The two sides affirmed their commitment to further deepening political relations through promoting high-level visits and enhancing existing bilateral cooperation mechanisms.

1. At the invitation of the Prime Minister of the Kingdom of Norway Jonas Gahr Støre, Vice President of the Socialist Republic of Vietnam Vo Thi Anh Xuan paid an official visit to Norway from 23-25 ​​November 2023. The visit demonstrated the strong commitment of both sides to promote long-term friendship and multifaceted cooperation. The two sides affirmed their commitment to further deepening political relations through promoting high-level visits and enhancing existing bilateral cooperation mechanisms.

2. The two sides discussed the possibility of establishing a strategic partnership in the field of green energy transition and sustainable marine economy. This strategic partnership will create opportunities and establish a framework for the parties to promote cooperation in the field of renewable energy, circular economy and green economy activities.

3. The two sides emphasized their desire to accelerate the negotiation process of the Free Trade Agreement (FTA) between Vietnam and the European Free Trade Association (EFTA), thereby further promoting trade and investment relations between the two countries. The two sides also agreed that strengthening economic relations will expand opportunities and benefits for Vietnamese and Norwegian businesses, contributing to economic development and improving the welfare of the people of the two countries.

4. The two sides stressed the importance of cooperation within the framework of the Just Energy Transition Partnership (JETP), noting the role of this area of ​​cooperation in strengthening bilateral relations. Other areas of cooperation that both sides focused on included fisheries, education, culture, science and technology, child protection, gender equality, as well as defense and security.

5. The two sides acknowledged that the Vietnamese community is a bridge of friendship and cooperation between the two countries and in strengthening the relationship between the two peoples.

6. The two sides discussed the world and regional situation. The two sides supported the viewpoint of resolving disputes by peaceful means, in accordance with widely recognized principles of international law, including the United Nations Charter.

7. The two sides agreed on the content of the Visa Exemption Agreement for Diplomatic Passport Holders between the Socialist Republic of Vietnam and the Kingdom of Norway and affirmed their commitment to soon signing the Agreement in the near future.

8. The two sides welcomed the important developments in bilateral relations in recent years and shared the desire to continue to strongly promote and expand this relationship. The two sides were pleased with the results of the visit, considering it an important step forward in strengthening the friendship and cooperation between Vietnam and Norway.
