Prime Minister: The Government under the leadership of the Party, 80 years of journey for the country and the people

Responding to the important speech of General Secretary To Lam, Prime Minister Pham Minh Chinh stated: The Government would like to sincerely thank and seriously accept all the instructions of General Secretary To Lam, promptly concretize them into programs, action plans, tasks and specific solutions; with a spirit of high determination, great effort, drastic action, focused work, clear assignment of tasks, and effective working methods.

Turning points that are "game-changing, state-changing"

Delivering a speech at the event, Prime Minister Pham Minh Chinh stated that in the heroic atmosphere of the historic autumn days, the whole country was jubilantly celebrating the 80th anniversary of the successful August Revolution, the traditional day of the People's Public Security and National Day September 2, the 80th anniversary of the founding of the Government (August 28, 1945 - August 28, 2025) has a particularly important meaning for us to review traditions; show gratitude, thank, learn from previous generations and together strongly promote, realize the aspiration to develop a strong, civilized, prosperous and prosperous country.

The Prime Minister respectfully commemorates and expresses his infinite gratitude to President Ho Chi Minh; the great contributions of revolutionary predecessors; gratitude to heroic martyrs, heroic Vietnamese mothers, wounded and sick soldiers, veterans, former youth volunteers, frontline workers, families with meritorious services to the revolution; deep gratitude to all classes of people, generations of cadres, soldiers, workers, farmers, doctors, teachers, scientists, intellectuals, artists, businessmen, youth, women, people of all ethnic groups, religions, and our compatriots abroad who have made tireless efforts, persistently contributed, dedicated, responsible, and devoted themselves to the cause of national liberation, national reunification, construction, and defense of our beloved socialist Vietnam.

On behalf of the Government, the Prime Minister respectfully thanks the Party and State leaders of all periods for their close leadership and direction, comprehensive concern, sincere sharing, and deep sympathy with the Government during difficult and challenging times; and expresses gratitude to the members of the Government, leaders of ministries, branches, and localities of all periods for their solidarity, joint efforts, and unanimity in building the Government for the Party, for the country, and for the people.

The Prime Minister recalled that on August 28, 1945, the Provisional Government of the Democratic Republic of Vietnam issued a Proclamation to the people and the world on the establishment of a new Government and announced the list of the 15-member National Unification Cabinet chaired by President Ho Chi Minh, marking the birth of the first Revolutionary Government in the thousands of years of our nation's history of building and defending the country.

The Prime Minister emphasized that looking back at the 80-year history of the Government through the difficult and challenging but also glorious, honorable and proud periods of the Vietnamese Revolution, under the leadership of the Party Central Committee, of beloved President Ho Chi Minh, and regularly and directly of the Politburo, the Secretariat, and the General Secretary through the periods, from the Provisional Government of the Democratic Republic of Vietnam in 1945 to the Government of the Socialist Republic of Vietnam today, we are all united, unified, "unanimous from top to bottom, clear from top to bottom", always making our utmost efforts, striving tirelessly, all for the goal of "National Independence associated with socialism" and a prosperous and happy life for the People, contributing to achieving great victories, creating turning points that "change the situation, change the state".

The Prime Minister outlined eight outstanding achievements of the Government through historical periods.

First, focus on building a new Vietnam, a new Government and protecting the achievements of the August Revolution.

Second, shouldering the historical mission of contributing to the successful implementation of the Resistance War against the French colonialists, culminating in the historic victory of Dien Bien Phu "resounding throughout the five continents, shaking the earth".

Third, it contributed significantly to the successful implementation of the Resistance War against the invading American imperialists and their lackeys, completely liberating the South and unifying the country.

Fourth, focus on building a socialist state and organizing the country's reconstruction after the war.

Fifth, successfully implementing the policy and path of innovation, openness and international integration, our country has achieved great and historic achievements.

Sixth, firmly protect independence, sovereignty, and territorial integrity; maintain political security, social order and safety; comprehensively promote foreign affairs and international integration; preserve a peaceful and stable environment for cooperation and national development.

Seventh, focus on resolutely and effectively implementing the policy of streamlining the political system apparatus, operating effectively and efficiently, and building a two-level local government model.

Eighth, comprehensively develop the country, build a foundation and vision, create breakthroughs in development in the new era - the era of striving to develop wealth, civilization, and prosperity of the nation.

The Prime Minister said that, promoting important achievements in recent years, to achieve the two 100-year strategic goals according to the Resolution of the 13th National Party Congress, under the leadership of the Party and the support of the National Assembly, the Government focused on directing all levels, sectors and localities to strive to complete the main goals and targets of 2025, striving to achieve a GDP growth rate of over 8%, creating momentum, creating force, creating position, creating a solid foundation for double-digit growth in the period of 2026-2030 and the following years. Actively and proactively contribute to the completion of the draft Political Report and the draft Action Program to implement the Resolution of the 14th National Party Congress; in which promoting 3 pillars: building socialist democracy, promoting the strength of great national unity; building a socialist rule-of-law State of the people, by the people, for the people; Building a socialist-oriented market economy under the leadership of the Party, the management of the State, and the supervision of the People. Implementing the consistent viewpoint of taking people as the center, the subject, the goal, the resource, and the most important driving force for development; not sacrificing progress, social justice, social security, and the environment to pursue mere economic growth.

