Poor propaganda work

Except for voters of Tien Son commune who disagreed with the project of merging with Tien Cam commune with a rate of 88.42%, the implementation of the policy of merging administrative units (ADUs) at district and commune levels in the province went quite smoothly in the communes and districts that had to be rearranged, with the rate of voters agreeing from 91% or more.

According to the report of Tien Phuoc District Party Committee, in Tien Cam commune, voters highly agreed with the draft project to merge Tien Son and Tien Cam communes, reaching 94.3%.

However, in Tien Son commune, the result of the voter consultation did not reach over 50% of the votes in agreement, voters did not agree with the plan to locate the headquarters according to the draft project.

Through monitoring the recent voter consultation, voters in Tien Son commune wish to place the working headquarters after the merger at Tien Son Commune People's Committee.

The results of organizing the collection of opinions from voters of Tien Son commune were analyzed, clarifying the related causes, especially the role of local Party committees and authorities in propagating policies to cadres, party members and people.

From there, lessons can be drawn, clearly affirming the leadership role of local Party committees and authorities, the pioneering and exemplary role of cadres and Party members of the commune in implementing the policy of merging commune-level administrative units in the district.

Monitoring the implementation of tasks related to the merger of Tien Son and Tien Cam communes shows that Tien Son commune residents agree with the merger policy and the name of Tien Son commune after the merger. However, the residents do not agree with the choice of the two headquarters of Tien Son and Tien Cam communes as temporary offices of the new commune administrative unit.

The main reason is considered to be the lack of clear thinking among cadres and party members of the commune; therefore, the propaganda work has not been thorough and has not received high consensus from the people for the project of arranging administrative units at the commune level.

At the beginning of the meeting, Standing Deputy Secretary of the Provincial Party Committee Le Van Dung raised the issue of whether or not there were bad elements inciting to sabotage public work. Regarding this, the representative of the Tien Phuoc District Police confirmed that there were none.

Through understanding the situation, it can be seen that the cause comes from group interests and narrow-mindedness of some stakeholders who push the problem onto the people.

On the internet, there are two groups posting false information about this merger policy. The industry has discovered and requested to immediately remove the information and will take measures to handle the subjects for posting false information.

Working at 2 offices

It should also be added that the initial draft project selected the Tien Cam commune headquarters as a temporary workplace. And this choice did not receive consensus from the people of Tien Son commune at the conference to solicit voters' opinions on the draft project.

Taking note of the opinions of the people of the commune, the Standing Committee of the District Party Committee asked for the policy of the Standing Committee of the Provincial Party Committee and agreed to choose the current working headquarters of both communes as the temporary working headquarters of the new communal administrative unit after the merger.

Regarding this issue, at the meeting with the Standing Committee of Tien Phuoc District Party Committee in the morning and the meeting with officials and party members of Tien Son commune in the afternoon of the same day, Standing Deputy Secretary of the Provincial Party Committee Le Van Dung said that in the initial stage, the number of officials of the two communes merged was very large, so they temporarily agreed to work in two places. The specific work was assigned by the new commune Party Committee to each job position.

Resolution No. 35, dated July 12, 2023 of the National Assembly Standing Committee also stipulates that within 5 years, the redundant staff must be arranged and resolved. For facilities, including public land and houses, the handling must be completed within 3 years.

For that reason, the newly built Tien Cam commune headquarters will continue to operate, avoiding wasting public assets; also to create the most favorable conditions for people in handling administrative procedures. The Provincial Party Standing Committee agreed on the policy of studying the planning of the central location, following the public investment process to build a new headquarters located in the center, chosen by the new commune.

Reviewing the implementation process of the policy of arranging administrative units in the area, according to comrade Le Van Dung, due to the above problems, the Standing Committee of Tien Son Commune Party Committee was confused and passive in propagating to the people. Since then, there has been no unity within the organization, but first of all, there is unity in the leadership of the Standing Committee of the Commune Party Committee, People's Committee, Party Committee and cadres.

“There is not a high level of consensus on the policy, so the propaganda and mobilization are carried out in an uncomfortable and inactive manner. However, the responsibility for leading all work is under the leadership of the Party, the Party Committee from the grassroots up, the head of the Party Committee and the government must be responsible to the Party and the people. Not only in the arrangement of administrative units, we need to draw experience and see the causes like that to focus on doing this well in the coming time” - said comrade Le Van Dung.
