Ninh Giang district currently has 16 commune-level administrative units (15 communes, 1 town). The district has a total area of ​​136.83 ^km2 and a population of 172,587 people.

According to the plan to arrange commune-level administrative units put out for consultation, 16 communes and towns in Ninh Giang district and part of Thong Kenh commune (Gia Loc) will be arranged into 5 new communes.

Specifically, Ninh Giang 1 commune was established on the basis of merging the entire natural area and population of Ninh Giang town and the communes of Vinh Hoa, Hong Du, and Hiep Luc. After the arrangement, Ninh Giang 1 commune has an area of ​​27.41 ^km2 ; population of 39,535 people. It is expected that the office will be located at the current office of the People's Council and People's Committee of Ninh Giang district.

Establish Ninh Giang 2 commune on the basis of merging the entire natural area and population of Tan Huong, Nghia An and Ung Hoe communes. After the arrangement, Ninh Giang 2 commune has an area of ​​26.15 ^km2 ; population of 38,963 people. It is expected to be headquartered at the current working headquarters of the Party Committee, People's Council and People's Committee of Nghia An and Tan Huong communes.

Establish Ninh Giang 3 commune on the basis of merging the entire natural area and population of Binh Xuyen, Kien Phuc and Hong Phong communes. After the arrangement, Ninh Giang 3 commune has an area of ​​28.79 ^km2 ; population of 33,784 people. It is expected to be headquartered at the current working headquarters of the Party Committee, People's Council and People's Committee of Hong Phong and Binh Xuyen communes.

Establish Ninh Giang 4 commune on the basis of merging the entire natural area and population of Duc Phuc, An Duc, Tan Phong communes and a part of the area (0.8 km ² ) of Thong Kenh commune (Gia Loc). After the arrangement, Ninh Giang 4 commune has an area of ​​26.16 km ² ; population of 27,588 people. It is expected to be headquartered at the current working headquarters of the Party Committee, People's Council and People's Committee of Duc Phuc and Tan Phong communes.

Establish Ninh Giang 5 commune on the basis of merging the entire natural area and population of Van Hoi, Hung Long and Tan Quang communes. After the arrangement, Ninh Giang 5 commune has an area of ​​29.13 ^km2 ; population of 32,717 people. It is expected to be headquartered at the current working headquarters of the Party Committee, People's Council and People's Committee of Van Hoi and Tan Quang communes.

Ninh Giang district has completed collecting opinions from 47,786 voters. As a result, more than 99.6% of voters agreed with the policy of merging Hai Duong province and Hai Phong city and the project of rearranging commune-level administrative units in Ninh Giang district from 16 communes and towns to 5 communes.
