Prime Minister: Bringing laws into life, controlling power, fighting corruption and negativity

That was the emphasis of Prime Minister Pham Minh Chinh when chairing a conference to disseminate and implement a number of laws and resolutions of the 15th National Assembly on July 30.

On the morning of July 30, the Government coordinated with the National Assembly Standing Committee and relevant agencies to organize a conference to disseminate and implement a number of laws and resolutions of the 15th National Assembly. Prime Minister Pham Minh Chinh chaired the conference, which was held directly at the Government headquarters and connected online with 63 connecting points in provinces and centrally-run cities.

The Government issued many documents to implement laws and resolutions.

In his opening speech, Prime Minister Pham Minh Chinh stated that institutional building and improvement is one of the three strategic breakthroughs and major policies of the Party and State. The Government has identified this as a key task and focused on synchronous implementation from institutional building and improvement to law enforcement. Investment in institutional building is identified as investment for development; institutional improvement is to open up and promote other breakthroughs, mobilizing all resources for development, especially infrastructure. Accordingly, since the beginning of the term, the Government has organized 28 thematic meetings on law building; commented, reviewed and approved more than 100 proposals for law building and draft laws; issued more than 380 decrees; the Prime Minister has issued 90 normative decisions. Ministries have issued relevant guiding circulars. At the sessions, the 15th National Assembly passed a large number of laws and resolutions (over 60 documents), including many important laws and resolutions such as: Land Law, Real Estate Business Law, Housing Law, Law on Credit Institutions, Road Law, resolutions on piloting a number of specific mechanisms and policies for the development of provinces and cities... At the 7th Session alone, the National Assembly passed 11 laws, 2 normative resolutions; 1 resolution on the 2025 Law and Ordinance Development Program, adjusting the 2024 Law and Ordinance Development Program and 9 resolutions on socio-economic management. The National Assembly and the Government have shown great determination, great efforts, drastic, effective and efficient actions. Proactively and synchronously implementing many solutions with practical improvements and innovations in law-making work; Focus on immediately removing difficulties, obstacles, and bottlenecks that hinder development, especially in the fields of land, infrastructure, investment, business, etc. The Prime Minister said that the Government and the Prime Minister sincerely thank the National Assembly for its coordination, support, and companionship throughout the process of building, examining, commenting, receiving, explaining, and passing laws and resolutions; especially during the difficult stages of pandemic prevention and control, and the stage of promoting socio-economic recovery and development. The head of the Government emphasized that building and promulgating laws and resolutions is difficult, and putting these documents into practice and making them effective is even more difficult. Because in the past, the organization of law enforcement has not been truly effective and efficient; all resources have not been truly unleashed. There are still many issues that need to be adjusted, amended, and supplemented, especially related to new growth drivers such as digital transformation, green economy, circular economy, etc.

Putting policies into practice and implementing them effectively

Therefore, the conference is of great significance in thoroughly understanding the new points, key contents, requirements and main tasks to bring newly issued laws and resolutions into life. At the same time, reviewing some of the achieved results, advantages and difficulties in the implementation of some laws passed by the 15th National Assembly. Based on listening to opinions on advantages, difficulties and obstacles, the Prime Minister suggested that it is necessary to draw lessons to improve the quality of drafting legal documents. At the same time, thoroughly understanding Regulation No. 178 of the Politburo on controlling power, preventing and combating corruption and negativity in the work of drafting laws. In particular, discussions need to focus on "closely linking law-making with law enforcement. Ensuring that laws are implemented fairly, strictly, consistently, promptly, effectively and efficiently. Opinions need to propose feasible and practical solutions, contributing to further strengthening coordination, creating synchronization and unity. The goal is to bring laws and resolutions of the National Assembly into life, contributing to promoting socio-economic development, strengthening control of power, preventing and combating corruption and negativity in law-making work. At the same time, there are solutions to remove difficulties, obstacles, overcome shortcomings and limitations in organizing the implementation of laws and resolutions, issuing detailed regulations, reviewing legal documents...
