Speaking at the opening of the conference, Mr. Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, emphasized that our Party has issued and led and directed the implementation of many policies, resolutions and conclusions on building the organizational apparatus of the political system, achieving many important results.

In particular, the Central Executive Committee issued and directed the implementation of Resolution No. 18 dated October 25, 2017 "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

In parallel with issuing many conclusions to continue implementing the task of arranging and streamlining the apparatus of the political system with many important roadmaps and contents, the Central Committee has issued and directed the issuance of regimes and policies for cadres, civil servants, public employees, and workers when implementing the arrangement and streamlining such as: Decree 177 on Regulations on regimes and policies for cases of non-re-election, re-appointment and cadres who quit their jobs or retire at will; Decree 178 on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the arrangement of the apparatus of the political system; Decree 67 amending and supplementing Decree 178 on regimes and policies when arranging the apparatus...

Emphasizing that Hai Duong has achieved many important results in streamlining the organization of the political system to be streamlined and operate effectively and efficiently, the Chairman of the Provincial People's Council said that according to the roadmap, the Law on Organization of Local Government (amended) will be passed on July 1, 2025 and from that time on, there will be no more district-level administrative units, and the organization of government will be implemented at 3 levels: Central, provincial and grassroots levels. At the same time, urgently complete the project to merge the provinces and report to the Central Executive Committee.

These are extremely important tasks, many of which are unprecedented and deeply related to the organization, people, development space, history, culture, etc., and will certainly have a great impact on the thoughts, feelings, concerns, and worries of each cadre, party member, civil servant, public employee, and worker in each working position.

Therefore, the Standing Committee of the Provincial People's Council organized a thematic meeting with voters and civil servants, public employees, and workers to listen to their thoughts, aspirations, and comments on issues related to the organization and operation of agencies.

This is also an opportunity for the provincial People's Council delegates, provincial leaders, leaders of provincial departments, branches, sectors and organizations to listen, share, respond and participate in resolving proposals and recommendations; promptly issue or recommend that central levels and sectors issue decisions related to the process of arrangement, merger, establishment of administrative units, streamlining of organizational apparatus... in order to successfully implement the goals set by the Central Government.

Comrade Le Van Hieu requested the Provincial People's Council to seriously absorb all opinions and recommendations of voters, be responsible for synthesizing, analyzing, clarifying to propose appropriate solutions, meeting practical requirements, ensuring harmony between the goals of arrangement and streamlining with improving the lives and working conditions of cadres, civil servants, public employees and workers.

The leaders of the agencies assigned to respond to voters' opinions must be concise, clear, and to the point. At the same time, they must advise and propose to the local authorities practical solutions to resolve the difficulties and problems that voters have raised.

Officials, civil servants, public employees, and workers, in each position, in addition to concerns about living conditions, work, and activities, need to have proposals and suggestions so that the province as well as the new administrative units after the merger have close and sustainable connections, achieve the set development goals, and strive towards higher goals.

Need to sacrifice personal interests for the common cause

Speaking at the conference, Secretary of the Provincial Party Committee Tran Duc Thang acknowledged and highly appreciated the initiative of the Provincial People's Council to organize a conference to meet with voters who are cadres, civil servants, public employees and workers of the province. This is a meaningful and timely activity in the current context.

The Provincial Party Secretary suggested that the Provincial People's Council delegates and voters will exchange frankly, listen to many opinions, thoughts, aspirations, proposals and recommendations of the comrades. The proposals and recommendations will be received, answered and handled by the provincial authorities according to their authority. For matters beyond their authority, the Provincial People's Council Standing Committee is requested to synthesize and report to the competent authority for consideration and decision.

The Provincial Party Secretary emphasized that our Party and State have been resolutely implementing the policy of innovating and streamlining the political system's organizational apparatus, and rearranging administrative units to improve effectiveness, efficiency, and operational efficiency. This is an inevitable and objective requirement to build a streamlined, modern, and more efficient administrative system, meeting the requirements of national development in the era of national development.

Hai Duong province as well as other localities nationwide are urgently implementing tasks under the direction and guidance of the Central Government. The implementation of this policy has a profound impact on all levels, sectors, each cadre, party member and people.

The merger of provincial-level administrative units, the termination of district-level administrative units, and the rearrangement and reorganization of commune-level administrative units are not simply changes in administrative boundaries, but also have major impacts on the organizational structure, job positions, working conditions, and lives of cadres, civil servants, and public employees. The provincial leaders understand the concerns and worries of comrades when faced with these changes...

This administrative boundary merger will contribute to expanding development space, creating conditions to enhance national competitiveness and mobilizing all resources for the era of strong and prosperous development of the country.

With the spirit of "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, the Fatherland has expected, then only discuss and do, not discuss back", the province needs to be highly determined and resolute in implementing the arrangement and merger to ensure the requirements and progress set out. At the same time, it does not affect the normal activities of society, people and businesses, affecting the growth target of the province.

Sharing and understanding the concerns, thoughts and aspirations of voters, the Provincial Party Secretary said that the provincial leaders will continue to strengthen coordination with local leaders merging with Hai Duong to direct functional agencies to best prepare support conditions in terms of mechanisms and policies, ensuring the legal and legitimate rights of cadres, civil servants, public employees and workers.

