On the afternoon of April 2, the Provincial People's Committee held a conference to deploy solutions to promote the implementation of pilot models on the implementation of the Government's Project 06 in the area. Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the conference.
Attending the conference were members of the Government's Project 06 Working Group; representatives of leaders of departments, branches and units.
COMPLETED 6/38 SAMPLE MODELS TO IMPLEMENT PROJECT 06
Implementing the Government's Project 06, the Provincial Working Group has issued a plan to deploy and carry out tasks in the area in 2024 with 10 groups and 51 tasks. In addition, Nghe An has deployed 38 pilot models to implement the Government's Project 06.
According to the plan, in the first quarter of 2024, 10 tasks were completed but have not yet been completed according to the set goals and progress. On the other hand, only 6 models have been completed, 20 models are being implemented, and 12 models have not been implemented.
According to the assessment of the Working Group, by the end of March 2024, the results of implementing the tasks of departments, branches, sectors and localities were still limited, slow to change, and did not meet the set progress. This result caused difficulties and hindered people and businesses from enjoying the benefits of Project 06, affecting the digital transformation work.
The provincial Intelligent Operations Center (IOC) has so far brought initial benefits in supporting decision-making for leaders. On the other hand, a number of systems for building digital government have been deployed and completed according to the pilot plan, gradually laying the foundation for building smart cities.
However, the operation of the IOC Center is facing legal problems and is identified as a “bottleneck” in the implementation of Project 06. Therefore, the Provincial Police Department requested the Department of Information and Communications to coordinate with relevant units to urgently complete the legal, infrastructure and technical corridors to soon put the center into official operation.
In the coming time, the Provincial People's Committee requests departments, branches, sectors and localities to focus on directing drastically and speeding up the completion of 12 models, including: Deploying 53 essential public services; Building at least 20 public services that do not use paper records; Medical examination and treatment using biometrics, self-service KIOSK (automatic vending machine system); Deploying at notary and certification points; Deploying accommodation management platforms at motels, guesthouses, hotels and public houses;
Deploying a platform for managing accommodation at medical examination and treatment facilities; Deploying equipment for monitoring exams and driving tests; Deploying unsecured loans for citizens: poor households, meritorious people; Ensuring conditions for digital citizenship; Standardizing centralized authentication; Communicating policies through LED systems, billboards, posters... digital platforms; Deploying a nationwide open online training and education platform...
At the conference, leaders of departments and branches reported on the progress of implementing the models, the difficulties and obstacles being encountered, and proposed and discussed solutions to remove them.
FOCUS ON LEADING AND DIRECTING THE IMPLEMENTATION OF GOALS AND TASKS ON SCHEDULE
Concluding the conference, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh emphasized that Project 06 of the Government is a particularly important project, but has many contents and tasks with difficult and new workloads.
With the spirit of: "Clear people, clear work, clear time, with specific quantitative products", up to now, 6 models have been completed and 20 models are being implemented.
"I acknowledge and appreciate the results that departments, branches, localities, especially the Provincial Police - the standing agency, have achieved in the recent past," Comrade Le Hong Vinh emphasized.
However, the Standing Vice Chairman of the Provincial People's Committee also pointed out: The role and responsibility of the heads of some departments, branches and localities in directing, inspecting and urging are still limited, not regular and not drastic. The dissemination and implementation of the contents of Project 06 in agencies and units are still limited, therefore, there has been no change in the awareness and actions of many cadres, civil servants and public employees.
In some units, the leaders leave the implementation to their deputies or officers and specialists. The implementation of Project 06 and pilot models in some units is still slow and lacks determination; the implementation of information and reporting regimes is not timely.
In the coming time, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh said that the implementation of the contents and tasks in Project 06 is a mandatory requirement. Therefore, departments, branches, units and localities need to focus on leading and directing the implementation of the goals and tasks of Project 06 according to the roadmap, especially completing the targets and tasks of 2024 and 38 registered pilot models.
The Standing Vice Chairman of the Provincial People's Committee requested the Department of Information and Communications to coordinate with the Provincial Police, the Provincial People's Committee Office, and VNPT to complete legal procedures to soon put the Provincial Smart Operations Center into official operation.
In addition, enhance the role and responsibility of the leader, do not leave it to subordinates, assign tasks with "clear people, clear work, clear time, clear responsibilities". Units report more specifically and closely on the advantages and difficulties in the implementation process to propose effective solutions.
Focus on implementing solutions to increase the rate of online public service implementation; strengthen propaganda work to create the most favorable conditions for businesses and people to access information and actively participate to improve the rate of online application submission in the province.
The Standing Vice Chairman of the Provincial People's Committee requested the Provincial Police to continue to promote the role of the standing agency of Project 06 provinces; coordinate with the Provincial People's Committee Office to monitor and grasp the situation and results, periodically report the implementation progress to the Chairman of the Provincial People's Committee for timely direction and urging.
In addition, the Provincial Police Department coordinates with the Department of Home Affairs to strengthen the inspection of implementation progress and administrative discipline; Point out weak points and bottlenecks to closely and accurately assess the roles and responsibilities of leaders, using that as a basis for appointment, transfer, and year-end emulation assessment for collectives and individuals.
