The Hanoi Department of Culture and Sports has just sent a document to the City People's Committee reporting on strengthening the management of organizing events in the walking space around Hoan Kiem Lake and its vicinity.
Accordingly, in 2023, the organization of events in the walking street space of Hoan Kiem Lake and surrounding areas will be quite vibrant with increasing density and quantity, especially in the last months of the year.
The cultural sector estimates that there will be about 170 events held on the Hoan Kiem Lake walking street and its vicinity. These include 31 art performances; 33 large-scale sporting events; 13 international events organized by foreign embassies in Vietnam and co-organized by the city.
Based on its professional functions and tasks, the Department always adheres to the spirit and content of the instructions in the legal documents of the Central Government and the City to guide and grant licenses to quickly and neatly handle procedures and records for cultural and sports activities and events on the walking street in accordance with regulations.
From the above reality, the Department affirms that the implementation of the policy of organizing cultural activities in the walking space around Hoan Kiem Lake and its vicinity by the City Party Committee and People's Committee is correct and practical.
However, according to the Department's assessment, some events still occur where littering occurs, causing environmental pollution, affecting the landscape, environment, and traffic in the walking space around Hoan Kiem Lake and its vicinity.
Some large-scale art performances have not complied with ensuring appropriate volume, turning on high-power speakers, leading to sound conflicts, causing noise and affecting walking space and the residential community living in the neighboring area.
In order to contribute to building the walking space around Hoan Kiem Lake and its vicinity with increasingly strong cultural significance and order, the Department of Culture and Sports recommends minimizing large-scale events with inappropriate content that can easily cause offensive and sensitive issues.
In the immediate future, the Department recommends stopping the organization of exhibitions, advertisements, and fairs selling consumer goods and products serving people's lives in the walking space around Hoan Kiem Lake and its vicinity.
Recommend not to consider and approve programs such as running races held at night (before 5am); stalls using high-power speakers in the walking space around Hoan Kiem Lake and its vicinity; stalls selling unsuitable fast food products that pose a risk of not ensuring food safety such as fermented pork rolls, rice paper, ham, etc.
