At the ceremony, Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh, Chairman of the Amnesty Advisory Council, stated: Inheriting and promoting the humanitarian tradition of the Vietnamese people, over the past 80 years with the lenient policy of the Party and State, there have been nearly 40 amnesties to release prisoners early from prison, allowing hundreds of thousands of prisoners to return to their families and the community.
Since 2009, the President has decided to grant amnesty and early release to more than 90,000 prisoners. The prisoners who have been granted amnesty and early release have been received by their families, authorities, sectors, and social organizations, and have created favorable conditions and helped them to quickly stabilize their lives and reintegrate into the community.
After the President signed the Decision on amnesty in 2025, the Amnesty Advisory Council together with ministries, departments and branches quickly implemented the correct and sufficient procedures to complete the dossier; organized strict and careful review, ensuring publicity, transparency, objectivity, democracy and compliance with the law, and submitted to the President for signing the Amnesty Decision on early release of prisoners so that those who are amnestied can soon return to society and reunite with their families and relatives. Accordingly, the President signed the Amnesty Decision on early release of prisoners for 8,056 prisoners, of which A2 prison has 69 prisoners who are amnestied this time.
The Permanent Deputy Prime Minister affirmed that the Party and State's amnesty policy is fair and equal, giving all prisoners equal opportunities, regardless of gender, religion, nationality, age, occupation, etc., as long as they meet the conditions and are the right subjects according to the provisions of the law.
Recently, the Ministry of Public Security and the ministries, departments and branches that are members of the Advisory Council for Special Amnesty have directed prisons, temporary detention camps, and criminal enforcement agencies of local police nationwide to quickly complete procedures to ensure strictness, caution, correct subjects, and openness, transparency, objectivity, democracy and compliance with the law in order to submit the Amnesty Decision to the President for signing on April 30.
On behalf of the Government and the Amnesty Advisory Council, the Permanent Deputy Prime Minister acknowledged and commended the achievements of the Ministry of Public Security and the ministries, departments and branches that are members of the Amnesty Advisory Council; at the same time, he believed that the functional units would continue to promote and achieve more achievements in the task of managing, educating and reforming prisoners; building a clean, strong and comprehensively developed unit.
The Deputy Prime Minister hopes that all levels, sectors, social organizations, businesses, individuals and relatives of families with amnestied people returning home will always open their arms, not discriminate against amnestied people, and create the most favorable conditions for them to quickly reintegrate into the community, and join hands to build a prosperous and happy life.
On behalf of the prisoners who were pardoned this time, Mr. Doan Phi Dung, serving his sentence at Team 2, Sub-camp No. 1, Prison A2, expressed his deep gratitude to the Party and State leaders for their special leniency policies towards criminals. Mr. Doan Phi Dung pledged that after being pardoned and released from prison, returning to his family and society, he would strictly comply with the provisions of the law and the local government where he resides, continue to train himself, do honest work, not re-offend, and will contribute to the movement to maintain security and social order in the locality.
According to the Police Department for the management of prisons, compulsory education facilities, and reform schools, the prisoners whose amnesty decisions were signed by the President this time at A2 prison are prisoners who sincerely turned to goodness, reformed well during their sentence, met the conditions for amnesty, and completed the civil obligations stated in the judgments.
