On August 7, the Standing Committee of the Provincial Party Committee listened to and gave opinions on the situation of management, mobilization and use of social policy credit capital according to Directive 40-CT/TW dated November 22, 2014 of the Secretariat on "strengthening the Party's leadership over social policy credit" and Conclusion No. 06 dated June 10, 2021 of the Secretariat on continuing to implement Directive 40 and some important contents. Comrade Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the conference.

Immediately after the Secretariat issued Directive 40-CT/TW dated November 22, 2014 on "strengthening the Party's leadership over social policy credit", Party committees at all levels, local authorities, the Fatherland Front, socio-political organizations, all levels, sectors and the Provincial Social Policy Bank actively, seriously and effectively implemented it to all communes, wards and towns in the whole province.

Pursuant to Conclusion No. 06-KL/TW dated June 10, 2021 of the Secretariat on continuing to implement Directive No. 40-CT/TW of the Secretariat, on June 26, 2022, the Standing Committee of the Provincial Party Committee issued Directive No. 26 on continuing to implement Directive No. 40-CT/TW dated November 22, 2014 of the Central Party Secretariat on strengthening the Party's leadership over social credit policy in Quang Ninh province.

By July 31, 2023, the entrusted capital from the local budget entrusted through the Social Policy Bank with an amount of over VND 1,020 billion, accounting for 23% of the total capital, an increase of VND 984 billion and 28 times higher than the time before Directive No. 40 was issued, ranking 7th nationwide in terms of entrusted capital.

From borrowing capital for production and business development with simple procedures, appropriate loan amounts and repayment methods, preferential interest rates, long terms, etc., the poor and policy beneficiaries have gradually changed their awareness in a positive direction, using capital responsibly, repaying debts on time, creating jobs, increasing income, especially in rural areas, mountainous areas, and ethnic minority areas; capital sources are preserved and promoted effectively.

In the period of 2014-2023, the central and local policy credit capital has contributed to helping over 30,000 households escape poverty and near-poverty sustainably; create jobs, maintain and expand jobs, and increase income for over 97,000 workers. Since the beginning of 2023, nearly 2,200 workers have been created new jobs; nearly 2,900 students in difficult circumstances have been given loans to study; 118,000 clean water and environmental sanitation works have been built in rural areas and 2,600 houses for poor households and policy families; over 430 establishments and workers have received loans to change their jobs; more than 4,100 workers in ethnic minority, border and island areas have had access to local budget capital to develop production. In 2022, Quang Ninh completed the new rural construction program at all three levels and finished the national target program on sustainable poverty reduction for the period 2021-2025 three years ahead of schedule. People's lives have been constantly improved, rapidly narrowing the regional gap in the province.

The Standing Committee of the Provincial Party Committee highly appreciated the recent effective operation of the Social Policy Bank under the direction of the Provincial Party Committee, People's Council and Provincial People's Committee, especially after Directive No. 26 of the Standing Committee of the Provincial Party Committee on continuing to implement Directive No. 40-CT/TW of the Central Party Secretariat on strengthening the Party's leadership over social policy credit in the province was issued.

Through discussion, the Standing Committee of the Provincial Party Committee agreed that in the coming time, it is necessary to strengthen the leadership of the Party and the management of local authorities at all levels in the mobilization and management of social policy credit capital in the direction of reviewing to the maximum extent the subjects covered by social policy credit activities to expand the beneficiaries of social policy credit capital in a sustainable manner according to the provisions of law. The goal is to solve employment, increase income, and quality of life for the people; promote production development; achieve the goals of social security, social equity, social progress, narrow regional disparities, and the gap between rich and poor, in conjunction with national and provincial target programs.

The Standing Committee of the Provincial Party Committee requested the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee, localities and relevant departments and branches to closely coordinate with the Social Policy Bank to review the subjects under the Central regulations and the regulations of Quang Ninh province, especially the poor and near-poor households that have just escaped poverty according to the Central criteria; the newly emerged poor and near-poor households according to the new criteria of the province and the communes, villages and hamlets that have just escaped from the category of special difficulties but are still under the Program 06 to carefully calculate the subjects, tasks, needs, capital sources, and roadmap for allocating sufficient financial resources from the local budget in accordance with legal regulations; strengthen management with a unified centralized model, maximize capacity, experience and the social policy bank system to ensure capital safety according to the right goals.

Consider and study the proposed opinions at the conference related to the attention to expanding a number of beneficiaries from social policy credit sources such as poor and near-poor households according to the new standards of the province, production and business households in mountainous, border and island areas associated with sustainable forestry and fishery development; families with drug addicts, reformed people, small and medium enterprises, and cooperatives.

Continue to strengthen the organizational structure of the Policy Bank at all levels to operate effectively and efficiently, comply with Party regulations and State laws, manage and use capital for the right purposes and objectives, and lend to the right subjects; enhance the responsibility of the commune level in identifying loan subjects.
