Prime Minister: Meeting electricity demand for development, with double-digit growth

On the morning of August 10, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh attended the 4th Party Congress of Vietnam Electricity Group, term 2025-2030.

The Prime Minister requested the Party Committee of the Group to lead the entire Group to meet the electricity demand for the country's development, with double-digit growth in the coming time.

Attending the Congress were: representatives of the Central Party Committees and Party Committees of the Government Party Committee; representatives of leaders of central ministries and branches and 220 delegates representing more than 9,000 party members in the entire Party Committee of Vietnam Electricity Group.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the 4th Party Congress of Vietnam Electricity Group (EVN) focused on comprehensively evaluating the results of implementing the Resolution of the Congress for the 2020-2025 term; determining directions, tasks and breakthrough solutions for the 2025-2030 term.

The Congress assessed that during the 2020-2025 term, under the leadership of the Party, the State, the Government Party Committee, and the support of the Central Ministries, Departments, and Branches, the entire Party Committee has united, strived, and basically completed the targets set by the Resolution of the 3rd Party Congress of the Group for the 2020-2025 term, making an important contribution to the whole country in successfully implementing the socio-economic development goals according to the Resolution of the 13th National Party Congress.

The Group has overcome an extremely difficult period in the first half of its term, effectively handling backlogs and errors; restructuring and reorganizing the Group; organizing production and electricity supply to ensure socio-economic development, ensuring national defense and security, meeting the annual electricity growth demand of 10-15%; and contributing to the State budget annually from 23,000 to 24,000 billion VND.

EVN has basically completed digital transformation tasks in the 2021-2025 period, contributing to improving production and business efficiency and labor productivity.

The Group completed the construction investment volume with a total investment value of nearly 514 trillion VND, completed the energization of 962 110-500kV power grid projects with a scale of nearly 18 thousand km of lines and nearly 88 thousand MVA of transformer stations; in particular, the 500kV line project, circuit 3, Quang Trach - Pho Noi was completed in just over 6 months of construction.

The Congress set out the direction and tasks for the 2025-2030 term with the general goal: “Building a truly clean and strong Party organization in all aspects; Ensuring safe and stable electricity supply for the economy and people's lives; Accelerating investment in building power sources and grids according to the plan; Managing enterprises transparently, streamlinedly, effectively, efficiently and effectively; Continuing to promote the fight against corruption, waste and negativity; Making breakthroughs in science and technology development, innovation and digital transformation.”

In particular, emphasizing 3 main breakthroughs: Strengthening the effectiveness of leadership and direction of Party committees and transparent, streamlined, efficient, effective and efficient corporate governance; Accelerating investment in building power sources and grids; Making breakthroughs in science and technology development, innovation and digital transformation.

Speaking at the congratulatory speech and directing the Vietnam Electricity Party Congress in a joyful, proud and exciting atmosphere, the series of activities of the whole nation to celebrate major holidays, especially the 80th Anniversary of the August Revolution and National Day September 2; conveying best regards and congratulations to the Congress, Prime Minister Pham Minh Chinh shared that during this term, the Government and the Prime Minister have many activities, closely associated with the Group.

The Prime Minister said that the Party and State have given the most noble awards and titles to the Electricity sector; affirming that this is a great honor, but also shows high responsibility, requiring increasingly improved efficiency, the results of the following year must be higher than the previous year, the following term must be higher than the previous term.

Assessing the achievements of the Party Committee of the Group and the entire Group during the past term, with ups and downs, breakthroughs, Prime Minister Pham Minh Chinh summarized them into 36 words expressing his trust and hope in the Group: Difficulties resolved; trust restored; solidarity strengthened; innovative thinking; decisive action; advanced management; improved efficiency; caring institutions; exemplary leadership.

Praising EVN Group for its good performance in social security work, with the allocation of VND 1,262 billion for social security, the Prime Minister also pointed out the limitations that the Electricity industry needs to overcome such as not yet building a competitive electricity market; not really speeding up, boldly, accelerating, and breaking through in developing power sources and power loads; electricity prices need to ensure factors of competition, development, harmony, and rationality between businesses and people...

Emphasizing the role of the Party's 5 principles of operation and 5 leadership methods; the work of combating waste, negativity, and monopoly in electricity production and distribution, the Prime Minister also highlighted lessons learned in leadership, direction, and organization of implementation of tasks such as: Grasping firmly, responding flexibly and effectively to the situation; closely following the Party's guidelines and policies and the State's laws; changing thinking, mobilizing resources; exemplary behavior of cadres and Party members; solidarity and unity; building a clean and strong Party...

Agreeing with the goals set by the Congress for the coming time, the Prime Minister requested the Electricity industry in general and Vietnam Electricity Group in particular to focus on meeting the electricity demand for the country's development, with double-digit growth in the coming time, specifically meeting enough electricity for production, business, consumption and daily life of people and businesses.

Prime Minister Pham Minh Chinh requested the Group to look far, think broadly, think deeply, do big things; surpass itself, turn nothing into something, turn difficult into easy, turn the impossible into possible; accelerate, break through, be faster, and be bolder in developing power sources and transmission grids, including developing clean electricity and nuclear power; governance must be smart; build a competitive electricity market; ensure harmonious benefits and shared risks; clearly assign people, tasks, responsibilities, authorities, time, and results to make it easy to check, urge, and evaluate; ensure "3 yeses": beneficial to the country, beneficial to the people, beneficial to businesses" and "2 noes": no personal motives, corruption, negativity, and no loss or waste of assets."

The Prime Minister requested EVN to do a good job in planning electricity development for the purpose of national development; continue to improve institutions and laws related to the electricity sector; have solutions and mechanisms to mobilize resources, especially public-private partnership in developing the electricity sector; promote the application and transfer of technology in the electricity sector, especially clean electricity and nuclear power; smart governance; modern infrastructure investment...

Noting that Vietnam Electricity must develop a power transmission system to meet development needs, Prime Minister Pham Minh Chinh requested the implementation of the construction of a 500 kV power transmission line from Laos to Vietnam; participating in the construction of the ASEAN power grid...

Directing the Party Committee of Vietnam Electricity Group to do well in Party building, improve the comprehensive leadership capacity and fighting strength of the entire Party Committee; care for the lives of cadres, party members, and workers and fulfill their responsibilities to society, the Prime Minister pointed out that it is necessary to thoroughly grasp and seriously and creatively implement the 5 principles of operation and 5 leadership methods of the Party, in conjunction with the implementation of political, investment, production and business tasks.

The entire Group must closely follow the Resolution of the Group Party Congress and the upcoming 1st Government Party Congress and the 14th National Party Congress to concretize and develop specific, practical, feasible and highly effective action programs and plans.

Prime Minister Pham Minh Chinh believes that with the glorious tradition of more than 70 years of the Vietnam Electricity Industry, the spirit of solidarity, dynamism, creativity and valuable lessons learned in the past terms and the new spirit of the country, the 4th Congress of the Group will have innovative thinking, decisive action, with the motto "If said, must be done, if committed, must be implemented effectively and specifically", "Unanimity from top to bottom, smooth operation throughout."

Emphasizing, “The Party has directed, the Government has agreed, the National Assembly has supported, the people have agreed, the Fatherland has expected, so we only need to discuss action, not retreat,” the Prime Minister believes that the Congress will create new momentum to push the Group to grow stronger, making important contributions to the cause of industrialization and modernization of the country; worthy of its pioneering role in ensuring national energy security.
