From the location, potential, advantages, socio-economic development and urbanization of the two communes of An Dien and An Tay in Ben Cat town and Ben Cat town, the establishment of two wards of An Dien and An Tay in Ben Cat town and the establishment of Ben Cat city in Binh Duong province is necessary.
Regarding the plan to establish and rearrange wards in Go Cong town and establish Go Cong city, Tien Giang province proposed to establish 4 wards Long Chanh, Long Hung, Long Thuan, Long Hoa on the basis of the original natural area and population size of 4 communes Long Chanh, Long Hung, Long Thuan, Long Hoa; arrange 4 wards into 2 wards (merge Ward 4 into Ward 1, merge Ward 3 into Ward 2); establish Go Cong city in Tien Giang province on the basis of the original natural area and population size of Go Cong town.

From the location, potential, advantages, socio-economic development and urbanization of 4 communes (Long Chanh, Long Hung, Long Thuan, Long Hoa), 4 wards (Ward 1, Ward 2, Ward 3 and Ward 4) and Go Cong town, the establishment and arrangement of wards in Go Cong town and the establishment of Go Cong city are necessary.
According to Minister Pham Thi Thanh Tra, the establishment of An Dien and An Tay wards in Ben Cat town, the establishment of Ben Cat city in Binh Duong province, the establishment and arrangement of wards in Go Cong town and the establishment of Go Cong city ensure the fulfillment of the 5 conditions specified in Clause 2, Article 128 of the Law on Organization of Local Government; in accordance with the plans approved by competent authorities; meeting all the criteria for establishing wards in towns and cities under the province as prescribed in Resolution No. 1211/2016/UBTVQH13 (amended and supplemented in Resolution No. 27/2022/UBTVQH15).
Chairman of the National Assembly's Law Committee Hoang Thanh Tung, representing the examining agency, said that the Committee agreed with the necessity of establishing An Dien and An Tay wards in Ben Cat town and establishing Ben Cat city, Binh Duong province; establishing and rearranging wards in Go Cong town and establishing Go Cong city, Tien Giang province. The dossiers of the Projects ensure full documentation in accordance with regulations.

The Law Committee requests the Government, the authorities of Binh Duong and Tien Giang provinces to urgently develop and complete the Project on the arrangement of administrative units at the district and commune levels for the period 2023 - 2025 of the localities to submit to competent authorities, ensuring progress in accordance with regulations. When considering the Project on the arrangement of administrative units of localities, the Government needs to carefully review cases where administrative units are not arranged due to special factors (if any), ensuring compliance with the requirements and regulations of Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee on the arrangement of administrative units at the district and commune levels for the period 2023 - 2030.
Provinces should pay attention to and allocate investment resources to ensure urban quality for communes planned to become wards and towns planned to become cities in Binh Duong and Tien Giang provinces, especially for component standards that are still low compared to regulations. Along with that, there should be plans to train and foster a team of cadres and civil servants to meet task requirements; effectively implement plans to arrange and assign redundant cadres, civil servants, public employees, and non-professional workers after the arrangement of administrative units; arrange and stabilize the apparatus of agencies and organizations; stabilize the lives of local people, ensuring the requirements of socio-economic development, national defense and security in the area.