For each cadre, civil servant, and public employee, the Provincial Party Secretary suggested promoting the pioneering and exemplary role of Party members and the sense of responsibility of cadres, civil servants, and public employees; continuing to be confident, improving both professional and political qualities, adapting flexibly, and excellently completing all assigned tasks. The merger also aims to streamline and rearrange the cadre team, requiring sacrifices of personal interests for the common cause, for the development of the homeland and the country.

The Provincial Party Secretary noted that along with streamlining the organizational apparatus, Hai Duong still has many important political tasks in 2025 that need to be focused on implementing, requiring greater efforts, endeavors, and determination from the entire Party Committee and the entire political system. The team of cadres, civil servants, public employees, and workers in our province need to constantly strive to improve their knowledge and skills, always innovate and be creative to adapt to the new working environment, create new positions and strengths to join the whole country in entering an era of prosperous development.

At the conference, 16 voters expressed their opinions and recommendations. All voters expressed their consensus and high agreement to implement the revolution to streamline the organizational apparatus, including merging provincial and commune-level administrative units and ending the operation of the district level.

The opinions focused on proposing and recommending research and considering solutions to a number of specific issues, such as promptly supporting cadres, civil servants, public employees, and workers when they have to move to a new workplace, such as daily transportation, housing for cadres, and schools for their children; developing policies on transferring, appointing, and arranging personnel in a reasonable and flexible manner to ensure benefits and avoid causing too much disruption to the lives of cadres; promptly providing specific and detailed instructions on the subjects and support levels for each subject to be streamlined when implementing organizational restructuring; continuing to pay attention to maintaining and improving the province's specific policies and mechanisms after the merger...

Concluding the conference, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Le Van Hieu highly appreciated and shared the concerns, worries and anxieties of the voters and received their dedicated and responsible opinions.

The Standing Committee of the Provincial People's Council requested the leaders of the provincial departments, branches, sectors and organizations to continue listening to and receiving specific opinions from voters to respond in writing to issues within their authority, and at the same time synthesize proposals and recommendations to send to the Office of the National Assembly Delegation and the Provincial People's Council before July 10. The Standing Committee of the Provincial People's Council will coordinate with relevant agencies and units to report to competent authorities for research and consideration in the process of implementing the organization and streamlining of the apparatus.

The Chairman of the Provincial People's Council said that the viewpoint of the leaders of Hai Duong province is that for projects and works serving socio-economic development and people's lives, it is necessary to continue to review and pay attention to investment in the coming time. Regarding the mechanisms and policies that the province is implementing, they will continue to ensure inheritance and unified implementation throughout the province after the merger and need to be further improved compared to the present.

Regarding voters' recommendations on support mechanisms for travel, housing, working conditions... when merging provinces and changing workplaces, the Standing Committee of the Provincial People's Council acknowledged and continued to propose and research to develop mechanisms to facilitate the team of cadres, civil servants and public employees of the province.

The Chairman of the Provincial People's Council noted that changing workplaces and positions will affect each cadre, civil servant, public employee and worker. Along with the province's support mechanisms and policies to overcome difficulties, each person needs to proactively overcome and continue to improve their capacity and professional qualifications to adapt, meet job requirements and complete their tasks well.

Some important results of the organizational arrangement of the political system in Hai Duong

Implementing Resolution No. 18-NQ/TW, dated October 25, 2017 of the Party Central Committee "Some issues on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently", Hai Duong has achieved many results:

Period from June 30, 2017 to October 31, 2024

- Reduce 1 party committee directly under the Provincial Party Committee; reduce 58 communes, wards and towns; reduce 135 villages and residential areas; reduce 6 departments under the advisory and support agencies of the Provincial Party Committee; reduce 10 departments, offices and equivalents of the Vietnam Fatherland Front and socio-political organizations at the provincial level; reduce 27 departments and equivalents directly under departments, offices and branches; reduce 40 departments under branches and equivalents;

- Reduce 32 department heads, 119 deputy department heads and equivalent at provincial level, 62 deputy department heads of branches and equivalent.

- At the district level, 20 department heads, 26 deputy department heads and equivalent positions were reduced; 187 public service units were reduced and 2,439 people receiving salaries from the state budget working in public service units were reduced.

- Reduce 323 commune-level cadres, 513 commune-level civil servants; reduce 4,174 part-time workers at commune, village and residential area levels.

From December 2024 to March 1, 2025

- Implementing the Central's directives, Hai Duong has resolutely organized the implementation of projects, resulting in the reduction of 3 party executive committees and 8 party delegations; merging the Propaganda and Mass Mobilization Committee into the Provincial Party Committee's Propaganda and Mass Mobilization Committee; ending the activities of the Party Committee of the provincial agencies, establishing the Party Committee of the provincial Party agencies and the Party Committee of the Provincial People's Committee; reducing 5 departments under the Provincial People's Committee; reducing 20 divisions and equivalent units under the departments; reducing 11 public service units.

- Hai Duong has also reduced the number of affiliated units within agencies and units; arranged staff after the reorganization and consolidation to ensure streamlining, appropriateness to capacity and work expertise, and reduced the number of deputies and staff according to regulations.
