According to Director of the Department of Agriculture and Environment Tran Quoc Tuan, the commune level currently has to undertake up to 247 tasks in the field of agriculture and environment, a huge amount of work. Many localities are facing difficulties in the following stages: site clearance, land valuation - allocation - land recovery, granting land use right certificates, environmental management, disease prevention on crops and livestock...
The seconded officers will not do the work for them, but will play the role of analyzing situations, advising on solutions, and advising local leaders on how to handle difficult problems. They are fully equipped with knowledge and skills to quickly grasp the situation and promptly propose solutions to overcome difficulties.
“The secondment is both urgent and has long-term significance, contributing to improving the quality of service to people and businesses,” Mr. Tuan emphasized.

This move is expected to create a "push" to help communes and wards quickly handle hot issues, from land, environment to agriculture , bringing practical results to people and businesses.
