Deputy Minister Pham Ngoc Thuong said that the Ministry of Education and Training will implement Circular 29 in the spirit of discouraging extra study and teaching by any means.

To implement Circular 29 more effectively, the Ministry has opened a channel to receive petitions from parents reflecting on the situation of extra teaching and learning. Based on that reflection, the Ministry will verify and handle it.

In May, the Ministry of Education and Training will issue a Circular on regulations on extra learning and teaching so that localities, schools and teachers have a basis for implementation.

At the same time, the Ministry requested the Departments of Education and Training to advise the Provincial People's Committees to soon issue instructions in accordance with the spirit and responsibility of the locality.

Deputy Minister Pham Ngoc Thuong affirmed that the rampant practice of extra teaching and learning "has reached the red line." Ending this situation is an order from the education sector.

" That is an order of responsibility, for the quality of students to educate students to develop comprehensively. The order is implemented according to the 2018 general education program, according to the direction of the Party, State and Central Government, to bring education back to the principles of inherent education, to give back childhood to students.

Despite many difficulties, localities and schools must be determined and strict with violations, not lax or compromising with illegal extra teaching and learning," Deputy Minister Thuong said.

In addition, the Deputy Minister also requested that schools absolutely not slacken in the training and tutoring work for the three groups of students specified in Circular 29 (students whose final semester subject results are below the required level; students selected by the school to train excellent students; final year students who voluntarily register for entrance exam review and graduation exam review according to the school's educational plan).

For students taking the high school graduation exam this year, the Ministry requires the Departments to organize mock exams but grade them for real to evaluate and serve management and teaching work.
