Tighten discipline
In 2021, the administrative reform ranking of the Department of Education and Training of Hai Duong ranked 16th out of 18 departments and branches, with many component indicators achieving low results. With the determination to improve the ranking in administrative reform, the Department has applied many synchronous solutions, tightening discipline and order.
Every year, since December, the Department has issued a plan to implement administrative reforms; assigned specific tasks and targets to each department and individuals in charge; and linked the responsibilities of each individual to the assigned tasks. Each department, officer and civil servant clarified the causes and proposed remedial measures with criteria for reducing scores and low scores. The Department also directed officers and civil servants directly receiving and handling administrative procedure records at the Provincial Public Administration Service Center to enhance awareness, responsibility, attitude and spirit of serving the people in the process of receiving and handling administrative procedure records.
The Department assigns 1 Deputy Director to directly direct and manage administrative reform work; clearly stipulates that officers and civil servants are responsible before the law and the Department Director if they have acts of harassment, negativity, obstruction, failure to implement or improper implementation of administrative procedure settlement procedures.
Every week and every month, the Department of Education and Training holds meetings between the Department's leaders and the managers of the affiliated departments to evaluate and clarify the results of the implementation of assigned tasks for each cadre and civil servant. In early 2024, the Department established an Administrative Procedure Control Team. Every week, the Control Team reports the results of the Department's administrative procedure settlement to the leadership. Thereby, promptly assessing the situation of administrative procedure settlement, clarifying the causes of slow and late settlement of records.
From the beginning of 2024 to present, the Department of Education and Training has organized 2 administrative reform inspections for the Department of Organization and Personnel, Primary Education; combined inspections with administrative reform work for 5 affiliated units including Tu Ky II, Phu Thai, Nam Sach II, Gia Loc II, Thanh Ha High Schools). Through inspections and examinations, limitations have been promptly pointed out and recommendations for timely remedies in the performance of tasks of units and individuals.
Promoting digital transformation
Ms. Le Thi Thoa in Cam Giang district needed to reissue her high school diploma, so she went to the Provincial Public Administration Service Center to request a reissue. With the guidance of a specialist from the Department of Education and Training, Ms. Thoa logged into the Hai Duong Provincial Administrative Procedure Information System to submit her application online. To avoid having to travel and wait for a long time, she registered to receive the results at home. “I find the application of technology in submitting applications online and receiving results at home very convenient. We can both monitor the process of processing our application on the system and not have to travel a lot,” Ms. Thoa said.
Determining the importance of digital transformation in administrative reform, since 2022, the Department of Education and Training has promoted the application of information technology in receiving and handling administrative procedures. Focusing on investing in facilities, machinery and equipment to serve administrative reform. The Department has established a Steering Committee for Digital Transformation, applying digital transformation to most of the unit's professional activities such as handling administrative procedures, management, teaching, testing, assessing teaching quality, digitizing management information. The Department also builds an interconnected database, online public services, digital libraries, virtual laboratories, online training, etc.
Currently, 100% of the province's educational and training institutions have used software to manage grades, electronic records, and connect APIs to the industry database for information on schools, staff, students, and facilities. Nearly 50% of the education sector's administrative procedures are provided at the full public service level. 100% of documents (except confidential documents) of the Department of Education and Training are issued in the form of electronic documents with integrated electronic signatures, connecting with agencies, departments, and branches on the national document axis. The rate of administrative procedure files received and resolved online is about 99%; 100% of files are resolved correctly and before the deadline.
Thanks to the promotion of information technology application; enhancing the role and responsibility of each cadre and civil servant; tightening discipline and order, the quality of administrative reform of the Department of Education and Training is increasingly improved.
Some limitations in reforming the organizational apparatus, reforming the civil service regime, receiving and handling online records... have been overcome and thoroughly resolved. In 2021, from 16th place in the administrative reform rankings, the Department of Education and Training rose to 9th place out of 18 departments and branches, up 7 places in 2022. In 2023, the department continued to rise 4 places to stand at 5th place in the rankings.
The representative of the Department of Education and Training said that in the coming time, the sector will continue to tighten discipline, attach responsibility of heads of agencies and departments to administrative reform work; strengthen inspection and evaluation of administrative reform results monthly and quarterly, determined to maintain high rankings in administrative reform at the department and sector level.
