and Grab driver, immediately ran to find a ladder, hammer and rescue tools.
Mr. Nguyen Kim Long, the son of the landlord where Luat rented a room, immediately got a ladder and a hammer to support Luat. Mr. Hoang Van Tuan held the ladder while Mr. Dong Van Tuan climbed up to the window and used a sledgehammer to break the wall to save the people in the room.
At the same time, Mr. Nguyen Kim Long joined forces to give Hoang Van Tuan a rope ladder so that Dong Van Tuan could climb up the window, hold on to the ladder, and continue to use a sledgehammer to hit the wall.
Then, Dong Van Tuan and Pham Quoc Luat joined forces and took turns breaking the wall until they broke through, enough for the four people in the burning homeowner's family to get out. People around helped each person get down.
