Ninh Binh province always identifies planning as the top priority task, creating a legal, scientific and practical basis for development orientation.

Implementing the Law on Planning, the Provincial Party Committee, People's Council and People's Committee of Ninh Binh province have promoted a high sense of responsibility, focused on leading and directing the organization and implementation of the planning of Ninh Binh province for the period 2021-2030, with a vision to 2050, ensuring compliance with the prescribed procedures, order and progress, and quality according to the requirements of the Government and the Prime Minister.

During the planning process, Ninh Binh province has always closely followed the policies, viewpoints and orientations of the Party Central Committee, the National Assembly and the Government, especially the viewpoints, goals, tasks and key solutions identified by the Politburo in Resolution No. 30 dated November 23, 2021 on socio-economic development and ensuring national defense and security in the Red River Delta region to 2030, with a vision to 2045; closely followed the leadership and direction of the Government and the Prime Minister; fully absorbed and understood the Prime Minister's instructions at the Conferences, especially the instructions and orientations of Prime Minister Pham Minh Chinh when visiting and working with Ninh Binh, which are: "Must strongly promote historical, cultural, revolutionary traditions, the spirit of self-reliance and self-reliance", "Building a rich and beautiful Ninh Binh, with prosperous and happy people". Ninh Binh province has always received attention, guidance, participation and comments from central ministries, branches, organizations, experts and scientists at home and abroad; mobilizing the active and responsible participation of Party committees, authorities, the Fatherland Front, socio-political organizations, business community and people of all walks of life in the province.

The planning of Ninh Binh province for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister in Decision No. 218 dated March 4, 2024, with 4 Articles and 13 Contents, along with a system of diagrams and maps; of which, there are some important contents, namely:

1. Regarding Development Viewpoint: Consistently following the direction of "Green, Sustainable and Harmonious"; taking tourism and cultural industry as spearheads, modern automobile mechanical industry as the driving force for the development of high-tech industries; innovative startups as breakthroughs; ecological, multi-value agriculture as pillars; developing a synchronous and modern socio-economic infrastructure system; economic growth always associated with socio-cultural development, ensuring social equity and progress, protecting the ecological environment; attaching importance to cultural development; strengthening regional linkages and expanding international cooperation.

2. Regarding goals, targets and vision: Promote all potentials, advantages, resources and motivations to develop Ninh Binh province rapidly and sustainably; strive to basically meet the criteria by 2030 and by 2035 become a centrally-run city, with the characteristics of a Millennium Heritage City and a creative city; vision to 2050 is a civilized, modern, smart centrally-run city with its own identity, on par with heritage cities and creative cities in the world.

3. The plan identifies "three foundations", "four pillars" of economic development and "7 key, breakthrough tasks":

- "Three foundations", including: (1) Cultural - human - natural values ​​of Ninh Binh, especially the quintessence of the ancient capital's culture, high-quality human resources and beautiful natural scenery; (2) Synchronous, modern, smart, connected strategic infrastructure, including transport infrastructure, digital infrastructure, service infrastructure, urban infrastructure, "green" infrastructure; (3) Local governance institutions for development, especially competitiveness, administrative reform, and public service integrity.

- The "four pillars" of economic development are: (1) Developing tourism and cultural industry as spearheads; (2) Developing high-tech industry, taking the automobile mechanical industry as the driving force; (3) Promoting innovative startups as breakthroughs; (4) Developing ecological agriculture and multi-value as pillars.

- "7 key and breakthrough tasks", including: (1) Developing modern automobile mechanical industry and selectively developing a number of high-tech, environmentally friendly industries. Developing tourism and cultural industry associated with heritage economy. (2) Promoting innovation. Training and developing human resources to meet the process of economic restructuring and socio-economic development requirements in the Fourth Industrial Revolution. (3) Comprehensively developing culture and society. Focusing on preserving, restoring, rehabilitating and promoting the value of Hoa Lu Ancient Capital Heritage and the value of Trang An World Cultural and Natural Heritage. (4) Organizing space and dividing functional zones reasonably; harmonious development between regions, between urban and rural areas. (5) Investing in building synchronous and modern infrastructure associated with exploiting and effectively using land funds. Implementing the strategy for developing millennium heritage urban areas and creative economy. (6) Focus on developing the Kim Son coastal economy into a new driving force, space and growth pole. (7) Strengthen international cooperation and integration; ensure national defense and security.

4. Regarding Development Space: Identify 3 functional areas, with the Central Area playing the role of a driving force and breakthrough in development, namely Hoa Lu city (based on the merger of Ninh Binh city with Hoa Lu district today) and Tam Diep city; 3 Development corridors associated with key national and provincial road traffic infrastructure works, along with the coastal corridor developing along the axis connecting Vietnam's coastal regions.

5. Regarding urban system planning and rural territorial organization: Ninh Binh province will merge Ninh Binh city and Hoa Lu district into a new administrative unit, a type I urban area (expected to be named "Hoa Lu City"). Develop a synchronous urban system, increase the urbanization rate with the orientation of 7 central urban areas, including 1 type I urban area, 1 type II urban area and 5 type IV urban areas. For rural areas, it will develop in harmony with the construction of heritage urban areas.

6. Regarding the plan for developing functional areas, developing technical infrastructure and social infrastructure: The focus is on developing 11 industrial parks; 2 national tourist areas; 4 nature reserves; 2 expressways; 8 national highways and coastal roads; 28 provincial roads; 2 North-South railways, 3 specialized railways; 15 inland waterways; 1 general port and reserving land for the development of 2 specialized airports; irrigation infrastructure adapting to climate change and rising sea levels. Developing power sources according to Power Plan 8 and attracting investment in flexible gas-fired power development. Developing information technology infrastructure, digital infrastructure. Consolidating and developing the scale of specialized, modern provincial medical facilities, preventive medicine; network of educational and training facilities; cultural, sports institutions and commercial infrastructure.

7. Regarding environmental protection: Implement the allocation of 3 environmental protection zones, sustainably develop special-use forests, protective forests, production forests and develop forestry infrastructure; protect, manage, exploit and use mineral resources effectively and sustainably; exploit and use water resources rationally; effectively control waste sources. Plan zoning for natural disaster risks.

Ninh Binh Provincial Planning is an important legal basis for Ninh Binh Province to formulate policies, implement tasks, organize territorial space, allocate resources, attract investment, and maximize potentials and strengths; in order to realize the goals and aspirations of the Party Committee, Government and People of Ninh Binh Province.

To implement the Plan, immediately after being approved by the Prime Minister, Ninh Binh province has organized the public announcement of the Plan on mass media; focused on reviewing and completing the Provincial Plan dossier to ensure consistency with the content of the Prime Minister's approval decision; and developed a plan to implement the Provincial Plan.

In the coming time, Ninh Binh province will continue to focus on implementation with the highest spirit and determination, striving to successfully achieve the goals and tasks set out in the Plan.