Focus on deploying, organizing the drastic, synchronous and effective implementation of the Party's major viewpoints and policies: (1) Economic and social development and environmental protection are the center; (2) Party building is the "key", in which personnel work is the "key" of the "key"; (3) Developing a culture imbued with national identity - "culture guides the nation", culture is the endogenous strength, the spiritual foundation of society, both the goal and the driving force of development; (4) Strengthening national defense, security and promoting foreign affairs and international integration are essential and regular, implementing the "4 no's" defense policy and the foreign policy of independence, self-reliance, diversification and multilateralization; being a good friend, a reliable partner with all countries, an active and responsible member of the international community for the goal of peace, cooperation and development; Building an independent and self-reliant economy associated with proactive and active international integration, in a deep, practical and effective manner; (5) Continuing to promote the prevention and fight against corruption, negativity and waste, contributing to strengthening the people's trust in the Party and the State; (6) Focusing on ensuring social security, creating all opportunities for equal access to education, health care, culture and sports, improving the spiritual and material life of the people, "leaving no one behind" in the process of national development. Up to now, we have basically completed 5 years and 4 months ahead of schedule the goal of the 13th Central Committee on eliminating temporary and dilapidated houses nationwide (according to the report of the Ministry of Ethnic Minorities and Religions, we have built and repaired a total of 334,234 houses).

The Government continues to focus on directing the promotion of three strategic breakthroughs, establishing a new growth model, restructuring the economy, promoting industrialization and modernization of the country, and building new productive forces. Resolutely implementing the "four pillars" according to the Politburo's Resolutions on breakthroughs in science and technology development, innovation, digital transformation; international integration; law making and enforcement; private economic development. Urgently completing and submitting to the Politburo for promulgation Resolutions to create breakthroughs in the development of the state economy, education and training, people's health care, and cultural development.

Implementing the motto "resources originate from thinking and vision; motivation originates from innovation and creativity; strength originates from the People and businesses"; with the viewpoint of taking internal resources as fundamental, strategic, long-term, decisive, external resources as important, breakthrough, and regular; the Government has focused on directing the drastic implementation of breakthroughs in developing the socio-economic infrastructure system; strongly promoting the construction and completion of key infrastructure projects on highways, airports, seaports, digital infrastructure, education, healthcare, cultural infrastructure, etc.; urgently implementing the Lao Cai - Hanoi - Hai Phong high-speed railway project; clearing the ground, focusing on preparing for the construction of the North - South high-speed railway, urban railways in Hanoi and Ho Chi Minh City; Urgently complete the procedures for implementing the construction of Ninh Thuan 1 and 2 nuclear power plants. Effective development of infrastructure systems, digital transformation... is a bright spot in recent years, contributing to clearly changing the face of the country, promoting investment attraction and opening up new development space. Exceeding the planned target of 3,000 km of expressway and 1,000 km of coastal road in 2025.

Prime Minister Pham Minh Chinh stated that throughout its 80-year history, through many difficult, arduous and challenging periods, under the wise leadership of the Communist Party of Vietnam, the Government in each term has clearly demonstrated a spirit of high determination, great efforts, and drastic actions, together with the people and soldiers of the whole country, achieving great and historic achievements in all fields. From practical activities, the Prime Minister drew a number of lessons.

First, firmly grasp the flag of national independence and socialism; the Government must consider this a prerequisite and a guiding principle in all activities.

Second, taking the people as the root; the revolutionary cause is of the people, by the people and for the people; identifying the people and enterprises as the center and subject in all activities of the Government.

Third, constantly consolidate and strengthen solidarity; solidarity of the entire Party, solidarity of the entire people, national solidarity, and international solidarity; the Government must create all conditions to promote and promote the strength of great national solidarity.

Fourth, combine national strength with the strength of the times, domestic strength with international strength; the Government must be the core in combining national strength with the strength of the times, domestic strength with foreign strength, firmly and persistently maintaining the spirit of independence and self-reliance.

Fifth, the correct leadership of the Party is the leading factor determining the victory of the Vietnamese revolution; therefore, all activities of the Government must always be under the direct, comprehensive, and all-sided leadership of the Party, which is often directly led by the Politburo and the Secretariat, headed by the General Secretary.

Prime Minister Pham Minh Chinh affirmed that entering a new development stage, in the context of the world, regional and domestic situation with opportunities, advantages and difficulties, challenges intertwined, but with more difficulties and challenges, under the leadership of the Party, with the spirit of "The Government is the servant of the people", "...putting the people's interests above all. Whatever is beneficial to the people must be done with all our might.
